Nothing about tankers nor your powersets have been nerfed in recent memory, no.
Carnies are just a really nasty enemy group. They've got a wide array of debuffs and effects that can seriously threaten almost any character: Psi damage, huge -def -tohit -recovery, endurance drain, stacking holds from all the decoys (enough to overwhelm melee mez protection sometimes), the list goes on. It can be quite a surprise if you're not accustomed to having aggro from huge spawns of them, but it's totally normal for tankers (or anyone, really) to find them difficult.
(Only in CoH are the circus clowns more deadly than the alien invaders and the militant neo-Nazi supermen )

As your teammates told you, different enemies will affect your characters differently. Some Carnival of Shadows attacks can lower your Defense, HP Regeneration and Endurance Recovery. Some do Psychic damage which you may or may not have resistances to.
The best solution would be to use Titan Sentinel to export your current build into Mids Hero Designer and post the build on the forum. There are plenty of helpful people that can help you improve your build and possibly plug some holes in it or just improve your overall effectiveness and survivability.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I been playing City of Heroes for about 7 years. I have lots a characters, 10 level 50's, the rest are level 46 and under. I have 2 tanks. A level 46 will power/super strength, and a lvl 40 stone/stone tank. Both of them have io's, properly slotted. I play them once in a while. Yesterday, I was on a 8 man team with my Will power tank, going against Carnies. Man, I was getting clobbered!! I had to keep using greens like crazy. That never happened before, never. I immediately said to myself, "Can't believe those dev's nerfed my tank" This morning, I was playing with my stone tank, and the same thing happened again!! Someone on the team was talking about incarnates (I heard about that, not familiar with that, but I do know u gotta be lvl 50 for that) I kept saying my teammates, "no no, you don't understand. My stone tank rarely got a scratch lol" He also said, "it depends who you are fighting" My tanks went against anything without issues. I am aware that the devs are on this balance trip. Meaning, they want all classes to work together on a team for survival. Am I wrong??.....Please guys and gals, help a old timer out here. What's really going on? Thank you.

Against carnies, unless you've got high AoE or Psi defence, you're going to get endurance drained.
Unless you've got high DDR, your defence is going to get shredded by fencers.
If you're facing Dark Ring Mistresses or a Master Illusionist with a Dark Servant out, your regeneration is going to take a hit (probably floored).
Carnies are one of those groups that throw *everything* at you. Smashing, Lethal, Fire, Psi, Endurance Drain, Damage and To Hit debuffs, Regen debuffs, Holds (and a couple of Master Illusionists all popping their Illusionists and getting lucky *can* hold a tanker), Recovery Debuffs and probably some other things I've forgotten.
If you're taking the alpha from an 8 man spawn of them, it's going to hurt unless you're built to take it or have lots of support. If you get hit by a Mask of Vitiation, then it's going to hurt LOTS, pretty much regardless of how much support.
If you're in Granite and not running rooted too, you're going to get endurance drained. You're also going to get hit by every Spectral Wounds, Blind and Psi blast going, as you're not going to have much in the way of psi defence.
Sorry, but to me Carnies are a group that demands respect to fight.
(except for my Stone/Fire scranker, who stomps into large spawns of Carnies (using normal Stone Armour toggles, not Granite) for fun and to give Vanessa DeVore a headache )

Anyway, Carnies really creamed my Willpower tank. But I'm not just talking about them. I'm talking other foes too. Thank you all for the quick responses.
One possibility, did you return as a VIP player paying the $15/month or as a freemium player. If the later, is it possible you don't have access to the Invention system? If so, all those IOs you have slotted might as well be empty slots.

Was it a higher difficulty setting than you're used to?
You're not accidentally switched over to a second build that's not as well enhanced?
What other opponents gutted you, aside from Carnies?
If you're inclined to post your builds, we might notice something significant that could be contributing to the apparent vulnerability.
Generally speaking, neither Tanks nor those powersets have changed in a long time.
Speaking of which, how long ago did you leave? If it was in one of the really early issues, that in itself might be the explanation.

My best bet is you don't notice how much your teammates actually help you usually, and lately you happened to end up in a few teams where people weren't as efficient.
It's easy to miss what a fortitude does, or even what a blaster taking down a boss quick does for you... Until these guys aren't there and that dark carnie mistress hits you with her gigantic defense debuff, leading to cascading defense failure and possible faceplant or frantic grasp for insps.

No, I'm serious. My Willpower Scrappers and Brutes - who are obviously weaker than Willpower tanks - LOVE Carnie missions, because I can cruise through them like they aren't even there.

I have to say, I am surprised to hear that the WP tank was getting creamed by Carnies, and to me that really sounds like a build issue. As others have already said, it would really help to see what builds you're working with on both these characters.
If you're not already using Mids, you can export to it using Titan Sentinel so we can see what you're working with in-game. That should provide most of the answers.

I suspect perhaps that maybe previously you might have been playing radios or other, older missions, and perhaps these last few examples were running tips.
It seems that tips missions have a slightly higher level of difficultly than older mission on the same settings.
I'm not sure exactly why that is, but I have some suspicions.
But, the short answer to your question, as others have said, is no, there haven't been any global tanker nerfs lately.
