That's what it looks like on your Netgraph, too. Packets are not getting from NCSoft to your PC. Finding the problem isn't so easy, though - it could be anywhere from the plug on your network card to the plug on NCSoft's network card.
Have you tried using the support tool?
Edit: Wait a second - it happens in missions but not out in the world. OK, this has to be closer to NCSoft, then. I've seen it where certain zones give this kind of behavoir, in this case it's probably the "mission zone." You'll just have to wait it out if that's the case.

My wife and I are having the exact same problem: green bars all the time, then as soon as we enter a mission, it starts dropping packets left and right with a smattering of red spikes amongst a sea of green (no sky of blue). I've been messing with network settings, ports on the router, everything under the sun, but nothing seems to have any effect.

exact same issue I have been having on this thread that has made the game completely unplayable. it started when the 5th anniversary event started and there were NO CHANGES to my system within weeks of this happening. i've finally gotten fed up with trying to arm wrestle support over it and getting nowhere. ncsoft is soooo close to losing a customer they've had for 5 years because all they know how to do is blame the end user for the problem when there's not a chance in hell it's on my end. the lag ONLY HAPPENS when i try to actually do something in-game besides stand there. as soon as combat starts all the baddies and my teammates start rubberbanding all over the screen and i start dumping packets like mad. someone kindly explain just how the hell that is an issue on MY END?! oh and apparently i'm the only person this is happening to, nevermind i've heard atleast a dozen other people complaining about exactly the same thing in-game. and this thread must not exist so you're not really reading this reply to it either.

I am getting horrible lag in certain instanced missions too. For me though, it is related to triggered spawns within an instance. When you have the time make a new villain and go to the tutorial zone. I'd be interested to see if you get the lag in the same place I do, at the first contact in the courtyard. It's one place I can always guarantee of reproducing massive packet loss. If you put in a complaint with nc support do yourself a favour and update all your drivers,check if it happens with firewall and anti viral and messenger services turned off and update windows cause thats what they are going to tell you to do. I am at the update windows part but don't see it as going to help. If you do find a way to fix it please let everyone know.
I get serious frame-rate lag in SAFEGUARD missions.
All of them.
According to the ingame frame counter, I'll be on 60-75fps, when I go into Safeguards it drops down to 20 or even single digits sometimes. Nobody else seems to be affected, and claim I'm imagining it.
This has been going on for a few releases now not I14 specific.
A partial solution I used back in the early days (May 2004, when I couldn't connect for more than 5 minutes before losing sync) was to go into Graphics settings, and set my PARTICLE COUNT to be much much lower than maximum (like 15,000 instead of 50,000). This absolutely fixed the problem, and I persisted with it through two computer ssystems and three or more video cards
I may be guilty of perpetuating a myth, but it really did solve a problem I had with early CoH netcode.

Yeah, I Turned my entire network off for 15 mins, Router, Spliter, and every single networked device...
that eased the pain... but i dont understand how MY network wich has been working perfectly fine for over 12 months, has anything to do with this situational lag?

Hey guys, over the last week or so, ive experienced some very strange lag....
only in mission maps though... my ping remains the same (around 360 (i live in australia))
Ive been playing the game a good 2 years, and havnt experienced this kind of lag before, most of the time, it renders the game unplayble...
ive tried on xp and vista... it occurs on both...
Would it be something to do with any drivers being out of date?
It seems to happen on any "instanced map" so anything but City maps... eg Atlas park, Brickstown, PI, Talos etc.
The type of lag varies...
Often the enemies jump around... there is often no attack animations, my attack buttons will not display recharging, sometimes it takes a good 8 seconds for the Game or Server to Execute a power for me... it feels as though im map servering ever few seconds... Here is 2 links showing my /netgraph
