Fire/Fire question
Since you can use them when held, it is my personal opinion that they should be taken. They are a great filler and when low on end and on Hasten you can fire them off when their animation ends.
I always take the first two attacks in Blasters, just for the held rule. I'm not aware of any real turds to skip.

It's possible that some of the builds you are seeing are left over from before the Great Blaster Changes to Defiance (note the capitals, it was a pretty big change for us).
Before the change to Defiance (can fire Tier 1 & 2 primaries and Tier 1 secondary when mezzed), and a change in the animation (or was it activation?) times for the first 2 blasts in each set, Flares was slower (and even worse in a way, looked much slower due to its animation - cool animation, but like molasses it was) than some other Tier 1 blasts.
Of course, before the change to Defiance, many, many builds across the Blaster primaries skipped the Tier 1 blast due to the minor damage. Skipping it left space for something else, perhaps a power pool pick.
Nowadays, I really, really like firing blasts while mezzed, so I respec'd all my blasters to have the Tier 1 & Tier 2 blasts each & every time.
EDIT to add: I don't regard "Hasten" as a *must have* on some of my blasters. I might come to that conclusion on a Fire/Fire, though, because you need to kill quickly as that is your only mitigation. My Fire/Fire doesn't have it yet, and she's about level 23. I may or may not pick it up later. In fact, on my main blaster (Energy/Elec), I respec'd out of Hasten to get her Tier 1 blast Energy Bolts.

I skipped flares on my Fire/Fire, because my build uses Ring of Fire as an attack instead (which is also usable when mezzed, albeit with shorter range). Since I have enough recharge to spam Fire blast > Ring of Fire without gaps, Flares was skippable. For my build the extra power choice was more valuable since I did not have enough slots to fully slot another attack. It's not as mandatory as people are making it out to be.

The less HP you got the more dmg u do. That is why some Blasters hated it when an empath was on team healing him all the time
Defiance now works as this:
Every attack you charge gives a small bonus to your dmg for a short time. Single target attacks give a higher bonus then cones or AoEs. On top of that a blaster now can use the first two attacks of his primary and the first power of his secondary powerset while mezzed

OH! So that's why I was able to fire off flares when it said I was slept the other night. I thought the game was glitchy but since it kept me alive I didn't complain lol.

Yup. Blasters get stunned and held and slept so much, WE HAVE BUILT UP A TOLERANCE. (In the late game it can get ridiculous...)

I definitly took hasten on my fire/fire, so I have build up+aim every other mob.. He is about to ding lvl 39, and still uses flares quite regularly. Have to take stamina as well because he eats up endurance and a few people take the fighting pool as well for tough and weave, bit I haven't yet.

While we're on the subject, can someone take a look at this build and tell me what they think? It's gonna be hard getting this build because Oblitz is rare, but should be doable.. I'm more concerned about what do you think of the build overall.
-32.5% Melee defence and 38% S/L defence..so that one small purple would cap me. I figured I'd focus on both Melee and S/L since S/L helps in all positional attacks not just melee.
- Enough recharge to maintain an AoE chain, a Single Target chain, and a Fire Blast -> Ring of Fire chain while mezzed.
- 45% Accurecy bonus.
- 20% Damage bonus.
- On top on the insane damage output, this toon also has some utility in the sense that it can stealth/TP when needed.
On a side note, I would kill for two more slots for Rain of Fire (recharge) and hoarfrost (Heal/Recharage numi), but hey...lol.
Also, I skipped Blazing Aura because between HotFeet and Burn, no one will be stepping into the tiny 8 feet radius of the power. Not to mention it saved me a few slots which I really need.
The last thing I can say is that this guy is a melee range fighter. I'm almost always paired up with my friend on his Tank, so aggro isn't exactly a problem unless we pull more than we can handle.

I've noticed in a lot of Fire/Fire builds people do not take flares and I was curious as to why this is. My FF blaster is my highest lvl toon at 25 and I use all of the powers I've given him thus far quite regularly.
Also, on the subject (everytime I start a thread I end up asking more than the question I originally intended lol), are there any powers that are absolutely "must haves"? I know hasten is one from everything I've read, I'm just curious as to whether or not there are any others regardless of what pool they come from that I should make sure I have. Especially the ancillary pools as I've yet to get that far but am intending on flame (character concept and I LIKE FIRE!!!).
