The conversion (Knockback to Knockdown) happens 100% of the time; if the power you slot this in does not have Knockback in it then it adds a proc to do Knockdown.

As I understand it that isn't able to be slotted there, since Hand Clap does no damage...

Sorry, wasn't clear. It's going to go into one of my normal attacks (probably Foot Stomp, because the PBAoE sets all suck at end redux), and it'll allow me to take Hand Clap to stack stuns with OG

If you're planning to slot it into Foot Stomp for the 6 slot bonus, Hand Clap will still do knockback, since the IO isn't in Hand clap.
And if I'm still misunderstanding you, well, my bad. *shrug*

Except it's not a global, which (to me) it sounds like you still think it is.

hmmm, interesting. it could be useful in a energy blaster's aoe power. other than that? maybe make me interested in one of the dark power cones i have tried to like, until i realized i was regularly ruining my team's play experience.
Would it be able to be slotted into Bonfire? And would the bonfire pet inherit the KB-->KD effect?
My 2 questions for this...
1: Is this only a level 50 set? The screenie shown states a character must be at least level 47 to slot it. However, is that just because the one being looked at was already a level 50 instead of a lower level piece, or are they all level 50?
2: Are these only going to drop during the event's mission, or can they drop anywhere during the event?
