Open up mids, see what damage procs your set's aoe immob takes, get them, slot them.

yeah there's only so many immob and targeted aoe sets and only so many damage procs between those two groups.
The one big exception is Plant Control's Roots. It does twice the damage of other AoE Immobs, which is doubled again by Containment for Controllers, so it is worth slotting for damage. However, once you have capped or nearly capped damage slotted, you can add a proc or two.
In general, the AoE Immobs have an accuracy penalty, so you want to make sure you have enough accuracy slotted. And depending upon your build, you may want to slot some EndRdx. After that for any AoE Immob other than Roots, load up on procs. (And some procs may do more damage even in Roots than slotting for damage. Just take a look in Mids, but remember that the damage is not "steady.")

The most important thing you'll ever slot in an aoe immob is the grav anchor hold proc, but that doesn't come until you hit 50.

I agree! I love it slotted in Living Shadows, but this is before the upcoming proc changes. The proc is a big part of the build and how I play the toon. I may end up retiring him.

PPM's rules on AoE attacks, coupled with the new recharge rules makes my Time/Rad buzzsaw build a very sad panda.

Just read the newest propositions by Synapse, they aren't as drastic as originally planned, but still makes me a bit leery for some powers.
You're certainly not the only one waiting on the final version of the new PPM procs for aoe powers. I've got several myself.
I'd say this change is big enough that it really warrants a free respec to everyone.
Well, from what I remember Synapse posting as he took input and updated his plan for changing the PPM's (and all procs in the end, since everything is changing to PPM's) the best strategy, especially for powers like the AoE immobs is to slot no reharge in the power itself, rely totally on global recharge.
Doing this will meant the procs should use the standard 8 second recharge to calculate their chance to fire and since the base goal of the changes seem to be centered around making procs slotted in powers with approx a 3-4 second recharge have the same chance to fire that they do now it should mean an overall increase in procability, not decrease. (is procability a word? The spellchecker doesn't think so :-).
I do agree that switching all existing procs to a PPM system, rather than the current flat rate, is a big enough change that it merits a freespec - but I thought that about the changes in i22 and we didn't get one until the anniversary date, so who knows what the dev's think. Unfortunately, this is all two issues away so it is going to leave at lot up in the air until we get i24 on beta and can actually test it.
