We've exhausted all options including the selling of the studio and the rights to the City of Heroes intellectual property, but in the end, efforts to do so were not successful.
Let me see if I can sum up this process. Imagine if you will a cube farm. One NCsoft guy says over the wall hey Bob you want to buy COH. Bob says no. Thus the exhaustion of all options.
I agree with many others I think this is a PR cease and desist move to stop the negative press.
Given all the information or lack of available to me I will make the very purposed decision to not purchase from NCsoft and advise others to do the same. -
Like the OP I also live on the West Coast and cannot play till 10 PM local. Which greatly lowers my ability to participate in the Incarnate trials on my servers. When things were still shiny it was not a problem but now days its pretty slow.
I have tried team building when I just need to get that last few threads but 45 minutes seems to be the average team building time required when successful.
While I like the i content and feel it brings some fun and expanding TF missions. I also feel a barrier to entry in this content. Frustration. This end game content system only really works if people on all servers are regularly running this content. The solo route has been filling the holes in some of my Incarnate builds but my grind O meter cannot handle the magnitude of time and repetition required to make the same progress as one BAF.

So the best reasoning for the incredibly slow flight time is to keep a PVP spike tool. Ouch.
PVE its lame to watch team mates sweep the kill before your power hits. Reminds me a lot of Energy Melee. Secondly you have already done enough damage to a target but it does not know its dead yet due to slow flight times and you launch another attack on a corpse. Apparently the air in the game has Psi resistance which slows it down. -
I would like to see an Eye beam Blast set. That's a classic we have yet to see.
Animations seem easy.
Most would have similar beams.
The AOE Crosseyed could use the Beam rifle Cutting beam GFX. -
I like C the best but want the option for Glowing bits like B.

Me my favorites tend to be:
Electric Armor is my hands down favorite for my Brutes and Tanks.
Super Str is the melee set for my Brutes and Tanks.
I do have to admit that Titan Weapons might take its place.
Mind Control is my most often used control set.
For support Kinetic is the most often rolled. Followed by Sonic.
Ranged attack is a tie between Psi and Fire. -
Your saying this is desirable really? Solo Yes I can stack lance with Will Dom and TK if I super speed to the target even through suppression and they all hit about the same time. I can see the possible PVP desire but I thought two things one PVP combat was faster paced than that and two that PVP went away in issue 13 with the PVP2 goofyness.
I thought they had fixed the incredibly slow flight time for one of the Fort Psi powers but its been so long since I have played my Fort I cannot remember if that was actually fixed.
Its for stacking slow you must be pulling my leg. -
Why are Psi based attacks so slow to fly to the target its like having longer animation times than their listed stats. Why give it great range but make it so you need to fight close in to get the animation flight time down.
Many times playing PSI I end up over killing the target due to slow flight times. In the attack that will kill it has not arrived at the target and another attack fires.
Worse still is being on teams where targets die long before Psi gets to them.
Psi Lance and Super Speed even with suppression firing the lance at its normal long range and racing to the target I can run to the target and get another attack to hit before the lance.
I thought at one point BaBs was looking into this any word or links I have missed? -
One thing that has bothered me about the squishy types is they have no protection from their damage type until maybe their epic. Something special based on the damage type of their attack set.
My thought on an inherent was to add some damage resistance to each ranged damage set. It would be an un enhanceable inherent. Maybe 20% scaled based on AT with Blasters having the highest?
Psi would obviously get some Psi.
Guns Lethal aka bullet proof.
Fire - Fire
Ice - Ice
Energy - Energy
Dark - Dark
etc
Melee type inherent powers would be something more subtle.
SS gets a resistance to movement slows due to their great STR
Energy gets a small Stun Resistance
Blades get a Lethal defense debuff resistance
Fire Immobilize resistance due to burning off the Imm effect quicker
Ice Sleep resistance (on Ice).
Elec End drain resistance -

I have been wanting better skin looks to do my Crystal, Metal, and Energy being concepts. I looked at DCUO and saw skin was its own catagory and went that makes sense. Separating the costume from the skin would be nice.
That way my rock monsters who are not tanker/brute based Stone AT can wear any costume they want over the rock skin.
Other things I would like to see is more tall boot options for women. Would be nice to get a tall boot for men like Capt Britain. I see NPC talk boot options that would be nice to unlock. 200 Sucubi for that tall boot let me at them. More tall boot patterns.
Lastly patterns that are available for tops and bottoms have no matching option for feet. -

My 2 INF on this is teaming has been getting harder. Finding people who want to team or finding enough to do a specific TF can be hard sometimes especially later at night. It took an hour to get together a LRTF on Tueday night and we had one helpful guy who was only on the team long enough to get the TF started.
This is a concern is also for a brand new 50 6 months from now when the old gaurd have all gotten their 50's the new shiny and I am looking to Incarate out my latest 50.
I like to team and nearly always fly my LFT status and have a great time teaming. I solo to fill in the gaps between teams. Some characters are simply not much fun with out the riot a full team creates.
While I like teaming I am leary of content that requires it. -
Sure would be nice to see someone official let us know whats going on. It took a few tries to figure out what this was till I found this tread.

Be careful here folks while a lot of us think Clarity is not really needed most citing Dispersion as to why.
I worry that the DEV's will nerf the mezz protection on Dispersion and make some minor tweaks to Clarity working as intended it will become.
While I have a lot more faith in the DEV crew than in the past this would certainly be how they "FIXED" the problem in the past.
My Sonic Defender and Corruptor are not using Liquify as a Hold, KD or Debuff specifically. I am using it as all three creating Chaos in the spawns I drop it on. Followed up by my AOE's. I have worked on Franken IO slotting it so its available about every 90-100 seconds. With Hasten its up sooner. Having it up a little sooner would truely make this wickedly useful.
It allows the team I am on to open up with everything for 30 seconds with little aggro fear.
Disruption field is one I have the hardest time with its END costs generally make me want to turn it off. But being an AOE over the single target siphon makes me want to leave it on. I dislike having it as an ally based AOE and not a placed AOE like the LB Sonic Grenade. Solo I could use it if it was placeable vs the ally targeted. At the very least let me center it on myself. -
I really like the Sonic power set but I agree it could use a little work in a few area's. Liquify as most have said needs its recharge shortened. Not a lot any reduced recharge would be great.
On the -Res ally toggle why do we not have something like the LB sonic grenade? a Targetable AOE that is useable solo. Of all the powers Long Bow use I think this is the most hated and we don't have it. We have to hang ours on a teammate. I rarely use it due to END cost concerns. Reducing the END cost if we have to keep its current form seems the only compromise I can think of. -
While there was a lot of noise made about Brutes making Scrappers obsolete. I do not see this yet.
Personnally I have started my first new tank in a year and is currently L34 and totally RED, my tank from last year is only L12. Beyond that I have not created a new tank since Issue 5/6 when I deleted 8 and stopped playing tanks. I predict this Red side tank to become one of my favorites now.
I have always liked defenders and have wanted a Psi Corruptor since Issue 6 so I will probably import either a FF/Psi Defeder or a Psi Baster of some kind.
Currently I am working on a Blue side FF/Psi I started in January L47 as of last night and rock solid. I was herding spawns (no PFF) for our Blasters and Spiner to eat up. Well protection and Psi blasting my kind of fun. -
Mine looks like that in quite a few ways. I have Kinetic combat and 2 sets of Obilterations.
Mine was also the only one of my Electric armors to take Power surge. Granted I rarely need to use it but i have it there just in case things get extra tough.
I think mine is around 28% S/L Defense and works great at that level. I skipped Weave and i went with the Mu powers instead of using the PPP as a mule. If your going to go dark like that and being electric you have tons of END might I suggest keeping Dark Oblit for its damage and take Darkest Night to boost the protections.
Also I do not take taunt on Brutes and would swap grounded in sooner.
While mine was about 200-300M because I was patient with the market and made some good bids. It is also my most expensive build.
Even before IO's SS/Elec is a lot of fun to play. Especially in the END draining 40+ game. -

I finished the Fake and then turned to the claw wielding PP i had been ignoring and went to work on him. My friends of course remember I am playing my Armored FF/Psi Defender and stopped worrying about me. Earning some friendly you suck messages. -
The only part of this I support is removing Damage from AV/Hero class SS handclap. Once with 50% damage resistance I still took 500 HPS from Statesmans HC.

One of my all time favorite comic book charactes is Backlash. I also really liked the Marvel Constrictor both would be great whip concept launch pads.

Bio lum I would like much better if it was just a pattern I could apply similar to Isles and Tribal. I have a radioactive mutant who would look fantastic with that pattern glowing out of his skin, but I don't care for the scaley skin around it at all. -
I looked at the new costume options and they look very nice. I can appreaciate the work that went into them. Good work there. The basic organic secondary colors are just a little to small for my taste and do not show up well enough to make me jump up and down.
I would like to join the rest and ask for the Bio Lumi glow stripes to be allowed on tights. Instead of only this skin effect.
I have seen some good costume idea's and combo's but I am still on the fence as to how they will fit with my current and future concepts. I saw one fire concept glow that looked really good. But I am not sure there is enough of a draw for my character concepts. Which is sad since 90% of my characters are mutant origin.
When I heard a Mutant pack was coming out I had really hoped for the skin steel look. Like Colossus, Life Guard, Mr Sinister etc. Our metallic looks nice but it either needs options to loose the seams, have a lot more or have them glow.
We have a similar look in the Robotic glove and matching robotic arms with the banded segmented look but thats the only place you can see this look. The Banded options are nice and I like them but they complete a different look. Can't stand the Banded tops chest blotches. Having this as an option body wide would be cool. -
Defense soft cap is 45% now I understand your confusion. Resistance and defense are different animals here.
I can totally see you having around 62% S/L resistance. As you mentioned you will fill out the set IO's later I would recommend a sixth slot in KO Blow.
Because Electric is mostly about resistance I would get the most out of Tough that I could. While I also have the Steadfast and Aegis I have them in Grounded and Power Surge (default slot).
This is the only electric of many I have over L40 that took Power surge.
