Wow, that build is going to be expensive, with 4 sets of 5 purples and three more from the purple Pet set. You actually have 10% extra Recharge.
If I had all those expensive IOs, I would move the Unbreakable Contstraint set to Flash over EM Pulse. I use Flash much more often, as good as EM Pulse is, because Flash doesn't have the Recovery penalty. Also, EM pulses numbers are good enough (longer hold, no accuracy penalty) that Flash can make better use of the higher amount of enhancement in the purple set.
I would try to get some damage in to Blind, especially for a solo build. If you trade out the four Dark Watchers in RI for 3 Enzyme HOs, which are very expensive, you will get better enhancment numbers in one less slot. You could move that Slot to Blind for damage. 3 Enzymes will ED cap RI for all three of its aspects; ToHit Debuff, Defense Debuff and EndRdx. Put an Acc/Dam Hami-O in that new slot in Blind.
And here's another thought -- if you take two slots out of Spectral Terror, move them into SI to slot SI with the LotG Recharge and 5 Red Fortunes. Then move that Karma into Hover with another slot from Spectral Terror. The put one more slot into Blind for Damage. You will have traded 6.25% Recharge in ST for 5% Recharge in SI, slotted SI for better EndRdx and Defense.
That Freebird in Hover is doing nothing . . . you could just as easily use a common Flightspeed. With my suggestions, Hover would have 4 slots, with two of them containing a LotG and a Karma. The other two could be the two Zephyrs, or you could move the Zephyr -knockback out of SS and move it to Hover for a little bit of AoE defense from 3 Zephyrs.

I haven't tried the ice set personally, but you might be better off with fire. I had frost breath on my storm/ice def and i didn't really like it. If that one is similar, the angle of the cone attack is very small. And I've heard the recharge on ice storm is really long.

Yeah I have been gone from the game a while and understand they buffed Hover speed a while back so wasn't sure if it even needed speed enchancements anymore. I definitely intend to tweak the build a bit, including more damage into Blind, good call.
What about the Ragnarok +knockdown in Ice Storm? I have a few Stormies and love the knockdown effect Freezing rain provides, so hoping Ice Storm could have some similar version of that aspect via the IO. If no one knows I'll test it out. The knockback piece of Ragnarok is siginifcantly cheaper than the others so no huge deal if I try it and it doesn't perform like I hope.

I have tried the Ice APP set on many characters -- in fact, I have tried all of the APP sets and I like different ones for different characters. I really like Ice on several of my */Storm characters for Hibernate, the Defense-based shield and two AoEs. Ice Storm provides fairly substantial damage if you can keep the foes in its area for long enough. Freezing Rain + Ice Storm is pretty nice damage. Frostbreath is not bad -- pretty comparable to Torrent in the Primal APP set and Cold-typed damage is very rarely resisted. The problems I have with the Ice set for an Ill/Rad are that Illusion has nothing to keep foes in the AoE of the Ice Storm, so they tend to run out of it. It has a long recharge, so you don't get another chance to use it very soon. And it is a fairly long DoT power, which gives time for the spectral damage from Spectral Wounds and Phantom Army to heal back. On my Ill/Storm, I skipped Ice Storm and use Frost Breath a fair amount since it recharges pretty quickly.
I prefer the Fire set on my Ill/Rad. Fire Blast does the most damage of any of the APP blasts. Fireball is fast and mostly up-front damage, helping you kill stuff faster. (See my Ill/Rad guide about how I try to take advantage of Spectral Damage.) Fire damage is different than the Psi damage your primary does, and is resisted rarely. The other powers in the set can be useful, too.

Yeah the running-out-of-IceStorm issue was why I thought/hope the Ragnarok knockdown proc would help out, but it all depends on luck of the proc-rate.
Fire is indeed tempting to take instead. Frankly the only reason Ice was my first choice is the panic button / end recovery via Hibernate. Fire *does* have an end recovery power as well as a nice self rez... Decisions decisions, lol...
I have 3 or 4 bil, haven't calculated recently, but I'm not sure I could afford this build. Those damage purples are really expensive...
Not sure about all of local's suggestions, but since spectral is default perma you could live with just the psionic damage proc + the range proc and have a really good spook... moving two slots to SI for the 5% like local said, and I actually like having the Unbreakables in Blind, as it is used most of your three holds. Add a Ghost Widows Psi damage proc in there and you have a repetitive chance for good hits.
I also would use another Soulbound in phantasm, if you want to stick to a single slot, might as well use a Hami as it would give you better bonuses than SA for about the same price.
It's a good build. Not sure if spending the money on Damage Purples is well spent, especially since I'm not sure if tertiary or power pool damage is helped by containment. You might be better off having one of those in sets in SW.
Anyway, those are just my thoughts...
So after months away from the game, I've come back, loaded up my ill/rad, who hasperma PA, for the first time in months and found that the AI has been significantly gimped (why, oh why, will they not attack?)
Anyway, Perma PA, kicks in close to the same time as perma PA, which you'll have, and also means you'll have perma AM, (which makes stamina optional)
I did take frozen armor on mine, and it's great for those times that enemies ignore my pets AND my Superior Invisibility (something that happens all to often) it also can take a LotG uniques, which is awesome.
And with that kind of recharge Ice storm is by far better than fireball, especially if you cast spectral terror first.
I like it, and see a lot of quivering GMs in your future
I'm with Local_man on the fire app. the two attacks are great additions to your attack chain, but what I found to be most important is, since I got perma PA, is endurance. I dont know about the rest of you fine folks, but the reason I put all the effort into a Perma PA ill/rad was so i could solo AVs, Rikti Pylons, maybe a GM or two.... what i discovered when i first put it together is, while i had the pets out for the entire fight, eventually with the toggles and constant attacking, that I ran out of endurance. popping blues left and right wasnt cutting it. even with stamina and AM on perma, I was running out vs the harder targets. What I did was I ended up picking up consume from the fire epic pool. this makes a huge difference on prolonged fights and i highly recommend it. realisticly it can replace any damage shields you have since the PA is tanking for you as well as phantom decoy and whatnot. Fighting against the harder AVs and even GMs is an endurance trial, at least in my experience, and consume helps out
Im leveling one of these now. I currently have 5 purple sets to put on him when he hits 50 plus 4 lotg 7.5's. Will that be enough rech to perma PA and AM? I have a couple powers with smaller rechs also but i don't know how much rech this build needs need. According to the mids im using it says 85% haste but that don't count the % from hasten and/or the AM rech i don't think.
**Edit: I played with the exporting option many times and can't seem to make it post the "clean" version. If anyone can advise how to do that, it'd be appreciated
This is intended as a PVE oriented build capable of soloing groups and AVs. It's a pretty expensive build. Mainly I wanted it looked at to make sure I am not overlooking something blatent.
I have what I believe is sufficient global recharge via bonuses to maintain PA
My accuracy is way high at least according to the builder. All the purple bonuses plus the mandatory accuracies set pieces in the sets make this unavoidable to a degree
I like Hover over AS. I like to watch from above + I get LoTG Recharge slot
I like Super Speed as my travel, personal preference
-KB is taken care of I believe via 1x Karma and 1x Zephyr
I haven't really played with Hami-O's in the build, I could take em or leave em
I skipped Frozen Armor since I wanted the other 4 Ice powers more
Hibernate I want to keep for an awesome panic button. Baddies should be on
my Phantom Army so a few seconds of toggle downtime should be fine
Ice Storm I majorly want to keep. I love rain powers. I have a Ragnarok %chance for knockdown so it would hopefully be a semi Freezing Rain effect. Is this wasted or will it actually work that way?
This is a solo build and it was tight, hence no Mutation and such
