Possible, but not necessarily so.
Remember that Praetoria isn't in a mirror universe, but an alternate universe. That might be Flambeaux. That might not be Flambeaux. Flambeaux might never have existed on Praetorian Earth.
Positron: "There are no bugs [in City of Heroes], just varying degrees of features."
Praetorian version of Erza Scarlet maybe?
But that can't be right because then she'd own the game, Blue Steel and all.
...and we don't have Sword Blast, Armor Armor, Lightning Pike or Aqua Sword powersets in this game.
Possibly.

Praetorian Flambeaux is a modest nondescript wallflower who has never revealed her super powers in fear of having to respond to someone actually noticing her.
The City of Heroes Community is a special one and I will always look fondly on my times arguing, discussing and playing with you all. Thanks and thanks to the developers for a special experience.

She's prob an original-to-Praetoria character. Those can and do exist.
There is only one Nemesis.

But then Marauder is way taller than Back Ally Brawler, so maybe tallness is a praetorian thing. Must be the Enriche.
I'm reminded there's also a Blood Widow Scarlet.
.
More seriously i suspect Scarlet is original to Praetoria. And i want those armor pieces.
Dr. Todt's theme.
i make stuff...
So I was doing the Night Ward arcs the other day when I noticed the info for the Black Knight Scarlet:
The mention of a fiery demeanor and the hair color would seem to support it. Do you think it's possible?
