Scrapper Epic/Ancillary
So about two months ago Steel Rat an me where talking about Scrappers an Tankers Epics. We both agreed that tanker epic power choices where a lot better than scrappers. Thinking of this I realised scrappers are the only AT on the game to have only three choices of epics.
With Patron an Epics both getting looked at in issue 13. I Thought scrappers Epics should definatly get some love. I have a couple of suggestions for changing some powers in sets an re-making 3 completely new ones. Hope you like them as much as I do.
Dual Gun Mastery
This has been wanted for sometime as a powerset for Scrappers/Brutes etc so making it a Epic imo would be a lot easier an quicker.
1st Power
Caltrops - Normal Caltrops you get the idea. Ranged targeted AoE -Speed -Rech
2nd Power
Dual Wield - Same as the Mastermind power. Changed to fit a scrapper would also like to see it have a chance for disorient. Ranged moderate damage chance for disorient.
3rd Power
Empty Clips - Again same as Mastermind power. Only really buff up damage making the power do ¾ of the damage at the start an then the last ¼ DoT. Ranged Cone moderate/High damage
4th Power
Whirling Guns - You Spin round in a 360degree arc Shooting every Foe that gets in your way. The animation would say look similar to Whirlwind but shooting making this a PBAoE Like burn but with no fear component. Would like it to be a good damage dealer, and a decent size PBAoE say 20Ft/15ft which ever is more balanced. PBAoE High damage.
Archery Mastery
I now there is already Dual Gun mastery above but archery is something I would like to see as well for scrappers for the people who like a little magic with there scrappers and/or people who want more single target damage.
1st Power
Web Grenade - Same as caltrops this power already exists to scrappers an I wanted to keep both the powers in as they are still imo a decent power. Ranged target immobilize -speed -fly -jump
2nd Power
Snap Shot - Ranged Minor damage
3rd Power
Aimed Shot - Ranged shot moderate damage lethal. Typically same as a blaster
4th Power
Ranged Shot - Not sure if this would be overpowered. Snipe Extreme damage lethal
Elemental Mastery
There is no elemental set for scrappers an although I would love a fire/dark/Ice/Stone set all on its own I think then scrappers would get a little to much love. So I had the idea of sticking all the elements together like the nice new shiney shields.
1st Power
Petrifying Gaze - Same as scrapper one from dark mastery Ranged Single target hold slow recharge.
2nd Power
Ice Blast - Ranged moderate smashing an ice damage Foe -rech -speed
3rd Power
Power Sink - PBAoE leeches endurance from enemy +End to self -end to enemy
4th Power
Blazing Bolt - Same snipe as for fire blasters. Ranged Snipe extreme damage Fire.
Body Mastery
Ok I left my most controversial idea for last. Most scrappers pick body mastery an its a great set so here is what I think should be added.
1st Power
Laser beam eyes - Same as before
2nd Power
Conserve Power - Same as before
3rd Power
Focused Accuracy - Same again :P
4th Power
Great Boost - Basically this would be Power boost. The Recharge of this would be similar to Power Build up from defender Epics although no Build up in this version. This would obviously need scaling as you could get silly defense on a SR scrapper easy. But if done right this could bring Scrappers back to the PvP table Pre issue13.
Regen - Reconstruction would be the only power from the secondry that could gain anything from this. The Heal from Dull Pain would remain the same using Great Boost or not.
Super Reflexes -This is kinda obvious Power Boost already boosts defense so would act the same only scale it so it only adds say 8/10% def for 15secs.
Invulnerability - This would gain defense like SR from Invin (if ofc you took I)
Fire Armour - Healing Flames the same as reconstruction
Dark Armour - Same again on heal an also I think it has a stun? *not sure on this now it has PBAoE somewhere.
Will Power - Would also gain a little defense.
To Summarize
The 2 masteries with weapons would not be usable buy Shield/ Scrappers.
The reason there was not Earth power in elemental mastery is that there is currently no earth powers for scrappers.
Archery an Dual Guns will both be able to be customized weapons just like normal weapons.
I hope you all like my idea I think scrappers epics definatly need love an I think this is what they need.

The answer would be yes an no You couldnt get anymore +10% rech as at 5 it caps it... although Apoc set gives different set bonuses to say unbreakable constraint.
Off the top of me head i think apoc gives some regen/3Hp an 4%dam buff where as unbreakable constraint gives end recovery an resist to fire an ice etc...So you can still get some set bonuses but the 10%rech is no as they all give 10%rech so would cap it.

What do the Universal Travel enhacement actually do though? Ever since they arrived on the BM has been bothering me.
A red name said that they would become avaible as a normal recipe in i13. I cant help but feel this is something coming to "balance" pvp -
i really like all the idea's .
Its kinda wierd i was just in the shower, as i just got home from work an i dunno why but i started thinking about the halloween event... an was thinking maybe this year, The DA Fog spreads to all major Zones of Paragon (I.e atlas/talos/PI/IP Etc...) An have DA Fog-less for the Halloween event. Say something like all the ghoulish horrors have left to terrorize some other part of the city -

Just wondering if they are actually PvP'able... with there low def/Resist.. low hit points... only 6.0Mez protection.. lack of self heal an also using melee... Should i just roll a Fortunata?? Really wana Bane that can PvP though

Here is the build i would use in i12 changed a couple of things but not much... Slotted Chance for +end in both QR an Stam. Also before someone would points out i could slot the +perc IO in FA the reason i would put it in BU is that u can still have +perc at a lower lvl *if u want to exampler* If you dont want +perc at a lower lvl then i would advise moving the slot over to Flashing Steel an slotting another Chance for Res Debuff but thats jus my opinion.
I will probs never make this as i have the .../Regen IOs on my Spines/Regen an also i will be deleting my BS/Regen in i13 for a BS/Shield an using the same kinda IO slotting on that... (well willl see what Shield Powerset is like 1st) So i probs will never get round to Slotting Fox with this kinda build. Would love to... but kinda a waste of money imo.

Uh you do realise that 5x Recharge reduction in Hasten is completely pointless? Three will cap the recharge to all intents and purposes, the remaining two add something like 1%, you would be far better off slotting recharges into other powers.
Quick recovery and Stamina get no bonus from having a recharge enhancement bonus in, you'd be better off either putting in the chance for +recovery from the same set, if you want the bonus or if the bonus doesn't matter just dumping in an End Mod IO. Personally I use two End Mod IOs, Plus End Mod and Chance for +recovery from Performance shifter.
Take a slot out of Health and pop it into Fast Healing, the regen bonus is better in Fast Healing.
As to expense we obviously have a different view on what is and isn't expensive.

This build was made in i11 when FF chance for Rech was proc'in everytime you hit an enemy. So the reason it was 5slotted is to have perma hasten. This build isnt expensive at all for me lol.. but considering i have a lvl50 Spines/Regen aswell who i play more... Why would i want exactly (Or pretty much)the same on a toon i never play? -
i havent read the whole thread as i just wanted to add an idea to what i would like to see in PvP... i will admit when i first got into PvP say i5/i6 i didnt really realise that Melee was a bad thing...
Anyways... my idea is that maybe Taunt on a Tank/Scrap/Brute have a unresistable slow effect lasting 10secs say? So you cant just Kite/Run away when they get into Melee range... But so there is no exploit to other AT's only make it in the taunts that Tanks/Scraps/Brutes have an not the Power Pool Taunt you can get... Just an Idea anyways on something bugs me.. Melee being useless in PvP. -
i have hover on my fire/kin an i think its probs the best form of combat travel power for a Kin... i wouldnt advise Fly though its not really needed with 3 Stacked Siphon Speeds u will be at flight cap... i have my hover 4 slotted 3fly speeds an 1lotg rech.. also have swift slotted for fly speed. Anyways here is my current build im using to farm the Demon map...

You seem to think that Stalkers are the only PvPers of villains (or atleast seem it) But why not be better equiped for everything villains can throw at you? Get the medicine pool. I mean with +perc anyways you can see stalkers with jus invis which u get in time for Sirens Bloody bay. I mean Def will help with stalkers as not being to hit you is good an with icicles slotted right you should interupt some stalkers (mainly regens) Medicine helps an with Hoarfrost to keep u at full or atleast a decent amount of health with hibernate too u will just laught at stalkers. on the subject of Epics im guna go Earth with the Mass immmob but only for PvE(So i can herd them up an keep them there if some in the team has alot of KB) i think tactics on a tank is just plain a bad idea. IMO

i think slotting EA qith def is useless... i would go 3recharge2end mod an 1end red... 3slotted def with EA seemed a waste an i couldnt feel the difference. That said a mob with no end cant attack you an 2end mods drain there end quite fast. also Fly? really? i would go with Sj as less slots stick a Def in Cj an away u go. i would Put an acc in barrage as a recharge is jus however much influ on a recharge SO wasted. Taunt needs to be sooner an 6slotted imo 3taunts an 3recharge. maybe slot Icicles with 2acc2dam2taunt keep that aggro on you. All else attacks look good etc as said before wet ice only needs the default slot with EA having 2end mods u wont worry about end at all. -

Mine would most prob be... when a ice/stone tank herded a couple groups of nems all purples an reds to me also bosses etc.. i still dont nw why he dropped so quick but it was atleast 15sec into it an he was splattered of the floor shouting run. The blaster planted also the troller an there was just me left. they was all shouting run i jus got DA fully slotted so im using DA like every 3 moves an jus using the combo of GDF,SD,LotusD, an DA + Bu.i took like 1 purple insps an pretty much didnt really need me heals.goto the end musta taken out 3warhulks an however many minions i couldnt actually believe how awesome DA was an i couldnt believe i left till like lvl44 before i actually got it. One of my fave powers in the Kat set nw

Build seems good but what about super jump an acrobatics?? Nin doesnt have resis knockback so i would go down the Super jump line maybe get hasten quite early an get SS later lvls for fun

I just respec'd out Divine Avalanche. i liked it but never used it so i took build up instead an stealth is really for soloin/part of my toons story so i could never get rid of it.
Im going to pretty much stick with the build i got an get CJ i might respec'd out conserve power when i7 drops if i feel i dont need it an maybe get assault Sj or MoG
