I'd consider anything in the base yours to do with as you please. If nobody has logged on in 4 months it's almost certainly a dead group. Groups pop up, run for a bit and then die when people either leave the game or move on from those alts all the time. Go nuts.

The only purpose of base salvage now is for people who want to collect it. You might try asking around the base forum and see if anyone needs any to complete their collection. Apart from that I would say if everyone else has been off for that long the SG is your do with it as you will.
I agree that the base is now yours to do with as you see fit. If you happen to know other members globals I would ask around if they have been seen but not on those toons. If so they may just say, yeah have at it.

I would definitely go ahead and convert the base salvage.
I would probably store the newly made Invention Salvage thru this Double XP weekend to see if some of the more recently inactive characters come and try to claim any of it. I'm not saying I would absolutely give it to them, but I would think about it.
Starting right after the DXP weekend, I would freely spend whatever I converted as needed, although I might try to stock up generic IOs for the future if I intended to grow the SG. Then you could legitimately say it was converted for group use, albeit for the new members you will be recruiting.
If you don't intend to grow the SG - have at it. It's all yours, they abandoned it to your possession.

Regarding the loaded up salvage rack, I'd just convert a bit at a time as needed. Since the 30 item rack nerf, you won't have that much salvage on one rack again. 
Also, you can obtain people's globals from the supergroup listing. Rt-Click on a name, and use the "add a note" feature... the note will generate the toon name as the global, but the true global will show in your system spam in the chat window. You can then send a tell to their global, if you so desire.

I can't be of any help on which ones but I remember there were collectors paying alot for a few of the very rare items a while back. I haven't been able to log in in a while so I don't know if this is still true.
If you need some cash it might be worth a bit of your time to check out the market before you convert them.
Don't convert the Base Salvage slowly drop in on the market so the collectors can get it. Figure I'm about 12 pieces short for my collection. I have bids on all the ones I have left. Good bids too. I'll but and so will others.
Or how about I send you a PM with what I need and then you can toss those on WW. No fuss No muss, probably close to 100 mil up for grabs. Ooh, think about it. 100 million just for reading an email and clicking a cpl of buttons.

In my case I inherited the SG from a couple of RL friends, and they mentioned they'd like me to keep it around.

20 pieces of any one type of base salvage or 99 pieces of any one type of component.
So 20 Amulets, 20 Charms, 20 echips, 20 energy sources, etc. and 99 Mystic Elements, 99 Mystic Foci, 99 Tech Power, 99 Tech Materials, etc.

As others have said it's basically up to personal choice. I personally waited a year before getting rid of the 16,000 odd pieces of base salvage/components I inherited. Their characters are still on the roster even tho they haven't logged on in 314-524 days.

Thanks all for the advice, I have sent global tells to the ones that have been logged in over the last 6 months, I did a test WW run with one of everything & they all were selling for less than 5000inf. so I think I'll wait till next weekend & if no response I'll just convert it to rare salvage so I can actually use some of the bins. Now I just have to find a way to get my other toons into the SG. If you let us know I am sure that some of us around here have a toon or can make a toon to put into your SG then take out right away. You will just have to give us the permission to invite, though I know that some people are always looking for a place to stick a spare alt. Just a thought for you.
