I'm not saying I agree with this either way but isnt it already pay to win? you can buy thunderstrikes or kinetics for the def of your choice and LotG for recharge.

My main has three sets of purples but not the full five, am I winning or losing?
I stated that the devs will eventually sell all set IO's in the market as we move closer to this I have some concerns. It appears that there is a difference with the procs that are bought with PP vs the in game crafted ones. That must be fixed to avoid the pay to win label.

Plus it pisses people off who built their characters through their own effort in the game....as opposed to whipping out a credit card.
You should NEVER have a tangible advantage over another player simply because you have more disposable money than them.

You can already buy every IO set in the game with real money.
$ -> Super packs -> Sell stuff for INF -> Buy whatever you want from the AH.
This is something EVE online has struggled with for a decade. People see this very simple formula of currency conversion and they just black out. They go to that lower reptilian brain and argue blindly against it because they don't want to think their game can be bought out or that they could be so wrong... but it's true and it's simple.
For those who find this appalling:

The legit player is not SUPPOSED to have purple IO's if they can't find them. The purpose of a market is trade. So all it takes is one purple found and sold, to buy the one purple you need, regardless of the quantity of currency exchanged. Yes, some are worth more than others but they always would have been. If something is twice as rare or twice as valuable or twice as commonly demanded, it takes two sold to buy one of what you want, and again it would have been the same regardless of the currency number.
Meanwhile, currency does not leave a game system except by spending it at NPC merchants which have FIXED PRICES. If you sell a non-inflated Hecatomb for 50,000, you can buy an SO or two. If you sell an inflated one for 500,000,000 you -as said before- had to find or trade for it exactly the same as in an non-inflated market you can now deck out an army in SO's, and you did it for fewer items found (time/game play).
Inflation hurts CURRENCY.

Not goods.
So the people who grind and farm for currency rather than playing the game for it's rewards are the ones who can do less with their coin. The gold farmers who just want to sell people the currency behind NC soft's back have their bottom line fall through the floor as more time spent yields less useful amounts of coin... and the pay to win people trying to sell lower end items (ATO's from super packs for example) for higher end items (Hecatomb) have a larger coin gap to cross.
The only trouble is that inflation is a buzz word and people want what they want and they want it NOOOWWWWWWWwww. If they can't buy something they blame 'the game economy', and they have a seizure when they read the naughty 'I' word. Even though they have nothing to sell to get the coin in the first place and systems that lean on giving players currency are broken because of grinders, gold farmers, and P2win people reselling cash shop items.
There's a huge laundry list of new io sets coming (to the store like the last group was), and players moaning about how they all suck (but that's just because the really awesome ones are already out)

I think we've got it lined up right already with the merit system. The high end ones are no-trade and must be gotten yourself, and can't be bought or converted upwards AFAIK. Whatever new enhancements they roll out next should -IMHO- be aquired only through those if they're worried about P2win etc.
Well, in certain circumstances it cannot be avoided. For instance the person that can pay for multiple accounts can gain an advantage over someone that can only afford one.

Being attuned, they keep their set bonuses when you exemp down to 3 levels below the minimum level. So if you bought a set of Thunderstrike you keep the set bonuses all the way down to level 27, while someone who slotted a set of level 50 Thunderstrikes loses the bonuses below 47.
I'm not a complete dev fanboy, despite my frequent defense of their decisions. There ARE things they've done that irritated me, I just don't generally spend time complaining about things that are already done and can't be undone.
The store-bought enhancements being better than the in-game versions is one of those things. Another is the fact that the vet rewards I waited 5+ years to acquire can now be gotten by a new player on their first day if they want to drop $400 on the game all at once.
Both of those things annoyed me, but other than mentioning them here I'm not going to sit around whining about it. It's already done, so there's no point.

I am all for this with the exclusion of Purple and PvP IOs, those should remain drops and I would even go as far as making them account or character bound to remove them from the in-game economy. If I understand correctly, enh. converters are coming and if you get a drop you don't like you can convert it.

I would just love to be able to get Attuned sets in the game with merits or something rather than the store being the only place to get them. Or like a booster, an "Attuner" of some sort.
But, then since the store is the model now, it makes sense to take advantage of the Attuned sets in the store with the monthly 400 points we get.

In terms of vet rewards I can understand some feeling that way. The way I view that is Paragon just want the money equivalent for the time unlocks and with the hybrid model it makes perfect business sense to do it since.

When you buy a set of, say, Reactive Armor and slot it at 17, there are some discrepencies between the ones you get from Wentworth's and the Paragon Store.
If I buy from the paragon market, I can slot them and I keep those bonuses and the effectiveness of that set increases as I level.
This is not the case with the ones bought from Wentworths. Yes, of course, someone pays real world currency, they should have something better than something bought with game currency, shouldn't they?
Is it "pay to win"? I would say that would all depend on your definition of "win".
I can either buy unslotters, and spend in game currency on level 20, 25, 30, 35 and 40 reactive armors (and then pass the ones I'm not using to my enhancement storage bin until the next lowbie needs them) or buy multiple sets of reactive armors from the store.
Currently, they're 400 points for the four that I typically slot. I can forgo Super Packs, and buy a set each month, or buy a few packs, maybe sell what I ATOs I can and maybe buy the IOs I want.
Either way, I can use real world cash to get what I want, or I can use in game inf. One way is easy and convenient. The other way is a chore, to be sure.
In the end, though, it all depends on what your definition of Win.

I started a Dark/Time Controller when I22 went live. At level 1 she had over 150 million inf, from sales of super pack IOs. She had a set of Controller ATOs ready to slot at level 10. She has turned Fearsome Stare into a very decent cone attack via store bought procs.
I'm not angry about this. Heck, my sub doesn't run out until summer 2013. But the devs crossed the line a while ago and it doesn't do anyone any good to pretend they didn't.

eh to me personally if poeple want to blow their cash on stuff like this then idc i prefer earning stuff in game because A) having the best build in PVE does nothing for you except let you farm better or take more dmg ect, and B) its pretty easy to acquire all the stuff in game for free anyway, i rather save my points on stuff worthwhile such as costume sets or powersets, ect
my point being is being able to throw down $50 to completely IO a toon is not something i would do but if poeple want to waste their money like that then they can go ahead

Don't get me wrong, I wouldn't buy my IOs with real cash, but as long as the ones you could buy with real money were exactly the same as the ones you could buy with inf, I'd have no problem with selling them in the paragon market.
I would love to be able to purchase any I.O. enhancement from the paragon store. Some of the prices at Went worth's or Black Market are out of this world. 600 million just for one I.O. Ragnarok. That is asking way to much. Also if you buy them through the Paragon store there account bound so you can give them to your other characters on your account but NOT sell them. I know there will be flak over this Idea but they are selling I.O. Sets on the store now and I make use of them. So I spend a little money on points, I get about what I want. Of course I would love to buy a Hecatomb set for my Super strength Brute. Able to slot at level 40 or 45 40 OR 45.
