You've changed what he said entirely. He was saying "red means server load" and "red does not mean the server is in danger of bad things happening". (e.g. monumental lag, etc.)

I'm going to assume that was an April Fools day joke. I mean you highlighted that a boombox plays music and responded that it doesn't and there's no way you can seriously be trying to make that argument.
The boombox music is stored locally on your computer. How can this possibly contribute to your lag/latency, which is a measure of NETWORK activity (very "dumbed down" explanation), if the music isn't doing anything at all with the NETWORK?

I really, really think you should stop talking about pretty much everything in this thread, because it is painfully obvious that you don't understand it. And it seems like you're being deliberately obtuse and refusing to take explanations (btw, which are correct). Research a bit before coming back. And drop the attitude.

That is the default bind for Tab, so you're not doing anything with that.

    Tab is just junk.

    I use the following:
    /bind tab "targetenemynear"
    /bind shift+tab "targetenemynext"

Tab brings my targeting reticle as close as possible, then shift+tab starts cycling through them from there, out (most of the time - like I said - tab is junk and sometimes doesn't work properly). If you prefer to use tab as your cycle, you can switch the two binds.

I'm pretty sure I've never actually seen code exposed in NPC text unless it went something like this:

    NPCName: P29384272101
    (called a P-string)

I'm pretty sure most of the NPC chatter you're talking about is probably deliberately written that way, if not all of it.

  6. Power details can be found in the character builder:
http://www.cohplanner.com (use Mids, the online planner is ridiculously out of date and doesn't include much detail)

There aren't any real drop charts or anything like that. I recommend not bringing much of any preconceived gaming experience into this game, as it's not really... normal
  7. I bet you have uncompleted story arcs. Look at your active contact list and see if you have any little book symbols there. They're supposed to be two different colors but they're virtually indistinguishable, so finish a couple of them from contacts in the main city zones. That should free up an arc space or two.

  9. I have characters that don't even slot for accuracy any more (except incidentally via multi-aspect IOs) because of accuracy bonuses and tohit buffs. I rarely exemplar with those characters, so I don't have to worry about losing my set bonuses and whiffing.

http://paragonwiki.com/wiki/Attack_Mechanics - this page is long, but full of delicious, delicious information.

    Quickie:
You have a 75% chance to hit even-level enemies with most powers - though some are higher (e.g. controller ST holds) and some are lower (e.g. controller AoE holds). This is true from level 20 to 50, as there is a feature that boosts low levels so that you're not feeling like a whiffing wimp, and it degrades down to 75% at level 20. There is a tohit cap of 95% - you will ALWAYS have a 5% chance to miss, no matter what, unless the power is flagged as 'autohit'. (There are few of those.)

Assuming a normal, 75% tohit power, on a character with no extra boosts, against an enemy that has no extra defenses.

One even-level, white SO (+33%) caps your tohit against even-level enemies (99.75% final tohit), and comes reasonably close to capping plus-one (86.45%). Two white SOs (+66%) caps plus-ones (107.9% final tohit) and NEARLY caps plus-twos (92.96%).

One level 50 IO (+42.5%) caps even-level enemies, NEARLY caps plus-one (92.625%), and comes moderately close to capping plus-two (79.8%).

Keep in mind that some enemies have higher defense, which requires additional tohit or accuracy to overcome. Additionally, accuracy and tohit boosts are plentiful and means you can drop your accuracy requirements if planned properly.

  12. You can swap between two enhancement sets by selecting the "Enhancement" tab on the left. In one of those sets, use the BU proc and in the other set, don't use the BU proc. Swap between the two sets to get the details you're looking for.

(You can do the same with other stat-changing procs.)

    6 hours downtime

    LOL. Best Ever.

[Admin] Attention! In 30 minutes, City of Heroes and City of Villains will go down for daily server maintenance. The "downtime" window is two hours long but maintenance may or may not take that entire time. We will have the game back up as soon as possible. Thanks for your patience!
Hmmm... two hour maintenance? But weren't we told six? (Also, we don't have DAILY server maintenance...)

Ah! (Though we're still calling it "daily" maintenance.)

    Ban Zoning

I don't mind zoning when it makes sense. A contact I have is tracking stuff related to the CoT; they have a presence in a large number of neighborhoods in the city. It makes sense that Boss A's lair I'm currently checking out may not be in the same neighborhood as the lair that Boss 8's is. I'm OK with that.

I'm even OK with Numina's massive, multi-zone hunt. I actually kind of like that from time to time; it's a flavor you don't see very often. It's showing "my, how you've grown!" - from hunting lowly Hellions all the way up through the ranks. You're watching your progress in hyperspeed. (It doesn't hurt that you can split up through the first several hunts and progress MUCH faster that way. You don't ALL have to go to each zone for each step.) Although I do think that you should get your own instance of the zone so that you're not interrupted for up to fifteen minutes at a time when some kind of event is playing out. I'm looking at you, zombie invasions that no one cares about and linger around forever and ever and ever.

However, if I'm doing filler missions that don't have any connection to pretty much any story, they should all be in the same zone (preferably the same zone as the contact, at least until you get their phone number), or AT MOST one splash page away.

    Confirm time

The mods are terrible with time conversions/time zones. At least they're only announcing one time and linking to a conversion site now, instead of giving a big list of (often wrong) converted times.

They mean PDT. They really should just say "Pacific" if they don't recognize the difference between PDT and PST at a glance.

Although really, the world should just get rid of Daylight Saving Time altogether, and then we wouldn't have this issue! (Especially considering different countries do DST at different times... that's helpful!)

The SG inactivity auto-demote has nothing to do with the global channel inactivity auto-kick. There is a slash command to automatically remove a global name from a channel's member list after X time (set by a mod). The command does not work currently that I know of.

Anyway... I still feel that there should be a daily strike target just because running the same TF over and over again for a week is really only fun for a day and after that it's like work rather than a game and this is a game not a job.
You do realize you only get the WST rewards once per week, right? So after that one run, unless you are a badger (there are 3 badges for cumulatively completing more and more WSTs after the first per week), you can run whatever darn TF you want to run and to hell with the WST. And since you say you're on Freedom, if you can't get a TF rounded up within half an hour or so, "ur doin it rong".
  22. I have one of my boxes, it's actually the CoV box that I started with, but only by fluke; it's in my "old computer games" box that never gets unpacked unless I want to play something, and everything goes back in when I'm done rummaging.
  23. Uuuhhhh. Do you have anything in your status icons list that isn't normally there? A temp power, etc? I don't think that's a Secondary Mutation power aura, I haven't seen that before.
  24. Because they made it that way. It doesn't have to make sense.
