It's possible that some of the builds you are seeing are left over from before the Great Blaster Changes to Defiance (note the capitals, it was a pretty big change for us).
Before the change to Defiance (can fire Tier 1 & 2 primaries and Tier 1 secondary when mezzed), and a change in the animation (or was it activation?) times for the first 2 blasts in each set, Flares was slower (and even worse in a way, looked much slower due to its animation - cool animation, but like molasses it was) than some other Tier 1 blasts.
Of course, before the change to Defiance, many, many builds across the Blaster primaries skipped the Tier 1 blast due to the minor damage. Skipping it left space for something else, perhaps a power pool pick.
Nowadays, I really, really like firing blasts while mezzed, so I respec'd all my blasters to have the Tier 1 & Tier 2 blasts each & every time.
EDIT to add: I don't regard "Hasten" as a *must have* on some of my blasters. I might come to that conclusion on a Fire/Fire, though, because you need to kill quickly as that is your only mitigation. My Fire/Fire doesn't have it yet, and she's about level 23. I may or may not pick it up later. In fact, on my main blaster (Energy/Elec), I respec'd out of Hasten to get her Tier 1 blast Energy Bolts. -
Fire/EN will play differently from Fire/Fire.
Fire/Fire's only mitigation is to kill it quick, and you are up the proverbial creek without a paddle if something doesn't fall as fast as you need it to.
Fire/EN has the lovely option of knocking it away and on its back to give you a moment to catch your breath (literally, perhaps, pop a blue skittle).
I have one of each in the mid-20s, and the pacing is somewhat different because of this difference in mitigation.
But my favorite Fire Blaster is my Fire/Ice, currently 38ish. Lay down a slip'n'fall (Ice Patch) then Rain Fire down upon them - makes me giggle. Sha plays differently than either of the 2 above.
To answer the larger question about whether a secondary makes a difference when playing the same primary - the answer is probably a wishy-washy "it depends". -

Pretty much never, as I previously stated in most of those other threads about the topic.
I'm glad you find it mesmerizing, but I'm in the group that finds female walk distasteful except for my one streetwalker character.
Actually, I will take the "never" back - since I have so many alts, I will occasionally try it on a character I haven't played in a while to see if it fits her. But it never does, except in the case of the streetwalker. -

As you probably should if the team is that bothered by them. If they don't understand that your damage comes with a side of KB, and really want you to quit it, then you need to quit them.

It is not "win for everyone". You have now changed how *MY* powers work and I have to relearn them on the fly. I use KB for positioning, not just to stop the baddies from hitting me. 2 Yes this has happened more than once.
3 What's to learn? If stuff is knocked down and you're using it for positioning backpeddle. And this is again optional via the options menu or the team leaders choice. Its no different then quitting a team or being kicked from it that didn't want you to use knockback before. Now you can use as many of your knockback powers without pissing anyone off.
A second time *might* be griefing if the player was asked to avoid doing that, but it could also be a player who needs more than one spawn to adapt a play style.
The only griefing I will agree with in your example is if there is a pattern (consisting of multiple examples, not just one or two) of doing it. In which case, the leader should rightly kick that offending player.
2. I have to say that in five years of playing an Energy/Electric Blaster, I have never been kicked from a team, nor do I know of anyone who quit a team because of KB. I guess we have just had radically different teaming experiences, so I really don't know what else to say except that you have been on crappy teams.
3. You seem really bothered by Bonfire - you continually use it as your exemple of a KB power. That particular power appears in only 1 powerset - Fire Control, shared by Controllers & Dominators.
What about all the other powersets - most of Energy Blast (Blasters, Defenders, Corruptors), Energy Manipulation, Electricity Manipulation (often overlooked in these discussions), Gravity Control, Kinetics? Some of those sets have at least one power that is *completely* KB, as Fahx mentioned.
Your answer to our questions is we don't really have to learn anything new, "just backpeddle". I rarely "backpeddle", perhaps because I have pushed the foe away and down on his back.
Your other response is that we can always "quit team". How have you added anything to the discussion? If the team leader has a problem with KB now, he/she can boot the offender. If I get too many complaints about KB from the rest of the team, I can "quit team". The only one you have made "happy" with your "solution" is the team leader who has been given control over how I play my character, against my wishes, even if only for a few moments it takes me to "quit team".
You also haven't answered my only slightly sarcastic wish to have a leash on the Scrapper who splits off from the team and brings "friends" back when he returns to us or the Emp who for some reason applies his/her buffs in a manner I do not agree with, or any number of other players whose playstyle does not agree with mine - I mean it would be only fair, right? -

Only 2 50s so far - and the second one only hit 50 last month.
Maurya was a poor attempt to recreate a PnP character from a Champions game that lasted over a decade. That campaign only ended when one player who was the heart of the campaign died a few years ago (still miss ya, Steve/Doc Tanner!)
Her backstory (not in her personal info in-game) is that she is the daughter of Mannannan mac Liir and a Cherokee shaman. She rides the storms, blasting her enemies and shocking them with her blows. (Energy/Electric Blaster, Fly as a Travel Power). I moved her from her original server (Liberty) to Infinity to join in the Saturday TFs and to fund my new SG there. She is also the crafter for the SG.
Isotope 167 is a Rad/Dark Defender who just hit 50, so I still have to see aout whether she continues to play. -

Yeah.... Its a horrible idea if you like to join and grief teams with bonfire and powers that scatter foes everywhere. Knockback honestly doesn't bother me until it gets to that point.

I think those complaining of losses are way overstating the problem.
When I respec, given that I am keeping the same powersets (other than the ancillary or patron powersets, I rarely change what I want to enhance on a particular individual power - for example, I keep the PBAoE and I keep the Posi Blast set in that power.
I would like to see one of these builds that has so many powers that are being changed to the point that the IO sets already slotted will not accomplish the goals for the player in the new build. I don't have a build that needs 5 respecs to pull out IOs, but I sure would like to see one for once.
So until I see examples, I agree with Zombie Man that folks are overstating the problem. -
I have too many alts (even at the time I first found the forums) to use a character name, so my sister & I decided to try to find Latin phrases - IDK why we chose Latin TBH.
Ad Astra sounded like a cool superheroey motto, so here I am.
Kind of in reverse, I now am in the process of trying to get the name on my main servers and have started some characters to go with the theme. -

Someone else can control my character's powers only if I can in turn control those of others. Like that pesky Scrapper - can I put a leash on him/her so he/she stays with the group instead of going ahead to aggro another spawn? Or the Defender who insists on Fortituding the Tank instead of ME! - I want to be Fort'ed, SB'd, AM'd. etc., first and foremost, NVM whether it would be "good" for the rest of team? And that Tank should stay 10 yeards ahead of ME at all times to make sure no aggro'd mobs get past him/her and in my face. Oh, and the second Tank should stay 10 yards behind me to take care of ambush aggro.
Allowing one player to control the character of another player in any way, shape, or form remains a hugely BAD idea. -

As someone just about to hit the 60-month mark, I wouldn't mind if Vet rewards become annual after 72 months (after all, we need to make them reach an even year and the 66 month one has already dropped for some).
And it would be fine with me if it just becomes something like the annual extra character slot and/or a vetspec. It doesn't need to be anything visually seen by others, but something that often comes in handy and has been given before - repeats are fine if they are something useful. Much as I love new costumes and temp powers, I have to agree that adding "shinies" beyond the vetspec-type thing (a consumable) does make them look nigh-unobtainable to newer players. Merits in small amounts would also be a "consumable" and the added storage that dropped at 66,while not "consumable", doesn't rub anyone's nose in the fact that one player has the reward and the other doesn't.
I guess what I'm saying is that the following types of Vet Rewards fall into my scheme of Consumables:
Character Slots
Vetspecs
Costume Changes
Merits
OK, while not "Consumable"
Added Storage at the Market or on the Character
(I can't think of a second example, I will edit this if I think of one)
Not OK (the most visible to other players)
Costume Bits
Temp Powers -
Kinda an appropriate answer for the forum - I have more than 6 Blasters alone.
I haven't counted recently, but I know I have one of every Primary, some multiples to match different secondaries. -

Some of them, as alternate animations - fine. But some require a bit more than that, as I'm reading it, and I'm against having any of it be an all-out change.
(I also disagree with giving all the thugs motorcycles - I happen to like the existing animations.)

What is it that you want to do that you feel you can't be competitive at?
Many, many people seem to have an experience different from yours - still having fun on characters without IO sets or Optimal Slotting.
What happened to make you feel that Optimal Slotting was the norm rather than the concern of just a subset of players? -
I'm somewhat confused by your statement that the technical issues thread is "closed".
The forum as a whole is still there and that's where people who understand techy stuff hang out to answer your questions.
But I did find this thread compiled by Zloth of common technical issues, including one for graphical issues. It was stickied at the top of the Tech issue forum.

From my own experience - how much memory do you have on the video card itself? My own graphical problems when CoV came out were solved by getting a more robust video card.
P.S. Making a statement that updated graphics were not necessary to this game will likely get you flamed - people really like new shineys. And the next expansion Going Rogue will have graphics that demand even more from your rig (as an FYI). -

Note that if you try to reuse the same banner (i.e., Small Tech Banner 1) after changing the colors & symbol, all the instances of that banner change as well. So if you want a rainbow of colors & symbols, make sure to use Small Tech Banner 1, Small Tech Banner 2, etc., for each set of different colors. -
