My first character was an AR/Dev and I solo'd most of the way from 1-50. The one pieve of advice I'd add to what other's have said is Trip Mine and Defiance. Trip Mine has a nice definance boost and if you place one right before attacking it gives you a damage boost on your first few attacks and a bit of close in defense for dealing with nasty melee enemeis (Rikti LTs in particular).
Also regarding difficulty settings AR/Dev is an AoE monster. Once you hit the mid 30s you'll find that your best bet XP-wise is to increase the spawn sizes but turn off bosses and keep it at +0. -

Personally I would say that it doesn't sound like a particuarly suvivable AT. Basically your only form of damage mitigation is having your pets take aggro and that is going to be hard if you're kicking out a lot of damage yourself.

There were plenty of other features we were told we couldn't have (like oh, say power customization). As with them there is absolutely no technical reason that this couldn't be done it's simply that the devs do not believe it to be a good use of resources. Honestly, I tend to agree with them but it still makes a fun thought exercise to consider how you would do it. -

Overall, Corruptors do about 11.5% more damage (neglecting Scourge) while Defenders have 13% to 33% stronger buffs (depending on buff type, most of the Traps ones are at the higher end of the scale). Overall I would say it depends on how you play. If you mostly team then I would say go Defender, your teammates will really appreciate your stronger buffs. If you solo then go Corruptor, the extra scourge damage makes soloing a lot easier.
Both will solo quite well though. Traps is one of the stronger soloing sets for Defenders since you are pretty tough (yay FFG and Seekers) and have better damage due to Acid Mortar.
One other thing to note is that the damage difference between the Defender and Corruptor versions of Trip Mine and Time Bomb are a lot higher than 11.5%. The reason for this is that these powers work by summoning a pseudo-pet and when the devs made Traps they did a direct port of the Blaster versions of the pseudo-pet rather than making new ones. So Corruptor Trip Mine and Time Bomb deal Blaster level damage but don't Scourge. -
The only purpose of base salvage now is for people who want to collect it. You might try asking around the base forum and see if anyone needs any to complete their collection. Apart from that I would say if everyone else has been off for that long the SG is your do with it as you will.

Caltrops versus Web 'Nade: Personally I would say Caltrops are the more generally useful power. Web 'Nade is excellent for Assault Rifle characters since you can use it to set up Ignite but it's less useful for other characters. However it is a decent debuff power so it's worth trying to fit it into the build for fighting EBs and AVs but if I had to choose one I'd take Caltrops
Triage Beacon: To be honest I haven't been overly impressed with it either. As you say a lot fo the time teams move to fast to really beneift from it. It is nice in longer fights and solo though. Even on teams I find it can help make things a little smoother but it's definetly one of the less useful powers in the set.
Seeker Drones: These are absolutely wonderful. If you toss them off first they will take the alpha strike from a spawn which would almost be enough to make them worth it on it's own. Add in the fact that they apply a very substantial debuff and they are one of my top three powers from the set (Acid Mortar and FFG being the other two). -

I think the issue is mosre that RoA and FA are overpowered (especially in these days of IOs) and Hail of Bullets is more representative of where they should be.

I love running my AR/Dev blaster through missions at +0/x4. "Must kill enemies, get red inspirations, use inspirations to kill more enemies". It's a lovely viscous cycle. More Dakka! -
For powers and slots you pretty much have to check yourself. For IOs if you go to the options menu and click on configuration there is an option to set a default IO level.

As a side note, while it is technically as or more valuable than the level 50 version it probably won't sell as fast. People tend to buy level 50 versions since they are easier to get and often don't even bother to check for lower level ones.

I suspect you'd actually end up with a mix of the two. The Black Market ends up almost completely empty since villains shop at the Preatorian market. Heroes still tend to use WWs but enough use the preatorian market to make it more attractive to villains than the BM. -
Glad it helped, I think I may end up stealing your idea of slotting chance to hold procs in Acid Mortar and Seeker Drones. It's not something I'd consdiered before but it makes a lot of sense. I tend to use Seekers as my Alpha strike anyway and Acid Mortar does hit quite a few people over the length of an engagement so it does make a lot of sense.

Just to clarify Posts comment a bit. After you do the cape mission you will need to go to the tailor and add a cape to yuor costume (it isn't automatic). The easiest tailor to get to at that level is in the north-west corner of Steel Canyon.
Also, don't stress getting the perfect build immediately. Personally I tend to build pretty haphazardly until I hit about level 30 anyway since I'm trying to get a feel for the power sets. -
Personally I'm expecting it to be additional slot unlock tokens rather than increasing the maximum slots/server but we shall see.

I'd do it:
Blaster damage (maybe a little less)
66% Scrapper Defense (so 50% Tanker defense)
Blaster level HPs
Taunt component removed from damage auras and the buff/debuff taunt auras are replaced with something else
Epic Power Pool contains control powers and melee attacks, maybe Build Up
So like a Blaster it fights from range, the difference being where the blaster has a selection of controls and melee attacks to keep himself alive this AT relies on passive protection. The Epic pools are design to move him a little bit towards regular Blasters with controls and melee powers. I think that would be balanced although personally I wouldn't care for it.
For Assault/Armor I'd do pretty much the same thing:
Dominator damage scale (importantly melee attacks do more damage than ranged)
66% Scrapper Defense (so 50% Tanker defense)
Scrapper level HPs
Taunt component removed from damage auras and the buff/debuff taunt auras are replaced with something else
Power Boost is replaced with Build Up in the assault sets that have it
Epic power pools have debuffs, controls (mostly single target), and possibly a ranged targeted AoE
This is basically a tough Blapper without the ranged AoEs. It's not as tough as a scrapper and needs to avoid drawn out melee battles but is encouraged to dart into melee and pick off enemies after using it's ranged attacks to soften them up. The removal of the taunt component of damage auras and replacing the taunt aura is intended to help him break off aggro when moving out of melee range. -

Good points, but I'm mainly talking about IOs that either you cant find on the market or rares running 600mill for 1 as opposed to 600mill+ for a set as it was b4 AE. Buying salvage for 4mill a pop b4 never bothered me as much as trying to afford purple sets now. -
I haven't made mine yet (I promised myself I'd finish leveling at least one of my three sub-50 characters before starting a new one) but I'm going with the trenchcoat and fedora private detective look for mine. It's possible I've been reading to much Harry Dresden recently.
