Why don't you go Ice Mastery and pick Tactics? My Ice/EM took Energy Mastery cuz I can stun pretty much everything with TF and ET. I just needed the accuracy bonus. But with Rage slotted with To Hit Buffs and 2 accuracy SOs on the main attacks you should do fine.
I wouldn't worry about the Stalkers using Elude. Maybe you can't kill'em but they can't kill you either. At L50 you should have over 3200HP (with hoarfrost and accolades). Oh, and you got Hibernate. So, you're pretty tough to kill. When he runs out of Elude he'll become quite easy to kill.

Thx for your suggestion. After doing my homework, I found out that with Tactics and Glacial Armor I'll be able to see Stakers with Hide+Stealth. But not thorugh Invisibility, but I'm not worried about that.

You seem to think that Stalkers are the only PvPers of villains (or atleast seem it) But why not be better equiped for everything villains can throw at you? Get the medicine pool. I mean with +perc anyways you can see stalkers with jus invis which u get in time for Sirens Bloody bay. I mean Def will help with stalkers as not being to hit you is good an with icicles slotted right you should interupt some stalkers (mainly regens) Medicine helps an with Hoarfrost to keep u at full or atleast a decent amount of health with hibernate too u will just laught at stalkers. on the subject of Epics im guna go Earth with the Mass immmob but only for PvE(So i can herd them up an keep them there if some in the team has alot of KB) i think tactics on a tank is just plain a bad idea. IMO

be warned that SS hurts ice armour bad as the crash effectively turns off all of your defences (its -def which is why its best suited to res sets) hibernate can cover the crash but it accessable only at 32+ (I have a ice/ss at 37)

Stalkers are by far the majority in the zones. There aren't many heroes that get a +Per power in one of their power sets, Ice tanks are one of them. Just having Glacial Armour means you won't see Stalkers with Hide + Stealth; add tactics to that and you will.
The reality is most of the time tanks are going to be relatively bad in PvP, being able to light up Stalkers is something an ice tank can do well, as well as debuff and get some big hits in.

Good luck relying on your +Def shields against a double AS. Icicles won't help you.

Hibernate is great - at high level. It's also a phase shift, so you take yourself out of the fight by using it.

There's no Mass Immob in the Earth Epic - you might be thinking of Salt Crystals which is a *sleep*, Stalagmites is a low (10%) stun with minor AoE damage.
Actually I think there are currently more MMs than Stalkers. And the number of Dominators has increased a lot in the past few months, so having a hold might be a good option.

@_Fox_: Stalkers are not the only villain PvPers (my PvP villain is a Brute for example). But being able to see and hit Stalkers is useful. Besides, Tactics offers resistance against Fear and Confuse, something Ice Armor doensn't.
@Stalk-obot: I PvP mainly on RV. So getting Hibernate and EA after lvl 30 isnt a problem for me. Yes, The -10% Def will be a pain, but even if I cant manage to defeat my opponent while Rage is active (which is enough time) I still have Hibernate. Besides, with all those Acc SOs, I dont'e think my ~30% Def will help me a lot. Build Up will hit me through my armors.
@Filth: I agree with everything you said. Really. My armors wont help me much against AS, Icicles is an end hog and Stalkers have high AoE Def, specially SR.
@False-Fiction: Yeah, having 2 Holds will help me a lot. Having Def armors wont help me much but will allow me to dodge a few hits, which I believe will grant enough time for me to hit 2 Holds (KO Blow and Block of Ice). Although most of the time I'm on RV there are no Stalkers, I see a lot of Brutes and Corruptors. Well, at least on Defiant.

After playing Villains for about an year, I decided to level some Heroes. Right now I'm playing with an Ice/SS Tanker and I don't know which Epic I should choose for him as Heroes Epics are different (and better) than Patron Powers.
So far I have 2 options:
Energy Mastery: Conserve Power is good (although Energy Absorbtion helps a lot) and Focused Accuracy's +acc and +perception will be a good addition coupled with Rage and Glacial Armor. If I choose this Epic Pool, I will also take Tactics for even more +acc and +perception. I like to PvP (even though Ice is a defensive set), and maybe I'll be able to hit through Elude and see Stalkers.
Arctic Mastery: Ice Bolt has good damage, but the main reason for taking this Epic Pool is the Hold power. KO Blow + another Mag 3 Hold will allow me to Hold most my enemies after 2 successful hits.
Opinions?
