What you had to do, on an unprotected (public tweets) account was tweet the following before 10:10 AM PDT:
RT @CityOfHeroes: Tweet Code Thursdays are live! Re-tweet this by 10:10AM PDT and get a costume code! #cityofheroes
The RT stands for "ReTweet". This means you are reposting the tweet.
The "@CityOfHeroes" replies to the CityOfHeroes team, of course if your tweets are protected, they can't see the replies.
The ": Tweet Code Thursdays are live! Re-tweet this by 10:10AM PDT and get a costume code! #cityofheroes" is the announcement. This will change with further tweets so it doesn't do you any good copy the above message now.
The "#cityofheroes" allows people to search for the tag.
I hope this helps both you and others get their head around what is needed for this promotion.

i signed up for it, re-tweeted it within seconds of it being posted, and never got a code. I still have a problem with this program and sad that i didn't get one 
My settings should allow CoH to see my retweets and send me DMs but my retweet didn't show up even though it shows on my Home screen as having been retweeted and I haven't gotten a DM from them.

If it is checked, just temporarily un-check it until you've done the re-tweet on the next code release, and you've gotten your code. You shouldn't get spammed by TOO many bots in the mean time! *grins*

Twitter's web interface has some darn flaky code in it (one reason there's so many 3rd party Tweet interface apps out there). They may not be able to see you re-tweeted their post, because the interface is dropping user posts again.

For a quick note:
When you "retweet" a tweet (by actually pressing the "Retweet" button), it notifies @CityofHeroes that their tweet has been retweeted.
When you copy/paste a tweet (or hit "reply"), and then type "RT:" (retweet), this doesn't technically show up as a retweet in the counter for that particular tweet. It's a reply, an entirely different number.
Whether or not they just clicked "293 retweets" and DM'd the code to everyone on that list, or took into account all the people who replied to the tweet as well, I don't know, but the instructions did specify retweeting.
Zwil, any insight on which method was used, so those less-Twitter-savvy can be sure to receive their code on the next go?

My code was used by accident on an old US account I had, didn't realise until too late. I don't use that accoutn at all now, haven't in about 5 years, so that one is wasted.
My wife got hers, also US, passed it on to a US player to use ad is probably redeemed now.
Guess that means we lose out then.
Next time, can whoever sends these tweets out, PLEASE make sure they specify what region it's for?!!

In the picture below, mine is set to Protected. Just click it to remove the checkmark, click Save Settings at the bottom and enter your password and click Save.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Well. This has just been an absolute clusterpancake. But they're trying, folks. Cut them a little slack?
That said, I'm now seeing tweets saying "we'll be posting a different item later" in response to someone's question about whether Dark Matter will be the only thing given away today.
Am I to understand that the next batch of retweets today will get something other than Dark Matter? Because I missed the first chance today (stupid reality! I never liked you anyway), and pancake that. I want my Kirby dots!
(I think I've had to use our wonderful "pancake" euphemism more in this thread than in every other post I've ever made combined.)
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.

If you're an EU player who received a code, make sure you send a PM to Hit Streak or myself with the code you received (for verification) and we'll replace it with an EU code.

I also got several bots following me and spamming me. I still get requests for Follow status from people I've never heard of but they get denied.
Once I got my Followers list whittled down I set it to Protected. Part of this was due to new IT policies the district was looking at. Since there are times I say things there that I don't want them to see (I have an out of state school IT friend that I commiserate with about our users intelligence levels), I didn't want them to see what I'm saying.
For similar reasons I have my privacy settings pretty tight on Facebook and severely limit who is on my Friend's list.
The first Friend request I got on Facebook that I denied was from my oldest sister. Facebook is for gaming friends that I've actually met face to face. There are, I think, two CoH Friends that I haven't actually met. I have two other friends that are RL friends. One is a singer that I keep up with on FB so I know when she'll be in town (and her husband) and the other is an old friend that is recently retired from the Air Force and living in Tennessee.

A couple of notes:
- Make sure you're retweeting the message, not just sending us a reply.
- We've got a solution to see what retweets were sent in chronological order, starting with when we sent the first message and when we sent the "cutoff" message.
- If you missed out because you were set to private or didn't have us followed or for whatever reason, never fear, we're going to be doing this again today, soon™.
- We have to send all of these codes manually and it takes Hit Streak and I time to slog through all of the retweets, so please be patient.

Zwillinger, there is one other potential problem springing up here that you NEED to be aware of:
Website access to Master Account broken.
I cannot get into the account via the website, only in-game.
