It is not a heal it is an Attack the best one for DM now IMO. It does Superior damage with only a 10 sec recharge. The fact that it heals you is all the better. -
hmm....No Siphon Life? One of the best powers of Dark melee and you don't have it.

/Shields will not be nerf, because to be good a AV soloing you need IOs. The game does not make sets to be good around IO they do that with SO. With Just SO /Shields is just like every other Scrapper sets. With IO is were it starts to shine, and they will not nerf a set because it shines with IOs.

Easy, it is not really unkillable as too you can't keep me down. With my fire/fire I have solo AV and some of them I would have to start all over if I didn't have RoTP. If you get killed in a fight you don't have to go to hosp you can just use Soul Transfer Disoriented your foes and then finish killing them like not happen like your unkillable because you came back for the dead -
Well /SR is one of the Best sets for PvE. It goes great will claws as all sets are. /SR is a late bloomer and you might not like it in the early lvls. When you get good Def number in the 30%ish you can start to tell the differents.

/WP is good for Beginners but it is the worst for PvP. So I woundn't look into that.
If you want to stay away for AoE? then Spines is no good too.
Any other combo will do just fine for 99% of play. -

Dual Builds Is like having another build. It will use different IO, SO are what ever your using. You can use it for many thing like solo build and Team build. Click the Link to find more info.

Nope, Only one time I think picking an Arc will have a Impact and that is Patron Power, and that only impact what badge you get now. -
Follow Up is the best place to put the Gaussian Build UP Proc IMO. As long as you still have Follow up slotted good it is a great place for it to help you kill faster

There are 3 scrapper build to look into when solo IMO. Other can do it but these 3 stand out the most.
1. Is Fire/SR it is a good build and can be made a AV solo on a budget.
2. DM/SD if you have a lot of money it is the best.
3. Dm/SR it is not as good as /SD but it is still one of the best AV solo. To make the build good you don't need to spend as much inf on it as you would for /SD. -
For fast lvl I would say Kat/Willpower would be the best. Kat/Regen is good too, but take some time to leard to play the set. Kat/WP is Scrapper on Easy, you just turn all you toggles on and start to kill stuff

Quickness also grants Slow Resistance, so it is really not a Skip-able power.
The only power in /SR that is skip-able is Elude. -

I know what you mean. Glad I only team when I do TFs and I leading or one of my buddys is leading.
I just what to know when did Scrapper=Bad player, Bad Teammate.
I have play with Bad Tanks. like going in to a small group and dying bad. I don't think all tanks are bad.
I have play with bad Controllers, like trying to hear up a room on DE and causing team wipes. I don't think all controllers are bad. I could go on too.
Just because you play with one bad scrapper are 2, remember a lot of new players play Scrapper and Blaster, Don't group all Scrapper with them. That is why we have player notes.
I play the game to have fun if someone is telling me how to play and giving me non stop orders I will had a note and quite the team. I play to have fun this is a game. -

FU = 1.056
Slash = 1.584
FU +Strike+ Lunge = 3.432
Slash recharges in 4.6 so there would be a 1.168 gap. -

I run MSTF once a week sometimes more. Our minimum team formula is a tank, an emp and 2 other buff/debuff and preferably another buff/debuff. We can do it with less buff/debuff it just makes it easyer for us. But the buff/debuff do not need to be defenders they can be controllers too. -

Just some small things I see.
I don't think you need that many slots in One with the Shield.
If you are going to take Assault take Tactics over Focused Accuracy. FA was nerf not too long ago, so Tactics is now better. It takes less end and it does about the same thing, and gives it to every one on the team.
Active Defense only need 2 slots in it to be perma.
Your build is just fine for common IO, those are just some smalls things I saw. -
Don't have much time, but I thing I did see was Siphon Life is slotted bad. Look Here for good slotting for Siphon Life. SL is one of your best attacks so at leats slot it for an attack.

One thing I saw is you have 6 5% recharge time only the first 5 will work. It is not a big deal but I don't like wasted set bonuses. Your build will do just fine. You have Soft capped def and a heal that will get you a long way.
Now somethings I don't like is how you have Lucky, and Dodge 6 slotted. I don't like to do it but I do see you have it for the Set Bonuses, so you can keep it.
Now this build I don't think will be able to solo AVs because it lacks the DPS I think, but I could be worng. As I said you build will do just fine for about 99% of the game.
