There is a cap but it's about 200%. In general once you hit 45% you're softcapped and more defense is only useful to counteract defense debuffs or to hit buffs on your enemies (for PvE at least).

I'm assuming that you mean for selling?
In general Golds are the most likely to have high value recipes, for the Bronze and Silvers you will liekly need to craft them to get a good price.
Golds are the same as merits so in general the 35-39 range is optimal.
I'm less sure about Silver and Bronze rolls but I think the same range would be best for the Kinetic Combats and Entropic Chaos recipes but I don't do those rolls myself so I can't say for sure.
By the way for this sort of question, the Market forum is generally a good resource. -
Unfortunately I'm not sure of any websites that document this data. However you can easily use a Power Analyzer MkIII (or Surveillance if you have a Munitions Blaster or a Bane Spider available) to find it out in game.

Just keep in mind I already have 38% Global defences on every single defence type and position from various buffs. Softcapping S/L came from taking a Defence Based Epic shield. So no IO sets were involved in acquiring any of the defence numbers mentioned above.
Whether the softcapped S/L is enough depends a lot on what you're fighting, you'll probably be fine against Malta for example but Carnies will hurt. -

It hasn't happened to me but a team I was on a few days ago had a memeber randomly quit when he zoned into his SG base.

Nogard covered the costume change binds very well, to answer your specific question, what I believe you need is this:
/bind {Key} "cce {CostumeSlot} {EmoteName}&&powexec_toggleon Temporary Invulnerability"
and this:
/bind {Key} "cc {CostumeSlot}&&powexec_toggleoff Temporary Invulnerability"
Obviously replace {Key} with the key, {EmoteName} with the emote name and {costume slot} with the slot number.
A couple of notes:
1. Remember you can only change costume every 30 seconds however even if you don't change costume the power toggle portion should work (I think, I've never tried it)
2. Changing costumes in combat can be risky, your character may become rooted and reperform certain toggle activation animations
3. You may find a macro is more convenient than a bind just replace /bind {Key} with /Macro {Name}. Macro names are effectively limited to four characters due to the size of the power button. -

As mac said a lot of people make money playing the market. If that interests you the market forum is a good resource. Read some of the threads there that talk about various methods.
Task Forces are also a popular way to make money. The merits they reward can either be used to directly buy high value recipes (LotG, Numina, Miracle etc.) or spent on random rolls with the resulting recipes/crafted enhancements being sold.
Finally AE Tickets can also be used to gather goods for selling. Rare salvage is a simple way to convert tickets to inf (although by no means the best way). Random recipe rolls are a good option for AE Tickets with people generally either going for Bronze in order to get quantity or Gold for the high end recipes (although for a Gold roll 20 merits is a lot easier to get than 4000 tickets unless you're a very good farmer). -
Agreed, unfortunately I missed it on test but from reading the comments thread unless they make it easier or do a significant increase in the reward (especially the merit reward) I don't think people are going to do it much which will mean the only Candy Canes are from people opening presents.

The PlayNC store does not use your game account at all. It is your master account and you can have several accounts for the same game as part of the same master account. Also I believe that when you buy a booster you do have the option of getting a code rather than applying it to an account so that you can transfer it although I'll admit I've never tested that out.

First off the IO level of a proc is completely and utterly irrelevant. If you can use the power you get the benefit of the proc (this includes the procs that buff you for 120seconds like Numina's and the Stealth IOs). I think you are getting confused with Global IOs (like the LotG 7.5% or the Steadfast Protection +3% Defense) which are treated as Set Bonuses meaning you get the benefit of the proc as long as you don't exemp more than 3 levels below it's level regardless of wether you have access to the power that it's slotted in or not.
Secondly your Maximum rule. As I alluded to above you get Set Bonuses based purely on your exemped level, regardless of whether the power is available or not. Therefore basing the IO level on the Power Level is pretty much pointless for the purpose of preserving set bonuses you want to slot for your target Exemp level + 3 regardless of whether the power is available or not.
To answer the OP. I tend to slot at top level for the set because it's quicker and easier than mucking about checking a range of levels that may or may not be in stock and while I exemp occasionally I play at level 50 much more (in large part because I enjoy it a lot more). The exceptions are global IOs which I purchase at the lowest level and procs which I purchase at whatever level is easiest (generally still the top level).
If you spend a lot of time exemping I'd recommend IOs in the 26-28 or 30-33 range (depending on the available range for the set). Level 26s are the same power as +0 SOs so you aren't losing anything for performance and since exemping through Oroborus or for a TF almost always takes you to a multiple of 5 you'll keep your Set Bonuses for most content. -

I think it'll drive the price of candy canes up rather than the price of respec recipes down (assuming that 500 candy canes costs less than the price of a respec recipe anyway which I think it will). At the same time very few people bother to buy respec recipes anyway, between trials, vet specs and freespecs with most Issues the majority of people have more respecs than they need so I don't think it'll be all that popular.
EDIT: Based on the feedback thread in test it seems like it'll be harder to get candy canes this year. -
I think they meant allowing the use of geysers . Although... geysers are affected by travel powers to some extent. In particular the forward momentum that you carry into the geyser does seem to make a difference so it's possible that walk would cause you to fall short on some jumps. I guess worst case is you just turn of walk for the geyser jumps.
(and yes, I'm ignoring the fact that there's a portal directly from FBZ to the Storm Palace since that and trains would seem to me against the spirit of the challenge). -

This statement strikes me as odd when coming from a place where anonymous aliases are used nearly 100% of the time. Is being anonymous in the UserCP really that much different than being anonymous while hiding behind a screenname?
Personally I think a lot of the rep problems were caused by people who assumed that the comments were anonymous to both users and mods.
