The time has come to respec my Arch/MM, and below is what I've come up with so far,
I want to be able to Spam RoA as often as possible, I don't want to lose it's effectiveness in other areas (I'm thinking more of an ITF runner than a farmer here) so I'd love perma-Hasten, or as close as possible.
However, as a guy who plays a LOT of scrappers, I'm also worried about the survivability factor, and am hoping that "Snow Storm" and "World of Confusion" are enough to cover the gap here, but would be hugely grateful on any advice on how to make her more survivable,
Anyway, this is what I've got, please, let me know what I can do to improve this,

You're forgetting the other very good reason to pick up Tough, the extra Resistance it gives you.
Sure, Being at the soft-cap may leave a very small window for the enemies to hit you through, the problem is that window is open, so it's good to have the extra Res for when they do.
And heck, picking up Weave makes getting to the softcap just that much easier so that you dont have to compromise your attack chain to do it cheaply. (No self respecting scrapper should ever compromise their attack chain right?) -
yeah, short story, its a crap power, mainly gotten by those who want to mule it.
Leadership: Tactics is better (as mentioned) and if you're spending on IOs anyway, go get the Kismet unique (its sad when a power can be beaten by almost that one single IO, FA is really overdue for some love) -
If by "negotiate" you mean "deflect" a lot of trollers can, thats meant to be their thing really, a mezzed enemy can't attack, or (my personal fave as I have a very expensive ill/rad) an enemy distracted by phantom army will definitely not be attacking you.
Even with the lousy nerfs to Phantom Army's AI which seems to make it so very passive these days (grumbles) -

How expensive is your exact ingame build?
The Obliterations are mainly there for the recharge but the def bonus helps too, remember its not Typed def that helps /Inv, its the Smash/Lethal def, and he softcaps with only a few foes in range thanks to Invincibility. (great on ITF or with any smash/lethal mobs and +4/x8 is my usual diff setting)
As for cost, most of it was done a while ago (except the recent purples) and at the time it came in under a billion, I had honestly tried to keep it cheap (may say something about my bankroll) not sure what its worth at todays prices.

I've never bothered with any IOing till 50(ish),
There are 2 significant exceptions though;
- The Steadfast Unique
- The Kismet Unique
Neither is overly expensive, and can even be gotten from AE bronze rolls (Not sure on that last though, its a while since I AEed)
The end result is that IOing only helps, its not enough by itself, and a long list of IO bonuses shouldnt impress anyone.
(and heck, a Kat/SR is already a very strong set) -

And no travel power means I rely on Ninja Run and jetpacks.
Oh, and for the record, I don't believe in Muleing powers, so that means yes, I do use "Calling of the Wolf" it has a beautiful; animation, and with 44% smash/lethal def and 67% smash/lethal Res, I'm not kidding when I say I've used it to save Granite Tanks.
It's also worth mentioning that because it is a direct copy of my ingame build (one that was meant to be cheap) it also leaves plenty of room for improvement if you want to spend more inf on it.

Weave + CJ + Maneuvers + Steadfast Unique = 15% def to all
Or
Without any def enemies will hit you half the time, with only the above they will hit you a third of the time.
It's a BIG benefit.
And then work the rest of the build up from there. -

That's not a nice build.
Sorry, that's as delicate as I can put it.
4 slotted Kinetic Combats may give you the Smash/lethal bonus, but it also leaves you with only + 85% dmg and +41% Rech, which is Far from enough.
And you've gimped too many of your attacks that way.
also, if cash is an issue, why are you using the LotG uniques? at the very least you can take the slots back to help strengthen your attacks.
So, I had a 'puter crash not so long ago, that swallowed many of my mids builds, however, when the servers are back up, I'll paste my Kat/Inv build for you here. It has Def/Res numbers comparable to an SO only Granite, and a respectable DPS, so hopefully you'll be able to pick it apart for ideas. -

if endurance has been an issue, I'd strongly suggest the Theft of Essence proc for SL
(you're WP, it's not like you need the healing from it right?) possibly with the 4 Kinetic combats and a straight Rech IO, slight drop in rech and dmg on the power, but it really is a noticable (read big) boost to the end, and I suspect your ST attack chain would be MG-Smite-SL-SP-Smite anyway, which would balance well -
if the point is going for badges then you'll want it to be Katana, it's stronger out of the box and comes with DA.
If you're going to spend time on the Oro badges or on lower TFs and mishes that will be important.
Though for the same Oro related reason its also worth going to 50, slotting in purples and then going back, even then though Katana will have an advantage at lower levels.
This is however speaking as someone who has gone back and soloed many of those Oro badges, it was an exercise in torture, and my single bigest peice of advice would be DON'T. (unless you like poking yourself in the eye with the rusty end of a decapitated unicorn's horn) -
AAO? Over the top?
Cyber naut is right, AAO is a BIG liability whilst leveling, and will rip aggro from Willpower Tankers with ease (as an easy example)
Yes you have benefits with Offense, but it's not the only set that does (Damage auras are powerful things)
And its Defense is not that great, Softcap isn't everything, and I'm yet to take taunt on any Shield scrapper. I HAVE however taken taunt on my /Inv, and have thought about it for /WP.
No, Shields is balanced just right, and I'm sure we'll see people moving to other secondaries again once the current FotM of Elec/SD passes.
(oh wait, it has passed, shouldnt we be moaning about demon summoners?)

And yeah, don't mess with shields, give Fire Armor the boost it desperately craves instead,
But the point I as trying to make was -
I've achieved better survivability with other sets,
and better overall damage with other sets,
Shields just happens to strike a very nice balance between those two goals. -
I went with Ice.
Though, it's worth noting my Ill/Rad has Perma-Hasten and Perma-PA, So as PA is ridiculously good at keeping the Aggro away I've no need for mez protect.
And with a nice cone and an AoE nova popping that fast, well, how could I not??

For example - http://www.repeat-offenders.net/ (awesome bunch, mostly elite players across 3 servers including Virtue)
There are others, but RO are certainly one of the best, and the most welcoming. -

if the point is duoing, and you want a Blaster type feel, have you considered instead pairing two defenders?
I've done a lot of duos with my gf, (and amongst them was a blaster/tank duo) but nothing has had more survivability and more damage prowess than our /cold & /kin defender duo.
Heck its prolly the kind of thing that would get me flamed in the tanker forums, but, survivability does NOT mean having a tank there, the game gives many other options to achieve that goal. -
Loving the multi-barrel looks.
And a steampunk style gun is much needed.
But personally one of my favourites was the stubby style revolver from bladerunner ( http://www.jdmfilmreviews.com/images...ckard-gun1.jpg ) -
The unofficial Australian server is Justice,
make sure to also get on the Justice global channels Justice United and JFA2010,
(I'm also Australian, and have experienced many of the same issues)

Claws has Shockwave (& focus) which means knockback.
Willpower relies on RttC, which needs enemies in range,
Meanwhile SR, can use that little extra control and benefit,
But lets face it, they're all fun, and all functional -
So after months away from the game, I've come back, loaded up my ill/rad, who hasperma PA, for the first time in months and found that the AI has been significantly gimped (why, oh why, will they not attack?)
Anyway, Perma PA, kicks in close to the same time as perma PA, which you'll have, and also means you'll have perma AM, (which makes stamina optional)
I did take frozen armor on mine, and it's great for those times that enemies ignore my pets AND my Superior Invisibility (something that happens all to often) it also can take a LotG uniques, which is awesome.
And with that kind of recharge Ice storm is by far better than fireball, especially if you cast spectral terror first.
I like it, and see a lot of quivering GMs in your future -
heh, I know how good your builds are mate, and that last purple one made it into my list of saved builds.
But for the OP, unless you're Gagora's biggest customer, then you should be asking those questions yourself, it'll help you understand what the build can/should do before you commit literal billions of Inf.
(The panacea unique alone is 1.5bil minimum, and I have an AV soloing Fire/SR that cost less than that, then theres the Gladiators armor and Gladiators fury uniques)
