Just did a test, it seems to be a PBAoE power centered somewhere around the tutorial trainer (it doesn't matter whether you're Hero or Villain). If you move out of range of the trainer (somewhere in between the two wrecked cars seems to be the breakpoint), it vanishes.
So now the question is, what is this power doing?

Maybe some behind the scenes bit of code that requires a 'token' before you can move out of the area and onto the next. Clicking the appropriate thing probably grants a token that clears you for the next, cueing the VoiceOver etc.

Rolled a Dominator in the new tutorial and found this under my Temp Powers after I hit level 2.
Pretty sure it wasn't there when I first started since the first thing I did was a /cleartray and redid my power tray from scratch, and I don't think it was there when I did that. When I entered the next area to fight the Giant Monster, the power was gone.
