Fastest to Level Scrapper?
You can't really come up with a bad scrapper combination because all the sets are really pretty balanced. If your main goal is lack of down time then you are probably going to be looking at /regen and /wp as both come with a good amount of hp and end regen.
Not sure what you've tried, but for the survivability/fast killing/least downtime, I'd look at dm/sr, kat/regen, or bs/wp. All give you good mitigation, strong attacks, and little downtime. Pretty easy ride all the way up for any of them. Kat/regen starts fastest. All good at end game TFs, dm/sr is I think the strongest end game of the three.
Any scrapper levels pretty well, but if you want a farm build at the high end, spines/something is your best bet. /fire is highest damage but has large holes in protection. /dark is nearly as strong but has large endurance issues.

That seems to be mostly fixed. I haven't had end issues at 41 after getting stamina.

I'd make the argument low level sr and dark are not everyone's cup of tea, which might really detract from the 'fastest to level' argument... have both, love 'em, but not early bloomers.
Yeah, I should have mentioned that. Sub level 20 /dark (pre-regeneration) is pretty difficult.

Which is why for a fast leveling, low downtime version I'd only pair it with DM. Something like Claws or Fire can be stronger late and heavily IOed, but dm/sr is more fun to get there IMO.

You're going to have to explain to me how soul transfer helps make you unkillable....
If zero downtime is your thing,-
Go Regen.
Willpower is close, but not as strong early on (though pulls ahead later)
And sets such as the aforementioned SR and Dark are 'late bloomers.
SR as a defense set, won't make big changes to your survuivability till your positional defense is above 20%, (and 30% is the minimum for where you'll want to be) which will only happen after you've got SOs.
And Dark, as beautiful as it is, has the knockback hold that needs filling.
With all that in mind, if you're talking about a set that is consistently good from 1 to 50, doesn't require a lot of inf poured in, and has the "zero downtime" factor, then Regen is your best option.
For fast lvl I would say Kat/Willpower would be the best. Kat/Regen is good too, but take some time to leard to play the set. Kat/WP is Scrapper on Easy, you just turn all you toggles on and start to kill stuff

Ditto. Katana/Willpower is my default answer for this sort of thing. Strong out of the gate, strong all the way through, strong when maxed out. Easy to play set it and forget it secondary.
Still, you might find Katana/Regen more fun if you WANT to put in the effort to learn the set and like taking a more active role in your own survival.

Easy, it is not really unkillable as too you can't keep me down. With my fire/fire I have solo AV and some of them I would have to start all over if I didn't have RoTP. If you get killed in a fight you don't have to go to hosp you can just use Soul Transfer Disoriented your foes and then finish killing them like not happen like your unkillable because you came back for the dead

My experience of playing Willpower straight out of the box was different, granted, I haven't combined it with Kat for the melee def bonus from DA, but it lacks the heal for when you get in trouble, and you will get in trouble.

My experience was the total opposite. Leveling was simple, easy, and without issues. In the 45+ range my DB/WP (my first WP 50) hit a brickwall. I simply couldn't do the same things I could on other scrappers...until I grabbed all the accolades WHOA! what a difference. Add IO sets for +HP and she became an absolute beast.

Really? I had no problems with my DB/WP in the upper 40s. I had some of the accolades by then, though. Don't remember which ones. So maybe that's the explanation for the different experience. I expected it to be weaker than my other scrappers, but it kinda just wasn't, or at least not by enough to be frustrating.

For me I am going to say claws/wp. So far this set has been kind to me especially on the kill speed. While survivability isnt the best early on I know what its capable of in the later levels which will allow it to pull ahead when the time is right.

For one reason or another, with my DB/WP I simply out leveled a lot of the content required for most of the accolades. My 2nd WillPower scrappers was BS/WP and I solo'd her quite a bit more, which made acquireing the accolades part of her natural progression to 50. At first, I thought Parry was accouning for the differences but I realized situations where Parry could not help me were still easier with my BS/WP. I want back to my DB/WP and started working on the +HP accolades and the impact was immeadiate. Yeah, my BS/WP is still tougher, but the disparity between the two is no longer as extreme.
I used to think ITFs were a kiss of death fo DB/WP scrappers, but after getting the accolades (and some +HP bonuses) I started ripping through Cimmeroans with the same success as my Dark Amor scrappers.
So yeah, I'm gonna say those accolades make a big difference for Will Power.

What I usually do is level pact a toon on my friends account to slow down the xp gain enough to do all the content to get the merits then use the TFs to level to the next level range.

You do know that you can turn off your XP in the options till you want to level and dont have to level pact to do it.

You do know that you can turn off your XP in the options till you want to level and dont have to level pact to do it.

You can't go wrong with any /regen. That set is the best out the gate, imo. Though, I did have an easy time with /wp as well. The best part about /regen is that two of the powers (revive and resilance) can be skipped or taken later after you have the powers you want. Before they changed MOG, I would have said 3 can be skipped and MOG could be left alone all together. So yeah, any set with /regen. Take it. Love it. Get to 50 and keep loving it. Seriously, you get a power that's better then stamina (quick recovery) well before lvl 20. How can anyone dispute about that?

Well, basically I solo a fair bit, I like doing the missions and whatnot, but mostly I'm looking for a scrapper that will have a fairly good trek all the way to maximum level or at least have a fairly easy ride the whole way there.
I've toyed around with various builds, and have met with varying results.
I would like something that can be useful at the high end, perhaps at farming influence of whatnot.
Really, I'm just looking for someone to tell me "x/x has the most survivability/fastest/killing least downtime" I can do the rest of the research myself but I can oddly find little on what ATs level well and which don't.
Any help is appreciated.
