Part of me thinks it would be awesome if fifties got an inherent power where they could train lower leveled heroes and villains.

Please, no. No changes to vigilance.
A lot of team support defenders I know seldom bother with stamina and even those that do it means they're layout buffs, debuffs, and heals faster than they're end can recover.
if I lost the endurance discount my defender wouldn't be able to support her team like she does. -
I'm working on a new MA arc that involved the Imperial Wind and I would really like to know a few things:
Like who were other members/notable members of the group, what powerset would The Lord of the Frosts use (Okay, this is overboard) And are they all dead for good? -
Well, let's see, my "heroic" thoughts include:
Dodging a sniper shot, flying up the roof where they're camped and beat them up, making sure to finish by knocking them off the roof shouting "YOUR FIRST MISTAKE WAS PROVING TO ME THAT YOU EXIST!"
There's also my little rant to bosses... "Do you know why I'm so certain I'm gong to hand your @#$ to you? Because I'm [censored] PC and you exist only to make my characters look good as they mop the floor with your sorry @#$!" -
Well, in Japanese adult media, the roof of a school is generally more classical and so few people seem to make use of the universities.

Awesome.
For my own gag answer: They don't have a base anymore, that's why they're always standing around outside. The one you see in the comics is them hanging up Phalanx banners and borrowed from SG's they coalition with.
They don't plan to get a base until raiding and the Cathedral of Pain are back, until then, they soak up ten percent of the potential prestige earned by people who run their TFs. -

These led to problems with mobs following players into the shops, and then attacking patrons that were shopping or afk. So they moved the "inside" of the buildings to far underground.

Actually, I had wondered briefly if they would fix this with other buildings to make them like AE, until I remembered that this does not happen with AE due to the overwhelming numbers of police drones surrounding it. -
Oh god, yes, I would love a convention center, especially to be able to make the ParaCon (Paragon City's Number 1 Anime, Manga, Comics, and Cartoons convention) MA arc.

/signed, I had wanted to see something like this myself and made a thread about it a while back.
I wanted to suggest that these could also serve as alternatives to bank missions where maybe you raid an art museum or CIA building for info (after all, when you get powerful enough as a villain, info kind of becomes currency in of itself), and heroes would have to protect them.
On the flip side, allow heroes to make strikes against Arachnos Bases like in St. Martial, The Mercy and Sharkhead forts, etc. etc. -
Firstly to DMystic: Because I had thought about a proliferation to scrappers and not a proliferation to stalkers, Truthfully, I'd love to see Stalkers get Ice Armor and Ice Melee, also, weird as it may sound for stalkers, Fiery Melee and Fiery Aura too, but I had thought of this and wrote this up.
On the note of Quickness: Put that way, I understand, but I didn't really have any idea what would make a good replacement for caltrops, so I figured an opposite route would work.
But if that's the case than another idea I had (a power that would be totally skippable) could be Ninja Acrobatics, basically a passive that boosts Speed, Flight Speed, Jumping Speed, and Jump height, but otherwise does nothing else.
Also James, the problem with scrappers having a placate is the resulting rage it would probably invoke on teams, stalkers can be excused for being as squishy as most others, but when a scrapper's supposed to work to keep baddies off the backs of the squishy and provide support for the tank it would probably cause a lot of problems.
Now one of my own concerns is the Power Boost, partly because reading over Red Tomax's guide about what it does, I'm still not clear if another bonus it would give would be to the defense toggles, which would basically throw an alarming power into the set by basically giving them a short burst of mini-K-I Retsu or worse, The boosted defense values of their toggles, plus a boost to Kuji-In Retsu's buffs resulting in PC Reichsman.
So this set still needs a little more work, not as easy of change as I thought it would be at three in the morning, which makes your continued input all the more important.
I'll probably update the OP later with the alternatives to the alternatives of substitute powers. -
All in all, I think this could work well but may need individual numbers scaled to better balance with the Scrapper AT's different functions. Namely the powerful combination of Dark Melee/Nin stalkers, which is insanely powerful for them, but give the two self heals with soft capped defenses, plus an ability to boost how much they can heal themselves for (Not to mention the possible ability to power boost your debuffs to an insane level) and the whole thing might create something horribly overpowered.
But I think maybe with a little input from you folks and some tweaking, the Devs might look at this and say: "Hey! This could really work! Coming Soon(tm)!" -
So lately I've thought to myself how nice it would be for scrappers to get /nin for a secondary, of course a direct proliferation would end up falling flat on it's face since /nin was explicitely designed to work purely for stalkers, but with a few adjustments and power changes I think it could make a very effective scrapper set.
Overall, four of the nine powers would not work well or at all for scrappers, these powers are:
Hide (No ability to make use of AS's)
Caltrops (We can get that as an APP, albeit much later)
Smoke Flash (Uhhh... Placate's not something for scrappers and their role)
Blinding Powder (This might work but it might not be appropriate)
Now here's my idea for four powers to replace them-
Kannon-Gakure (Name pending): Self +Stealth, +Def (all)
Well, as a ninja themed powerset it should have some kind of stealth power, but in this case it works closer to Cloaking Device from Blaster's Devices set, Cloak of Shadows from Scrapper's Dark Armor, or Energy Cloak from Brute's Energy Aura, so it provides a very modest defense buff and eats endurance since it's not vital.
Quickness: Self +Speed, +FlightSpeed, +Recharge, +Res (Slow)
Straight outta Super Reflexes set, I felt this would make nice counterpoint to the villainous Ninjutsu's location AoE debuff.
Smoke Bomb: Foe -Perception, -ToHit
Basically it's Smoke Grenade from the Widow set, I felt that this also made a great substitute for Smoke Flash by cramming a little something to stack with the defense buffs as well as the stealth, not only that but as a debuff to perception and tohit you would be lending a hand to the squishies on your team (Who would hopefully remain outside of your foe's now limited perception) as well as cause a few enemy attacks to whiff your fellow frontliners making you not just a lone ninja, but bringing you in as a team player!
Kuji-In Jin: Self +Special
Basically, it's Power Boost from the Blaster's Energy Manipulation secondary, the numbers may need to be nerfed in order to keep things balanced, I'm also not sure if this boosts debuffs. (It doesn't according to RedTomax's Guide)
So in summary, here's the outline for how the Scrapper's /nin tree might progress though it might need some further work and refinement.

I sorta of made a post about one, although it more than just anime purposes I wanted it more a chance to branch out from Paragon and the Isles as well as have that Oni you saved during the Darrin Wade arc come back to you as a villain.
Emiya, Japan, sadly the idea was under cooked and ended up getting a lot of flames and I decided it should die. -

Does look pretty cool. Though other than the swords, can't you fake most of that with current costume options?
All things considered, I think there is less of a need for a full "anime pack" and just simply a need for a few more costume pieces here and there. Since there were martial arts heroes even in older comics it wouldn't be horribly out of place--it would just need some fine tuning so it would be decently stylish.

And I know, I said a nerfed version of rage, like only lasting one minute with a 25 min recharge and maybe a 30 pnt end crash with a 10% hp crash to boot. I'm going off of how anime characters will stupidly use power ups that end up hurting them once they're over. -
And in some cases, itself.
Same thing happened to me building the sushi bar in my base, the hanging light actually being in the kitchen ceiling was a trick I discovered on accident trying to center aligned. -

I pretty much run with everything on max, I think. That screenshot was pure luck, though- I was mashing printscreen to catch my friend on the left dinging 50, and it happened to catch that too. Now that I know it's Vanessa, it's even cooler. One of my favorite shots I've managed to get.

In a weird twist, rather than cherry tapping on my Katana scrapper, I always try to finish things with Golden Dragonfly or at least Soaring Dragon, I rarely do, might help if I didn't use them as an opener too.
Like the OP, whenever I have a martial arts scrapper I have this whole combo I like to do that I nicknamed "Viewtiful Rengeki" or "The Viewtiful Combo" which consists of Flurry or Sands of Mu, Storm Kick, and Crane Kick. VERY beautiful when it all works.
For my blaster, I have few preferences for finishing them ranged, but in melee, despite how unlikely it is, I generally like to finish them with Power Thrust for the same reasons as finishing an opponent on an MA scrapper with Crane Kick, doesn't hurt that if I use this in her melee chain too soon, my opponents would end up out of melee range. Though if Power Thrust fails to kill them, usually I'll tap them with a Blazing Arrow.
For my DB brute, Vengeful Slice or One Thousand Cuts are my preferred ways, or at least finish with a combo finisher.
In general I prefer to finish using my strongest powers, it gives a nice theatrical flair to it all. -

We need to be able to unlock more costume pieces from every enemy group we fight. Yes, even Arachnos.
And I'd love me some Nemesis costume pieces. And no, not weapon/shield customizations, costume pieces.
Yes, I know CoT robes aren't possible, but what about that hat and shoulders? -
Still, maybe have the military help out in the War Zone and the Shard.
On that note, I would like to see some allied Arachnos in the War Zone. I mean, I doubt Kuh'rekt is going to be that angry with Arachnos for playing both sides of the war to try to make the greatest profit, he knows he's dealing with cut throats and low lives.
