One way to test it would be to get on a Mothership raid in the Rikti Warzone. Even a lousy raid should get you at least 300 Vanguard Merits. On one amazing raid, I actually got over 1,000.

I will assume you have done the Vanguard intro mission that unlocks getting Vanguard Merits already. Right?

Do you have the badge, Member of Vanguard? If so, you just have terrible luck or are bugged. If not, you need to do the "Join the Vanguard" arc from Levantera.

Father Xmas and Aggelakis - I apologize for not finding a way to make my 'I have run the first three story arcs and gotten the Vanguard ID souvenir' note in the opening post stand out enough to not be overlooked.

Okay, so you did the arc and you have the souvenir. Do you have the badge? This may actually matter.

I had a hard time interpreting the posts as anything other than 'you should do the mission you already said you did', and that annoyed me.
To "did the mission bug out and not award you the 'Member of Vanguard' badge", the answer is that the mission worked as it should, and I have that badge.
I wasn't trying to be snarky but sometimes a problem is the kind you smack yourself in the head later and say duh to yourself once you realize what the problem was, like costume color issues but forgetting you are in SG mode or going into the wrong side of the tram station or getting the badge that toggles on Vanguard merits from Rikti.

For what it's worth, if you're going to continue posting questions and requesting assistance in Tech Issues (or Player Questions), don't read anything into the replies that's not explicitly stated. If you read a post as snarky or mean that is a simple question, then that is not the poster's fault...that is your fault. A pretty good rule of thumb for any forum (and City's is pretty darn tame in comparison to most).

After owning 8 reward tokens and unlocking Reward Level 4, free players are given the ability to earn Vanguard Merits.
However.. I realize there's a chance that I've just had terrible luck, but so far I haven't seen a single merit from defeating Rikti.
I have currently run the first three story arcs - souvenirs are Vanguard ID, Traditionalist Peace Accord, and Letter from Decker. Those total 15 missions, and I have been awarded 14 Vanguard Merits (one for each after the first).
I'm hoping this is a technical issue/bug and not an intentional restriction on Premium players.
