I'm in the same boat and it's a boat I expected to be in months ago. As far as I'm aware no one has gotten any annual vet badge since CoH:Freedom launched. People have been mentioning not getting them for many months now. 
Basically I believe the Devs are at the point where they either need to radically redefine what these badges are for or remove them from the game completely. It's clear that they either can't fix them or haven't seriously bothered to try at this point. I understand this is not the most critical thing that needs to be fixed in this game. But how many months (or even years) does this have to linger before something is done about it?

i believe last time it was brought up it was considered a low priority thing by zwill, its almost completely off their radar like they just gave up on them
i would hope for them to be fixed soon, but from the sounds of zwills posts on the subject it doesnt sound that way, if they are ever to be fixed
I think the problem stems from the fact that the Devs no longer have an easy way to tell how long a given player has been VIP versus premium. Whatever changes they did for CoH:Freedom made it hard/impossible for them to figure it out anymore.
I have proposed a very simple alternative that should be fairly obvious and straightforward. Instead of worrying about the whole VIP/premium issue they should just base these badges off of the "account creation" date that everyone has on their account. The idea is to simply award people a badge for every year their account has existed, period. Now obviously this solution would no longer account for whether people have been subscribed for such-n-such time or not, but really when you think about it who really cares about that?
I'd much rather have a few people get a few extra new badges under this new requirement than to have the Devs waste any more time trying to figure out how to get their account database system to do something they apparently can't get it to do. It should be simple enough to figure out how many years has passed since an account was created and move past this whole embarrassing situation.

One thing I just thought of would be how to handle people who've actually had accounts longer than the game has been live. Many beta testers created accounts long before April, 28 2004. But even that "problem" is fairly trivial to solve. For the purposes of these annual vet badges the system can simply assume that the oldest possible "seniority date" is April, 28 2004 regardless of your actual account date. This would be in keeping with the original Vet Award system which by definition never considered any date before April, 28 2004 to be a valid anniversary date regardless.

I agree 100% with Lothic. It's an easy solution and looks like a win win situation for everyone. I want the badges I've earned. I have zero problem with other people getting an extra one and would hopefully put the issue to rest for the devs.

I was one month away from my next vet badge when Freedom went live and broke them. Soon I'll be due another vet badge.
Fix them or remove them, please. I've suggest before that if you have to remove them that you could toss us about 8000 paragon points as compensation.
Or else use Lothic's idea to check account creation dates.
i got lucky with my 5 year vet badge, i got that about 1 month before freedom released lol
lothics reasoning for wanting the badges be made for all accounts creation date is fine, technically the badges just say 1 year vet, it doesnt exactly discriminate between VIP and non VIP. and i think most vets have learned that vet reward badges != skill level

Now we're faced with a system that's not just sort of broken but one that is -completely- broken. I understand what the Devs were trying to accomplish with their "vision" of Vet badges only counting for subscribed time, but that vision no longer applies when Vet badges can't be awarded to anyone for any reason.
It's time for the Devs to cut their losses and reassign these badges to denote time since account creation. It may not be exactly what the Devs intended, but at least it'd be relatively simple to implement and declare "fixed" so they can move on to other things.

To be perfectly clear I just logged in and got the 8th Anniversary badge (Rhapsodic) for my characters but I'm overdue for my 8th year Vet badge by a few days now (should have had it on April 28th).

Is it possible your vet schedule was thrown off balance the same way?

This again is why I'll mention my suggestion to have the current annual Vet badges trigger off of the account creation dates. It should be far easier for the Devs to figure out how to do that consistently than to keep beating their collective heads against the wall of worrying about subscribed versus non-subscribed time and handling individual accounts on a "manual" basis.

Yup. I'm still slightly miffed about my bad luck, given that Freedom went live less than a week before I should have received my 5 year vet badge. So, now that badge is appx 8 months overdue. And when I've reported it, got the same canned answers that someone posted above, except for once when the response I received actually explained they were having some sort of problem with calculating the time.
I'd say, as other have said, that Freedom broke their accounting system (granted, it was damaged before) and that there isn't an easy fix that figures VIP time. Given that, I'd fully endorse Lothic's solution. Of course, I might be slightly biased, as that solution would probably give me 3 vet badges, due to having a few periods of inactivity.
I'm miffed, because I'm still sitting here with a 6 year badge, and I've got 7 years 1 month paid time (i took a year off, acct created may 2004). I used to look forward to the vet badges every 3 months, and the goodies that came along with it. Bah.
