Wegame video recorder and Vista

What program are you using to record with?

Wegame video recorder, I used it before on my old PC w/ windows XP, and I also wanted a free/cheap recorder.
If you're just recording ingame, Xfire has a decent recorder system that I've used successfully on vista. It can cause some lag if you're computer is at least middle end though. Yes it's free too.

It's trying to record some sort of Flash web browser game, not City of Heroes. It probably doesn't see CoH running. Maybe you are running WeGame as an admin and CoH as a normal user?
I've recorded video with Vista and WeGame just fine many times (search on Zloth at WeGame and you'll find plenty). I'm getting pretty down on the recorder, though. It keeps telling me I have to be an admin to run it - not true. I just brought up the settings and the thing complained about how I can't have F12 as the hotkey and that Windows forces this - funny how I've been using it for years with no problem. A few high-profile folks have been leaving WeGame, too. Honestly, I don't think they are long for this world.
XFire's works just fine. I've been using that (and even uploading the resulting videos to WeGame at times) for a few weeks now and it seems good. I haven't tried it with CoH yet, but I bet it works just as well there.
