Returning player travel power at fourth question

Ok so I'm new to the city for the third time now, and I noted that I can select a full fledged travel power at fourth level now. So when did this happen? Also wasn't this a big deal?

Most importantly, did they just remove the prerequisite requirements across the board? I ask because I've got a char where I plan on taking hover at say 8 or ten, then following up with teleport at a later time. I didn't know if jumping to a second pool would require that I grab TP friend first.

It's a new change with Issue 21. There's also a tier 5 (gotta be 14+ and have 2 others from the pool ) for the travel pools as well.

They didn't remove it across the board, but only for the travel pools. e.g. you can't get Tough/Aid Self/etc at level 4, but must wait till 14 and have at least 1 prior power from the pool.

Thanks for the response. That is a great change, now I have to see if I have room for the BIG teleport.

And if you hadn't notice or depending on when you left, new characters get the fitness pool for free (you will need to respec old characters to get it).

I'm guessing they did this because ninja run, beast run, rocketboard, etc. all kick in at level 4 so might as well have all the travel powers available at that level.

Makes sense to me.
Also, this seems like a smart move in that travel powers are part of what makes this game so much fun and helps make players feel superpowered.

Only need a respec to claim it on old characters if they had already started the fitness pool.

And rocketboard is actually level 1 or 2.

Turns out it's 2. Could have sworn that the toon I made the other day couldn't access it until 4 but just tested it out. Not available at 1, first available at 2. Of course, you couldn't have a travel power at 2 without allowing someone to take power pools instead of primaries at 1 so level 4 is the first possible level they could allow a travel power.

Also note that the last power in non-travel pools has been dropped to 14 (but still requires two prerequisites), So if you took Boxing and Kick at 4 and 6, you could take Weave at 14, rather than waiting for 20.

For completeness sake:

The first two powers in all power pools open up at 4 now (previously 6).

The third power in travel power pools also open up at 4 (previously 14), and have no prerequirement. The third power in all other power pools open up at 14 (same as previously) and require one previous power.

The fourth power in all power pools opens up at 14 now (previously 20). The fourth power requires two previous powers.

The fifth power in travel power pools is new, and opens up at 14. The other power pools did not get a fifth power (yet?). The fifth power requires two previous powers.
