Depends on what you claimed.
The Unslotters, you drag a slotted enhancement down to your tray in the Manage screen.

The Boosters, you click a power in your Manage screen, pull an enhancement down into the combine circle, and the booster automatically goes into the second circle.

In regard to IOs, does this mean the slotted IOs would give no boost whatsoever and would be the same as having an empty slot? If so this would become a major issue. People paid a lot of influence for those things and to have to drop regular enhancements over them would be costly, especially if they switch back and forth from Premium to VIP for financial reasons. -
It sounds like you're actually trying to RUN the file from the site (which has write issues, since your temporary file store doesn't typically have access to outside of it), instead of downloading the file to disk and then running the downloaded item.

For completeness sake:
The first two powers in all power pools open up at 4 now (previously 6).
The third power in travel power pools also open up at 4 (previously 14), and have no prerequirement. The third power in all other power pools open up at 14 (same as previously) and require one previous power.
The fourth power in all power pools opens up at 14 now (previously 20). The fourth power requires two previous powers.
The fifth power in travel power pools is new, and opens up at 14. The other power pools did not get a fifth power (yet?). The fifth power requires two previous powers. -
Do you have the badge, Member of Vanguard? If so, you just have terrible luck or are bugged. If not, you need to do the "Join the Vanguard" arc from Levantera.

By the way, there were plenty of people that got their pre-purchase money back when the Alpha peek was removed from GR. It was all over the forums. If you (general you, not CactusBrawler specifically) didn't get your money back, then you accepted what you purchased changed before release. -

Without knowing her status Pre-I21, we cannot say for certain what she should have currently. She should have 2 (all F2P get them) + 2 (GR) for certain, then a variable number after that depending on previous subscription time and previously purchased slots.
No, you are not correct about Inventions. You can access and play characters who have IOs slotted, even if you don't have access to the Invention System (via 30-day license or permanent unlock). Your IOs simply don't work; you don't get any enhancement value from them, procs/globals don't work, and set bonuses don't work. -
Brutes get access to Energy Mastery even if they are villains who have never switched...

If you trigger MARTy, your rewards will be throttled for a certain amount of time, and after the throttle is finished your rewards are as normal. Yes, it is likely recording a log of it's activities for the Developers to look over, but you aren't on "a list".
MARTy doesn't keep affecting you after the throttling is ended unless you trigger it again and a new throttle is applied.
You really should look into how something works before you start trying to blame it for things it doesn't do.
(Keep in mind that MA maps have a variable ticket cap, but there is a system message when you're at the cap and you should have gotten tickets. That is separate from MARTy and has been around a long time.) -

Not rare at all. If you haven't done 5 tips, you will continue to get tip drops until completing your 5th tip. So you can have your 5th tip and 2 more tips. Then you can get 2 morality tips.
Then you can get the Halloween tip, and if you're a villain, you can get the Mortimer Kal tip.

Man, I'd stand in it all day long if it handed out tokens. Free stuff! What do the tokens do? Nothing. But hey! Free stuff!

The repeatable contacts are nothing fancy. They're just radio missions for First Ward, pretty much. The actual story of First Ward is in the story arcs.

Player B has never bought GR and goes premium: they lose access to everything in GR, including characters made with GR powersets, Alignment, Praetoria, etc. -
So instead of subscribing for two months, buy 2400 PP and unlock them. They're now unlocked forever, and you never have to pay another penny to play them (including subscribing). To go along with those PP you just bought, you get two Reward Tokens to bump you further up the tiers.

AFAICT, there is no way to create a new account yet. The "Creat New Account" button on the login screen says "COMING SOON".
An account with no games in it means you don't have access to any games. -
1a. It's only a 2% (3% with Delayed) chance to be held, so it's not unlikely for a dude to run around in DF until he's dead and never get held.
1b. Enemies continue moving at their normal speed until the server sends an update on where they should be moving. The easiest way to see this is to stun a runner - they'll continue running at normal speed while under the stun animation until the server updates where they should be moving to next.
2. There are plenty of enemies in the game that have slow resistance. Likewise, all patches that don't have some sort of above-ground effect (e.g. rains) are ignored by flyers (including flying players).
