Okay, I got the urge to play around and came up with this:
Change the face and hairstyle according to age, and voila. -
The furred cloak that comes with the Magic Booster would look good as the top layer. Perhaps in a dark blue or purple with white or light grey trim?

If memory serves, the Claws set does have lower endurance requirements than any other melee set, though... but the powers also recharge more quickly than the standard, so you'll be firing them off a lot more often.
Can you do it? Sure, it's definitely feasible, if you're willing to slot for enough End Redux in your attacks (and probably 1½ Lv 50 enhancements worth in your toggles to boot). But it's going to be... uncomfortable as you level up.
You might want to include Elude in your levelling build for the +Recovery it offers, then respec out of it if you don't want it as you approach 50 and get better enhancements. APP attacks tend to have a higher endurance cost than standard powersets. -
There's speculation that this will be the case, since they've told us that Going Rogue will double the amount of storage we can have per arc (up from 100K to 200K). There has been no official word, however.

As far as your other two questions go... I doubt there will be any Powerset Proliferation in Going Rogue, but it might come with Going Rogue. It would be annoying to have to pay to get powersets that already exist in the game, even if they are on different ATs. (I'd certainly be ticked off on principle, and I'm definitely buying GR!) And of course, there has been no word on adding any defeat badges for existing factions, though I find it unlikely, given that the focus of the expansion is on new stories and factions. -
I used a USB-connected Xbox 360 controller to play CoH once. It works in the technical sense, in that yes, you can move the character around and jump and use powers and stuff... but it just didn't feel right for the game. YMMV.

Personally, I have issues with entire classes rather than individual powersets. I don't do ranged damage very well (so Blasters and damage-based Corruptors are out, as are Kheldians), and I'm generally turned off to Tankers due to their lack of damage output.
I like Controllers, Brutes, Scrappers, Masterminds and Stalkers (with that order representing the comparitive numbers of said ATs). Everything else I've got one or two of at best. -
He's just a regular Mu Guardian boss that's close to the camera. There is no over-sized Mu boss/monster/etc. Sorry!

It's baaaack!
After petitioning for not receiving it on Monday, I was awarded Genuine (the 69 month Vet badge) this afternoon. I am now at a comfy 700 badges.
... And now back to Mass Effect 2. I swear, that game has my soul right now. -
One thing about CoH that you'll want to know as a new player is that there is no reason to rush to level 50.
I know in a lot of other games, such as WoW, the high-end raids at the level cap are considered to be the meat of the game itself, with the grind to 70 or 80 or wherever they are now being the time you spend learning to play that character class.
In City of Heroes, there is a lot of content from 1 to 50, but there is actually nothing that is specifically "level 50s only" (yet). So take your time and enjoy the ride. -
I just petitioned my unawarded Vet badge last night as well. Finally got an email about it again (haven't been getting support emails for the last 6+ months).
I'll give them until tomorrow morning and then update the ticket.
And Dumple, my vet rewards look very similar to that, showing that I earned the 60 and 66 month badge on the same date. -

Not that States asked for the help, but Manticore was the one who enabled superpowers to return to the world. (States sure as hell didn't ask for an arrow in his suddenly mortal chest as part of the bargain, either...) -
Yes, the North American test server is up; I was able to log in just a moment ago with no problems. I think the test servers pretty much always report an "unknown" status, since they're not part of the main server block.
Also, there is only one North American test server currently, as there has been for over a month now. -
Supposedly it was mentioned at HeroCon that Electric Control would be in Issue 17, but very shortly thereafter was given a less ambiguous release plan and was simply said to be in the works.
So unless they've changed their minds, there is and Electric Control powerset coming, but there's no real word on when it'll arrive. (It's almost certainly not going to be part of Going Rogue, so you shouldn't have to worry about needing to pay to get it. Unless, again, they've changed their minds.) -
The "soft cap" is 45% defense to any position or attack time.
Since standard enemies only have a 50% chance to hit you to begin with, 50% - 45% for your defense gives them only a 5% chance to hit with any attack you're strong against.
Since the game won't let anyone, player or NPC, have less than a 5% chance to hit with any given attack, a 45% defense is the sweet spot for all standard enemies up to +4 over your level.
The "obsession" is basically trying to make a character that's nearly invincible and can wade into a messy situation to kick butt and take names. -
Now that I'm done AFK farming for my friggin' damage badges, I've got a level 50 Stalker available for the SF if you need him.
I ran the SF a few weeks back with some friends, and it went fairly smoothly... but even with some very experienced players and well-built characters, there were more than a few deaths. (Of course, quite a few of those were from when Masque convinced me to go into the laser room before the patrons had been defeated... then they kept rezzing me to get insta-fragged again for laughs.)

I think either endurance costs or recovery rates need to be reconfigured across the whole game. I don't think I've ever had a character that didn't require Stamina while levelling up, even if they were able to respec out of it later by earning a "better" power.
Some sets, especially the toggled armor sets, absolutely require Stamina to even be able to function at all. Even on top of that, I've had to heavily slot for recovery bonuses with IO sets to keep my SR Scrapper in the blue, and that's with at least one level 50 End Redux IO in every attack and toggle.
Don't get me wrong, I deal with it just fine, and it has slowly gotten better over the years (hell, Enhancement Diversification actually helped Super Reflexes). It's just that every time I build a new character, I look at the powers I want to take with them... and then sigh and mark three off so I can slip Stamina into the build.
I find myself in a rare position of agreeing with Beyeajus... swapping the availability of Stamina and Health might actually be a good idea. But that's just a personal opinion, and I really haven't given any thought to balance other than the fact that I think it'd be totally awesome. -

Yep, this was a new feature added in Issue 16. It's been fantastic for teaming with people who are lower level than my character when I still want to get experience.
In addition to that, you may not have noticed, but you get to keep all your powers up to five levels over your current exemplared level. -
