Your character concept would make more sense as a person in training to become a Vanguard Soldier. Something along the lines of "Susan has had enough of the damn Rikti raids, so with her assault rifle, she's going to defend the integrity of the dimensional boundaries." When her "training" is complete, she'll have a full uniform and she'll have earned the Rail Rifle she so deserves.
However, that back story still works if it's a global unlock that you first get access to at level 35.
My MA/Shielder was a half-alien, half-human who used a shield from her alien heritage's planet. Vanguard Shield was what fit the bill better than any other, because I thought it was the best looking, most awesome tech shield.
I just had to get the vanguard merits to unlock it :/ -

Which means that Dark Armor Stalkers still fade out like all other stalkers do. But Scrappers, Brutes and Tanks all have the option of not fading out.
Personally, I'm not really for any of the elemental sets getting a "no visual FX except in PvP" option.
That's not to say I'm not for different visual effects however. -

Actually, I think the Zombie and Rikti Raid are fine as is.
I think the Banner event should be limited to the Halloween Event however, just so it gets more interrest during the Halloween event.
I've tried quite a few times to get in on Banner teams during the rest of the year, and it's not easy. So my thinking is, people might enjoy it more, and try for it more, if it was limited to a once a year event. -

I think the problem with it, is that it happens year round. So, they miss it this event, they can likely at some point get the badges.
To make it more worthwhile, is just have the zombie event year round, and keep the banner event strictly to the halloween event, so people will be more likely to go after them.
ANother problem is some people just don't care to get the badges on all their toons, and can get just as good (if not better) xp with ToTing.
Personally I enjoy the Banner event, but, it's random enough, I usually miss it, and I don't go out of my way to head to it, when it's happening in a zone I'm not in. -

Inherent fitness isn't going to change the game that much for vets who know how to play lowbies anyhow and isn't going to do a huge amount to help new players who are just getting to grips with the system. It's a "nice to have" but I suspect it's not gonna change the game that much and many people will be overestimating the effects, rather as they imagined the impact that inventions would have on End use.
What I find very surprising is this: I play almost every day, for a few hours each go, and I'm still working through new content I've not encountered before from GR. So far as I can tell there's still a lot for me to do here, so why some people seem bored with GR already is beyond me. I know I19 is the New Shiny and I'm looking forward to a lot of it too but I'm kinda surprised how old hat GR seems to be in some peoples perception.
Inherent fitness will for sure help my main with exemping for lower level TFs. Right now, I run a Positron TF on my stalker, I have 3 attacks...Body Blow, Smashing Blow, and Assassin Strike.
With i19, I get to add in Burst
Not to mention I get the travel power fitted back in (it wasn't a concept defining power before, so it got removed...now...back in \o/)
Not to mention the earlier access to a few powers that took a back seat to those in Fitness. Like level 20 powers never being taken at level 20 (not on all of them, but most of them...for me anyways).
Game breaking? No. Though I expect higher levels running some of those lower TFs will move things along even faster.
truthfully, it's only this which has me wanting i19, now. The rest I could wait on (not that I don't want it mind you...I DO! I DO!
)

Routh and Bomer! Those would be my choices. Though on the poll I voted for Routh, as I think he deserves another go at it, and think he did a really great job.
Bomer would also need to pack on some pounds, and that just might ruin it for White Collar! -

The difference in survivability doesn't come from a difference in defense/resists though.
Heals will also heal for big chunks, due to more health.
I know I feel the difference. But then I feel the difference between a Stalkers secondary, and a blasters lack of one. -
I let my idea of the costume decide if I get a cape or not.
My main and namesake uses the long scarf.
One of my favorite alt outfits doesn't use a cape at all. -
Hate it? I love it!
I'm thinking of slowly making my main more and more pale as the event goes on!

Their resist and defense values are the same. Stalkers get hide (a small defense bonus) in place of powers that, for most sets, don't add to survivability. Sure there's some more variety than that, but there not always in the Scrapper/Brutes' favor, unless you're trying to hold aggro of course (because there's no taunt auras). However, on SOs, you'd have to maintain 7 enemies with RttC all the time to match the HP you'd get back from the same-slotted Reconstruction, if you had /WP.
I would also vote /Ninjitsu. You can softcap defense and it has a self heal, as well as some misc utilities.
For your primary, Ninja Blade (or I suppose BS) for Divine Avalanche (or Parry), OR Dark Melee. The -tohit stacks nicely with Defense, and has some more heal.
/Dark is pretty solid too, though, for the same reason it's solid on Scrappers and Brutes.
Don't get me wrong, Stalker is going to be more durable than a Blaster, as the Stalker has native defenses. But I notice a big difference in survivability purely based on Hit Points.
This is versus multiple enemies and versus one single target enemy. -

While I like the idea, OP, I think even then you're making it to complicated.
No Double XP. They have to relevel from level 1 with normal xp gains.
Truthfully, I don't see anything wrong with this, as I don't see how badge collecting makes that big of a difference, and anyone can be PLed up, so the PL reason isn't quite it.
With the coming of power customization, I can see why people want it even more, or all the other things that have been brought in.
However, if the devs don't want to allow it, I'm at the point I really don't care anymore
After missing 1 anniversary badge on my first badge toon, I just haven't cared as much about it.
But I do think the suggestion works. Back to level 1, lose the level 10, 20, 30, 40, 50 badges...just keeping what's on you, and losing most of your recipes/inspirations/salvage, if you had full trays of them, as you wouldn't beable to hold as much once you're level 1 (from say a 50). -

Okay, yeah for some powerset combos it sucks to take the tier 1. I agree.
While I'm neither for or against this change. I'm fine with it, and it's something I've come to live with, and except for a very few tier 1 secondaries, I find I always use them (*glares at Gale*)
However, yes, it makes it to easy for people to gimp their builds, with ones who need their tier 1 to be effective (like Stalkers).
Those who don't use it on purpose, it's their own fault.
MM's who don't take pets, know they're gimping themselves, it's a choice. So that's just a bad example.
So, I can somewhat see the suggestion for automatically 6 slotting the tier 1 as a "Oooo...nice." if not for use int he power, but could always say "well at least I can use the power as a set mule"
I also don't think it would be all that game breaking.
However, your suggestion to do that with Boxing/Kick? You lose me right there. You don't like taking boxing/kick, then don't take it. No one is forcing you into any of the pool powers (well, you have to take some at some point, but the choice is your inwhich to take).
You don't NEED the fighting pool. Oh, it works great with stacking for defense, but it's all your choice if you think Tough/Weave is worth taking an attack you're not likely to use (I'm sure some do). -
Had it happen a few times versus an AV and just last night, I hit it right before charging into a Zombie raid...

I wouldn't think anything of it, but I swear it happens more often now, than it used to.
Took me over a month to get hit with it before. Now..."whoa wait! I just turned into a monkey less than 20 hours ago!"
Each time however, is just lots of fun when it happens
