In my case, Rise of the Phoenix is a push power - if I'm hurting for slots, but not for power choices, into the build it goes. But socketing it seems like madness.

I do wish to also note, you could try building the character, levelling them to 50, then when going rogue hits, take them blueside and try and use the (comparatively) stronger market there to IO them out.

Idle thought, how much impact does this have to defender damage before enhancement? Ie, before level 22, is the defender outperforming the corruptor?

Same power picks barring the 41+ses, 33% S/L defence with only two toggles running, 15% global recharge and a ton of room for The Good Stuff that gets you permadom. Much more flexible. -

It's viable. I know it's viable. I know a 50 AR/Dev. Someone got one to 50. And she wasn't the sharpest knife in the drawer when she got it to 50. They're playable, they're robust, they blast.
So you're going to have to use a different term to 'viable.' You're going to have to come up with an actual problem. Just because AR/Dev doesn't do what you want doesn't mean its' not doing its own job. -
I am against bad arguments. I don't necessarily think AR/Dev is bad, nor do I think it's amazing. I don't think you're wrong. I think your methods of proving yourself right to the audience are bad. You are not communicating very clearly, and you use hyperbolic statements to put virtual weight behind your words, weight that isn't actually there.
So I guess that's where I'm coming from. -

I on the other hand, think that of all the dominators who can afford to not worry about permadom, the mind dominator leads the charge. He can already sleep a single AV with mesmerize; in the LRSF, under domination, fire off a Mass Hypnosis, then re-layer with Mesmerize.
Course, there are probably ways to have both. -

Not a set, not a bonus; the Theft of Essence, Chance for +Endurance proc. With that in Dark Regeneration, firing it off in a cloud of five guys more-or-less guarantees knocking 10 points off the rather massive cost of Dark Regen.
That right there smooths a lot of issues. -

It just occurred to me that most of the 'natural' powersets have powers that generate redraw.

As an idle question, presuming such a powerset existed, if it didn't have Build Up, but instead had a toggle akin to, say, rage; would you tolerate it?

Nah. It'll check if it can fire, then do the animation. And it doesn't start recharging until after the animation's fired.

This may seem an odd opinion, but have you considered shooting for 32.5% instead of 40%?
32.5 puts you one purple shield from the soft-cap, and means that any ally who buffs defences isn't wasting their time; the softcap is great, but to get so close and not reach it seems to me a sure sign to turn around and instead ratchet it back to a more attainable goal, and use the resources spent on it in another fashion.
