Pointlessness
I like most of these ideas, it would add something a little different to zones that you know like the back of your hand. More interaction from citizens/npcs would certainly feel more realistic too.
The natural disasters part I particularly like, the idea of acid rain, quakes, tornado's etc would be quite cool.

Sadly, this would require them to implement weather so that ain't gonna happen.
Otherwise I agree, more apparently pointless happenings.
Oh, I think you missed one that currently exists. In Faultline there are tentacles in the lower parts of the zone. You can get a badge for them, but aside from that I don't think they are anything other than a cute mob.

another idea: freezing (literally) fog.
take the fog from DA and have it roll across the city in a wave that causes minor DoT cold damage.
or an actual FOG / MIST rip off. a rolling bank of fog with either:
undead swinging cutlasses
tentacled monsters
dark shapes that flit past without actually doing anything
the tentacled fog could come bubbling up from the faultline chasms.

Okay, I give in, I can't figure out which it was, if there was one.
However, I distinctly remember charging around down there looking for the tell-tale bubbles and smacking them down... for quite a while. I assumed it was for a badge, but I might have been after something else. It was quite a while ago, so I'm not sure.
@Ramon: again, sadly, a rolling fogbank would require them to do weather. The Astoria fog is a zone-global effect (which they can do), as was demonstrated by the memorable patch where it was turned off. DA is actually quite pretty when you can see it.
The Supertrolls/Superadine Raids are also pretty pointless, just badge and XP sources. What you really want is more Zone events and they seem to have given them up as a bad idea.

well ,they could turn on global fog in successive zones for a limited period of time to simulate a rolling fog bank after all, they can change the zone lighting and debt for rikti invasions.

Its not zone events per se that I am looking for. its just events. happenings. things that arent predictable (rikti invasions are nice but they happen in a set timeframe and have started to wear thin for some people - not me , I love them - )
These events would have to be specific to one zone or period of time. they could just be things that happen every now and then. if you are online and in a place to see it, well and good. if you dont, well, you might see it next time.

Not all badges are pointless, though non, as yet, provide you with a pointy stick to poke things with, which is probably an oversight on the part of the developers.

actually there are badges to be earned with the steel canyon fire. However it is hard to do and requires a few people to help you out.

a. That's what he said in the OP.
b. It doesn't take more than 5 minutes to get the first badge and the others are just a matter of time. The trick is to have a Scrapper and mangle the Hellions. It's a waste of time doing the fires.

I always thought you had to do both.
1st badge: 10 hellions
2nd 50 hellions + 50 fires
3rd: 100 hellions + 100 fires
however, the point might be to get the badge, but what good are teh badges? Are they part of a set that expands your characters powers? Do they open up a new part of the storyline ?
If no. then ultimately pointless (the badges). The fires do have a point, which is the badges though.

yeah but if you're waiting for a TF to start it helps pass the time. until they get a roast marshmallow emote when I shall happily set fire to a few buildings myself for that gooey goodness.

Zombies bursting into flames and then shuffling about asking to be put out would be good.
I also have a long running joke where zombies wander around moaning "brains", and then when a hero comes near the wander off, sounding disappointed, and switch to "no brains."

rain and fog could be done for rain a zone wide version of "Rain of" power could be used so we could even get different types of rain
for fog there is at least one mish in croatoa that has random patches of fog that drift about the mish causing a debuff if your in it the same could be used in zone if you wanted entities to also inhabit the fog simply create said creature as a mob and give it a fog aura power

what I mean by this is:

so why not some more pointless happenings ?
some ideas:
1. a man-sized glowing orb slowly drifts around AP. it is impervious to all attacks, it puts out a scanning ray on heroes that get too close but doesnt actually DO anything.
after a while it goes away.
Is this a precursor to an invasion ?
Is this some CoT or nemesis plot? (well, the second one goes without saying, or does it?)
2. a building in a random , generally well populated, zone goes on fire. the fire chief turns up. will heroes put it out ? maybe.
3. a skull vs hellion street brawl breaks out
4. mass migration of clockwork from one end of KR to the other, straight through anythign that stands in its way. no warning, just a march of the clockwork penguins.
5. a hi-tech sub starts appearing around Talos island. Surfaces and ducks under water again
6. a monolith appears in the middle of galaxy city. it doesnt do anything, it just appears. maybe another appears somewhere else ? maybe there's already more around that heroes havent seen yet ?
7. a plane crashes in mercy Island. no bodies, no evidence of anyone on board, just lots of flaming wreckage and a burned out shell with suspicious huge claw marks on the fuselage.
8. wreckage falls from the sky over a wide area. weird strange wreckage with glyphs on it that isnt recognised as any known faction or as magical . a new faction ? who knows.
9. a portal opens in WW on talos island and a huge demonic arm pokes through for a little bit before receding and the portal closes. Perhaps the same happens elsewhere and any heroes getting too close get attacked.
10. acid rain over an area causing minor DoT to anyone outdoors.
11. grafitti appears on overpasses saying "the lord of hosts cometh to judge you all. you have been warned"
12. a citizen randomly attacks a hero/villain shouting " I know you. You must be stopped". obviously said citizen is no match for the character but that doesnt matter.
13. Citizens have a street fight.
14. a car randomly accelerates into the side of a building and explodes.
15. citizens consistenyl get a heroes name wrong "OMG its captain wonderful! can I have your autograph". Who is captain wonderful ? why is the hero being mistaken for him (or her) ?
16. earth tremor that lasts about 15 seconds. any character on the ground gets a free shakey cam effect and a stagger animation.
17. a security drone (coH or coV) goes beserk and starts attacking its on-duty partner. once one is destroyed it deactivates and the men in white coats come along to replace it saying "nothing to see here"
18. Masses of longbow or arachnos run through the zone or use flyers to get to an abandonded warehouse which promptly explodes.
the point of the pointlessness is that
- it gets speculation going
- it starts conversations
- it puts foreshadowing in place if ever something is developed from them (the monoliths are actually the anchor points for an inter-dimensional invasion)
- it keeps up the element of suprise. you never know what you'll see or hear from other players.
- players will create their own connections and develope their own expectations
