Premium folk can purchase access to GR content (if they don't already have it right now), but they can not purchase Incarnate content... that is VIP only. Which means the 3rd build is VIP only (unless extra builds are purposely put on the market). -
I have a high level build with level 45+ IOs that squeeze out as much set bonuses as possible. This is the expensive build.
Then I have a low level build that 5- and 6-slots all the power selections up to level 32. I cheaply frankenslot this build by not worrying about set bonuses, but by over slotting so as not to be hit by the huge enhancement debuff that comes from exemplaring down. Then for all the 33+ powers, I choose the utility one-slot wonders (Teleport, Vengeance, etc...). This lowbie build is still surprisingly effective at level 50 which allows me to switch builds in the middle of a TF if I need a specialty power or to recharge a long recharge power and still be pretty effective. -
I don't know if EATs will be able to do the tutorial. After all, the VEATs can not do the redside tutorial (they were never broken out of the Zig as part of Project Destiny).
So, I'm guessing that EATs will go directly to either AP (HEATs) or Mercy (VEATs) and not access the tutorial at all.
BTW, all incidences of being broken out of the Zig are being rewritten out of all the redside arcs. -

The Rogue Isles are supposed to be 200 miles off shore of "Providence" heading toward Bermuda, which would put them 250 due east of Atlantic City NJ and still a few hundred miles out of the Gulf Stream. So, there is nothing in its description of its physical description to warrant a semi-tropical climate which it's supposed to have. The lore is self contradictory based on real world geography.
But since NJ gets lost of sunny days, your point remains. -

1) Open Steam, go to your library and click "Add Game" at the bottom left corner, then click "Add a non-Steam game". A list of installed programs will pop up. Ignore them and click "Browse". Navigate to the launcher's folder (Default is C:\Program Files (x86)\NCSoft\Launcher) and select NCLauncher.exe. Now click "Add Selected Program". A link to NCLauncher should appear somewhere in your game list.
2) Now we have a link to the launcher on Steam, but we don't want it to open the launcher, we want it to launch the game. Right click on NCLauncher and select "Properties". You should see this, depending on what folder the launcher was installed in:

You can change the name (recommended) and the icon, but the most critical change to make is to the target. At the end of the last quotation mark, hit space and type
/LaunchGame=CityOfHeroes
[You can also substitute 'CoHTest' and 'CoHBeta' for 'CityOfHeroes' if you want links to the Test and Beta servers, respectively]
You should now see:

3) Now we have a link in our Steam library that will open the launcher if it isn't already active and launch the game, but getting this to work with Steam's definition of 'in-game' requires making a change to the behavior of the launcher (if you followed Hyperstrike's launcher guide you can ignore this step). Open the launcher and click File->Settings. Under the "General" tab, where it says "After launching a game", select "Exit Launcher".
Now, if you've done all this, clicking the link in your Steam library should 1) start the launcher, then 2) launch the game and then 3) close the launcher. You should be able to access the Steam interface in-game, receive notifications of when your friends are online AND Steam will properly notify your friends that you're playing City of Heroes. Now cook up that bacon and enjoy life. -

Within the past week, I've noticed these brand new behaviors: The taunting of Devs. Angry posts. Poorly formatted posts. Lack of grammar. Inability to make a paragraph. Random thread-starting. Random point-making.

Tonight I received badge #1236.
The only two other badges I could have received but didn't, and is not in my power to get now is Bug Hunter and Passport.
So, I consider myself done.
At least, until I21.
What took me so long is that I gave up the badge hunt with the Ouroboros badges. Didn't feel like grinding that.
And so, when Day Jobs came along... didn't bother with them.
But, then about a year ago, I got the itch to finish 'em. Got the Ouroboros badges. Started working on Day Jobs which didn't finish until 3 days ago. Arranging the Arena badges also took a while. After I finished the Day Jobs, I thought I was done, but then I realized I didn't have the Cathedral of Pain Trial badge. I had forgotten it was rewarding again in the new CoP. And I figured my main had done the new CoP plenty of times... but that was in Beta!
So, it wasn't until tonight that I arranged a CoP and got Power Liberator.
And maybe someday, when Passport becomes available through some other means, I'll be able to catch up with Blazing Tiger, ohms, and Terrahawk.

1. The ability to purchase more arcs to create.
2. The *possibility* that some maps and critters will be added to the AE.
3. No planned changes in the mechanics of AE in I21/FREEDOM.
4. Pay-to-play. Accessing the AE just to play it as well as access to create arcs is gated by Reward Status. So, no freebie newbies flocking to the AE to farm it. If you want to farm it, then you have to pay up to invest in the game. So, it's pay-to-farm. -
Ummm... you're right.
It seems that I've mixed up Character Slots with Character Costume Slots.
The photo from ComiCon shows that Costume Slots are 800 points each (that's $10). So, it's unknown if there is a bundle of 5 for a reduced price or if all 5 will cost $50.
I know that they've confirmed that there are Character Slot bundles of 3 or 5 (like there currently is) for reduced pricing.
