Same here. Really, not the best version of statesmen i've ever seen. For one thing the colour scheme is totally off. The complete lack of discernible human features is another minor issue. There've been many statesmen in the past, and the total lack of detail makes it hard to tell which one(s) the statue is supposed to represent. Even if it was supposed to be the deceased signature hero, Statesman, i can't tell from just a circle and bar.

I think this would make a wonderful statue for our Statesman....

Instead of a statue, which Statesman would deserve, I had the idea to put him (and Sister Psycho) in Galaxy City Echo.
Somewhere on the ledge of a rooftop, keeping watch. Maybe even put some kind of Memento Mori badge at his feet.
