Build Challenge 2 - Ice Control/Trick Arrow Controller

Hey all! The new Build Challenge is to create an Ice Control/Trick Arrow build optimized for solo/small-team play. An additional rule this time around is – you have to include your top 2 favorite IO tricks for making builds! For example, my favorite tricks are six-slotting Tactics with Gaussian’s for the combination of defense bonus and team utility, and putting Celerity: Stealth Radius in one of my prestige sprints so that I can choose whether or not to be transparent when using my travel power.

That said, there are no restrictions on what IOs you can use for this build! Converters mean that the sky’s the limit. The only rule is that the build must contain Oil Slick Arrow – I just can’t live without it. I would suggest that you optimize for mitigation up to the point you feel the build is safe and sustainable while soloing, then for recharge time, then for any other stat you feel is important, but feel free not to follow those suggestions if you believe you can build a better Ice/TA build for “solo/small-team play”. i came up with this ice/ta build here

because you wanted a focus on oil slick arrow, i went with fire mastery for 3 reasons: 2 attacks which can ignite oil slick, self rez, and an end drain to keep your endurance up so your not relying on teammates for buffs

couple other tricks i used was throwing a achilles heel proc into both acid arrow and oil slick arrow (oil slick arrow can debuff resist along with being ignited for DoT), i also used a set of controller ATOs in ice arrow, 5 slots would give you good bonuses and the 6th slot is the superior proc and due to the 5 PPM it will have a 100% chance of proccing in ice arrow (base rech 18 sec, 5PPM=12 sec) with 107 psi dmg, another trick was throwing the purple confuse proc into arctic air

to help with possible end issues i added a tier 4 cardiac incarnate ability

solo/small team -- eh hmm

Honestly not my best work, and my first take at it.

  • Ranged DEF (can be changed to melee easily) -- this is for you set up the control and debuff from ranged to make them be in ranged mode and move in for the kill. You could start melee as well, but melee attacks tend to hit harder. Arctic Air is pure win either way.
  • RES shield to back up the DEF -- normally I'd go MU but this is different
  • Fire Mastery for Oil Slick easy and DMG source - self rez for boo boos
  • For Incarnate I'd suggest - Cardiac Core, Ion, Clarion, and w/e lore floats your boat
  • I am worried about END, but that's what consume and blues are for + cardiac -- I could be wrong.

I don't really have an IO tricks... uhh it's just math heh
  • I like putting the jump stealth IO into sprint, simply because it's cheaper(most of the time) and on demand stealth.
  • For stamina always put in a perf shift + proc along with pref shif end mod -- the if character needs HP then i'll put another one in. Same goes for health, it always gets the numi/mir procs, mostly for recov -- unless the character simply doesn't need it.
  • Achilles' heel in AoE powers-- always!
  • I always like stacking lockdown and devastation hold procs in powers -- especially for controllers.
  • Never forget about HOs, always try to work them in areas where the IO set isn't as beneficial and possibly save on slots.

Things I would change:
  • Remove dmg proc out of Flash Arrow (it's only there for the setbonus, might prove to be problematic)
  • Get the grav anchor proc in the AoE immob somehow
  • Work in purple hold if wanting to squeeze more rech
  • Fix end a bit
  • Slot last powers maybe a bit better

This build gets back 2.54 end/second, so it should be good endurance-wise. It's got good positional defense - not great, but probably sufficient when stacked with the strong controls you have and the high Smash/Lethal resist. Hasten's practically perma, and Indomitable Will is very close, so solo you mostly won't have mez as a thing to worry about. Managed to squeeze in mag 11 knockback protection, too.

As far as build tricks, I really like what I did with Frostbite. Might not get containment, but the average damage from that thing is on par with Psionic Tornado. I also quite like my slotting for Block of Ice - by using the single-aspect purple damage, and then the 5-slot hold set including the proc, it remains a great hold, gives you the good recharge set bonus, and is still actually quite respectable for single-target damage.

The 3/3 matchup of ATIOs in Poison Gas Arrow might count as a build trick? I dunno, with the 3-slot bonus being mez duration it just seemed like a good idea. This also isn't really a build trick, but 6-slotting Coercive Persuasion in World of Confusion is just something I really enjoy. The confuse from the power itself isn't really that great, but all those confuse procs firing at once should provide for a very good time. And when working towards positional defense, that +5% Ranged is very handy!

One thing this build doesn't particularly excel at is single-target damage. Jack Frost is just not a very killy pet, and I couldn't squeeze in Mental Blast - not that all that redraw will be an enjoyable situation. That said, it's got a lot of strong AoE, to melt large spawns, and pitching 178-damage Blocks of Ice at a boss to keep him trapped in a lit Oil Slick isn't a bad setup!

Another thing this build lacks is a way, outside of origin temps, to actually *light* an Oil Slick Arrow. This is, obviously, a problematic situation. With that in mind, I have an alternate set up. Doesn't have the mez protect or quite as much defense, but it's got most of the same advantages and a lot more killing power with Fire Mastery.

This was pretty challenging to me since I think Ice Control is a horrible set, but I came up with something I'm content with. Survivability is very high, with softcapped ranged defense layered with good resistance- Plus of course the mitigation from primary and secondary powers. Almost 170% global recharge. This build is actually pretty cheap overall so I guess that's worth mentioning. Single target damage is going to be terrible because you wanted to play Ice Control but AOE should be decent. Fire Mastery is there for extra damage and to light the oil slick.

I don't really have any blanket "favorite IO tricks" because different builds require different build strategies, but I can say that I never take defense based APP/PPP shields on squishies since it's so easy to build defense to the softcap with set bonuses and it makes more sense to me to layer that with resistance from an epic shield rather than only have defense. Other than that I'm at a bit of a loss, I don't really use "tricks" I don't think.

This is my ice/ta controller build. My most used controller atm is an ice/storm so this is a little familiar to me. This is with incarnate powers turned off.

I skipped igniting the oil slick for Ice Mastery. I don't have a TA toon so I'm unaware of any temp/bonus powers that can ignite the oil slick. Ice Mastery works better thematically for me. Functionally I get to slot Steadfast Prot (+3% def) and another LotG recharge in Frozen Armor. I haven't gotten my hands on it yet but I slotted Ragnarok in Ice Storm to see if the chance for knockdown is continuous through the storm. Hibernate is in there in case of too much aggro.

As far as "tricks" go, I threw in Devastation's chance to hold and Entropic Chaos's chance to heal on all single ranged attacks (Ice Blast and Chillblain). For the most part all hold powers get Lockdown's chance for +2 mag hold.

I ditched EMP Arrow and Flash Freeze for Weave. Poison Arrow gets Fortunata Hypnosis (Placate) and Sandman (Chance to Heal). Frostbite (AoE immob) gets Grav Anchor's chance to hold.

All in all, defense isn't soft capped, but there's a lot of control in the build, which should keep you and Jack alive longer. Regen is up to aboout 11 hp / sec and haste is at 163.75%, which won't get you permahasten, but it's pretty close.

Afterburner ... yes, I included this. I love flight as a travel power. And when wanting to skip past the mobs between you and the goal, I love the tight controls that it has and the defense buff for a place to park another LotG recharge.

S&L Soft Def Cap
153% Recharge
and some gimicks

If u go Alpha: Agility Total Radial Revamp, u got S&L soft def cap but all others Alphas works too, if u choose the 2nd slotting of Frostbite. Ice Epic for survival and damage.
U can choose between Shiver or Glue Arrow, depending on ur playstyle and preference.

Here's my submission. Since the goal was to optimize for solo/small team play, I made sure the single target attacks had good damage. Some will cry 'foul' at skipping the AoE immobilize, but with all the -runspeed and other controls in this build it seems like one could do without it. It's useful to set up containment, but OSA won't benefit from that, anyway. You'll have to use an origin power (or some other temp) to light OSA. I softcapped s/l, since Arctic Air encourages one to get into the mix. Hasten has good up-time but isn't perma without some alpha help; accuracy is good, decent recovery and endredux in the powers. (It seems like Mids' is applying the -rech debuff from Arctic Air to the build, so I left it off. Recovery is still 2+ end/s with it toggled on).

As to tricks, I like to use a BotZ in a travel power to get my kb protection to save a slot. And my new favorite trick is the use of enhancement boosters, another way to save slots and increase build efficiency.

For alpha slot, I'd probably go musculature, it's a well balanced build so incarnate choices are pretty open.

I had a small look at making a build, was planning on perma-hasten and ranged defence cap but all it did was make me realise that no amount of inf could make me play these sets Almost every power in Ice Control is skippable!

Was it picked deliberately because they are underperforming sets you want to make us play more?

Trick One - Slot the Celerity Stealth Proc in super speed. /bind t powexec_name super speed. You can quickly toggle it off and on to get between fights and approach a spawn with an impressive stealth radius.

Trick Two - On offensive PvP builds that run hibernate, since you have an extra pool power (skipping stealth/phase) You can take teleport, for one slot you get an extra 4 KB protection towards your 48 points and an extra escape power + ability to avoid being put in a dumpster for an entire match by a TA (as the arena temp only has 5 charges) Its also incredibly valuable to an emp who is in AP, with phase down, and needs a little extra help when it comes to evasion. Not much of a trick, but a real life saver while getting something useful out of the base slot.

Ice/TA build.

Near Perma Hasten (122.8 recharge on the power) with soft capped range defense. Ice/TA is something you can safely play at range thanks to the aoe Immob and none of TA's power requiring you to enter melee.

For solo, you won't be the quickest (What Ice/TA is?) But you should be able to handle just about any content you come across. Quick stacking holds, AOE and ST. Quick Stacking Immobs, AOE and ST. Stacking sleeps when you use flash freeze followed by PGA. Hopefully you went Magic so you can ignite OSA because rather than mess around with Pyre Mastery, went power for power boosted holds, debuffs, and veng. What team build would be complete without powerboosted Veng to turn godmode on for everyone.

Solo AoE Damage is going to mainly come from Immobing a spawn in OSA, and stacking disruption arrows + acid arrows to melt the spawn. Its up every 45 ish seconds, so it won't be the fastest spawn clearer, but should do a respectable job. ST damage when it comes down to what bosses are left will be contained power blast + Jack combined with the debuffs. I'm pretty sure once lit, OSA + debuffs is near pseudo nuke level of damage, especially with foes immobed in the patch for the entire duration.

As far as other incarnate powers, I'd say Rebirth or Ageless would be the ideal choice for Destiny. Interface is tricky, depending on your reliance on the AoE Sleep stacking as your spawn to spawn mitigation in teams. The DoT interface powers will break flashfreeze.

In favor of a ranged playstyle I did not include arctic air in this build. This is also a final respec build but if I were leveling I'd pick up shiver during the early teens and move picking up kick/tough/weave down the level progression.

The build is 2.5 % shy of the S/L/Ranged softcap but flash arrow closes that gap nicely.

The build is also 6 seconds shy of perma-hasten.

The final respec build will have all set bonuses exemp down to level 28 for moonfire. That means almost perma hasten and almost softcapped ranged defense.

For Incarnate slots one can opt for Agility to close the softcap gap without flash arrow and gain even more recharge, Reactive for the fire proc to set off OSA, and Rebirth for regen on top of the defenses.

Overall this build is suitable for not just solo/small team play, it can be played very aggressively and do very well on big teams as well even for mid level content.

IO tricks: posi proc in frostbite and acid for a chance to set off OSA? Proc in poison gas and flash arrow to turn them into AoE damage powers? KD proc in kick for extra SPARTA?

Guess I'll take a shot at this. So here we go.......

- You said to build first for mitigation. The following build is soft-capped to S/L and Range defense. Rebirth: +Regen for the heal that the build is lacking. Finally, Hibernate for those "oh-crap" situations.

- Recharge you stated was the second most important aspect. With Agility Alpha and set bonuses, your about 4 seconds off from perma-hasten. The build also has high recovery to deal with the increase in recharge.

- There were many other bonuses that unintentionally stacked up such as Accuracy, Recovery, HP, +DMG.

Alright, with the information given I took this build and said, let us take you into melee range, and focus on incarnate soloing. A real Dark Astoria focused toon that will be great in this new region.

Why melee with a troller? Well with this build one of your biggest mitigation powers is Arctic Air, a beautiful confuse power that can also have a contagious confusion proc added in. The stealth together with the -visibility from flash arrow will allow you to sneak up to sleeping foes, did I mention the stacking sleep combo of Flash Freeze>Poison Gas Arrow that will mean that you will have all the time you need to get into range for your PBAoE Glacier to put the entire group on ice. Mitigation? They can't hit if they can't move. And those that can move are hitting eachother...

Acid Arrow>Disruption Arrow will drop resistances, especially with the Achilles' proc in the arrow, or the Achilles' proc in your oil slick that will be lit from underneath with a

With a reactive Radial Flawless Interface any of your damage dealing powers could spark the oil slick, but you also have a selection of fire attacks to be 100% certain. This is a build that is procolicious with 30 procs. There are procs in almost every power, -recharge, -resistance, -to-hit, placate, heal self, extra damage, this is a gambler's build which will make the outcome of each battle unique.

If you still want a little more scrapper-like mitigation, I'll slot you in for Agility Core Paragon, bonus recharge and defense!, Vorpal Radial Final Judgement, bonus defense! and Barrier Core Epiphany, bonus defense and resistance!, and Cimeroran Core Superior Ally, they can't hit you if they're hitting these guys, who also hold the title for the highest DPS of the lore allies!

Winter is coming.

I don't see much synergy between the two sets, so rather than trying to force the build into one playstyle I tried to make it dynamic and modular. This also makes sense when playing on small teams where you're less likely to have a balanced party, so the more roles you can cover the less you have to worry about getting the right teammates. I also just think being flexible is more fun. To make it work at both close and short range plus be prepared to face the unknown I decided to go heavy on mitigation. To avoid sacrificing too much elsewhere to fit in all the mitigation, I used a lot of toggles instead of relying mostly on set bonuses (slots being tighter than power choices). To make up for the cost of the toggles, I went with Mu Mastery. Overall, I think it turned out okay. Still not a combination I would want to play though .

I ended not using the "tricks" I thought I would at the beginning (Peroxisome Exposure in st hold, ATO in AA and Coercive Persuasion in World of Confusion). I guess 2 part of blessing of the zephyr in Combat Jumping for 4 knockback reduction and 1.25 ranged defense is one. Slotting procs in toggles/passives/patches is something I like to do a lot, so maybe that counts too (Panacea in Health, Performance Shifter in Stamina, Contagious Confusion in Arctic Air, Gaussian's in Tactics, Impeded Swiftness in Glue Arrow, and Achilles' Heel in Oil Slick Arrow).

I ended up with perma hasten using Spiritual Core Alpha, 45% ranged defense (21-32% for all other types), 62% s/l resist (42% energy). Using an Agility Core Alpha instead makes pretty minimal differences all around (1.5% more defense, 2s short of perma hasten, and other small things).
It's pretty light on the endurance when fighting from range, but it's a real end hog with everything running at the same time (which will mostly happen at melee range when you want AA+tough+charged armor going) so I took Power Sink from Mu Mastery (auto hit, and recharges faster than the versions in other pools), which also helps recover from the crash after EMP arrow and Surge of Power (which itself adds 100 recovery when up).
I skipped frostbite because it doesn't work with Ice Slick and Oil Slick Arrow, in addition to not having any aoe attacks to take advantage of containment, and took glue arrow instead (shiver is a viable alternative and has more -recharge, but needs to be refreshed more often and there are already enough buttons to press). Since I usually use ninja run+magic carpet to get around I didn't include a travel power, but glue arrow can be swapped with super speed or super jump if you want one.
I figured good aoe damage is mostly a lost cause with this combo without frostbite (aside from oil slick, which doesn't get containment damage), so I focused more on single target damage. Chillblain is slotted for damage, Block of Ice is slotted with the full ATO set (the proc alone gives it decent damage output), the mu guardian is 2s short of perma, and jack is there too. I also ended up with +22.5% damage from set bonuses, so that's kind of nice if unintended, and chance for buildup in in tactics.
Flash arrow is skipped because the -to hit is very minor and the -perception isn't really convenient for stealthing IMO.
Ice Arrow is skipped because there's enough recharge reduction that Block of Ice is all that's needed.
Poison gas arrow is skipped because I just kind of felt 1 mag 3 aoe sleep is sufficient. Flash Freeze can be directly swapped for it though.
Oil slick is ignited by Reactive Radial Interface, Pyronic Judgement, or your teammates.
Destiny is unslotted, but rebirth or clarion cover holes that you would normally need to carry inspirations to cover (healing and break free). Barrier is probably the worst choice with so much mitigation already in the build.
edit: oh yeah, and boxing is squeezed in there early because at the lower levels it's actually useful to have the extra attack. Arctic air is taken late simply because it's such a huge end drain that it's not very useful until later on anyway.

after working with a few builds..I wouldn't take Ice Arrow at all for this combo.

Its not needed even as a mule, and its substandard compared to Block of Ice.
