You don't. Instead, you want to go to Windows Update and check the 'important' updates. There you will (FINALLY!) find Vista SP2 which includes the hotfixes. Fully tested hotfixes, in fact.

Base items are burried in those binary codes at the start of demos recorded in bases. Nobody has cracked that code yet. Heck, I don't think anybody has even tried!
For multi-colored glows, you might look up the Crystal Hippie... oops, I mean Crystal Titan's attacks. -
Wait a sec - something is wrong with the MOV commands. There's supposed to be a number after them. Most of the time it's 0 but, for custom weapons, it becomes a positive number that tells what weapon is in hand. From the file you linked:

Well now, this is a very complex question, isn't it? I mean, what units do you use to measure hotness? Being an old fashioned kind of guy, I prefere measuring in units of Helen of Troys (HoTs). It's quite likely that Arcanaville does not have access to a HoT-o-meter, unfortunately, so she would have to use lesser measuring devices provided by beauty pagents. Conversion from those lesser measurement schemes is highly problamatic - to the point where it's really not worth the bother.

Have you watched the demo they came from? Do the swords work there?
There's an option in the game called 'remove close fx' or something like that. It makes it so special effects vanish if the camera is real close to them. (Very handy if you play in 1st person.) However, in demo playback, the game thinks the camera is always close for some weird reason.
I would suggest going into the game and making sure that option is off. I think you can also turn it off with my demo launcher in the advanced section. -
Well, you can set a background picture for a form. I'm not at all sure what you're trying to do, though.

It's trying to record some sort of Flash web browser game, not City of Heroes. It probably doesn't see CoH running. Maybe you are running WeGame as an admin and CoH as a normal user?
I've recorded video with Vista and WeGame just fine many times (search on Zloth at WeGame and you'll find plenty). I'm getting pretty down on the recorder, though. It keeps telling me I have to be an admin to run it - not true. I just brought up the settings and the thing complained about how I can't have F12 as the hotkey and that Windows forces this - funny how I've been using it for years with no problem. A few high-profile folks have been leaving WeGame, too. Honestly, I don't think they are long for this world.
XFire's works just fine. I've been using that (and even uploading the resulting videos to WeGame at times) for a few weeks now and it seems good. I haven't tried it with CoH yet, but I bet it works just as well there. -

That doesn't sound like hitting the IE button several hundred times, that sounds like a virus. A nasty one, too. You say that you have run a virus scanner on your PC but has your sister? I'm betting she has several viri on her PC now. -
Oh, I think he has enough memory, but that Intel thing hasn't got a chance.
I wouldn't just go out and buy a video card. Some cards require a lot of power and it's likely this PC doesn't have all that much to spare. It might be better to call Dell up and ask them what can be added to the machine.
(Or just mark it all up to 'easy come easy go' and toss out the game.) -

I'll try the different directory idea, but it's not a general performance issue, my wifes laptop is crap compared to my pc and it runs COH fine in windows 7... same ram, less processor, 5400 rpm hd.

Well, it IS a performance issue, it's just not being caused by wussy hardware.
Have you got any anti-virus programs running? Maybe something about the game has irked it so that it scans files many times per load.
Or maybe the game has landed in a bad spot on your hard drive. Have you tried doing a diskcheck lately? -
Nope. It does actually work sometimes but it screws up most of the time. It can take a dozen tries before the image actually goes to the clipboard right.
The only work around I know is to use FRAPS (the free version is all you need for screenshots) or the WeGame client to take your screenshots.
Have any of you Windows 7 folks tried taking screenshots of the costume or enhancement screens to see if they work right under that OS? -

That's what it looks like on your Netgraph, too. Packets are not getting from NCSoft to your PC. Finding the problem isn't so easy, though - it could be anywhere from the plug on your network card to the plug on NCSoft's network card.
Have you tried using the support tool?
Edit: Wait a second - it happens in missions but not out in the world. OK, this has to be closer to NCSoft, then. I've seen it where certain zones give this kind of behavoir, in this case it's probably the "mission zone." You'll just have to wait it out if that's the case. -

Actually, they are harder than you might think. Patch notes are easy if there's one and only one person working on the code and that person has a good memory (or good note taking skills). Here, you have a whole team of devs writing notes. Those notes get sent to one of the mods (EMPulse?) who then needs to translate them into something resembling English and formated for a web page. Then they have to get posted up to the server.
Plus there's the whole priority thing - and notes aren't high on the list. With flame wars breaking out everywhere (even in this topic), there isn't as much time left to put into patch noting. -
That trouble with logging in is why I always try to start my tickets from inside the game with a /petition.

DON'T unpublish! Anything you can change on an unpublished arc you can change on a published one. If you want to mess around with the actual file, you can start to edit the published arc and pick the 'save' option that saves it back to your own hard drive.

!?!? Steady? How do you go from desktop to playing a game and keep the temperature steady? It should definitely go up.
The driver is dying so I don't think memtest will find much, though it could be the memory on the card itself. I've got no clue how to test that.
Be sure to start a ticket in game, too, to let the official NCSoft help have a crack at this. They'll make you go through some made-for-computer-illiterate scripts but eventually you will get through all the scripts and fall into the hands of the ace techs. (You must execute certain rites to see the Grand Masters, you know. You're lucky they don't make you sacrifice a goat. ) -

Hmmm - perhaps "I am skilled enough to make the Positron Task Force look good" would be better. That would neatly avoid the ethical question of whether you should do such a thing.

Grumbler, have you changed your options to help with dial-up? (No sending buff stats and stuff like that?) -
Maybe something messed up with your credit card? If your expiration date expired and they sent you a new one, you probably have to put it in again - even if it has the same numbers.
