Arbiters Sands and Hawk: Separated at birth?
I was kind of wondering the same. Arbiter Hawk is a red name, soooo probably why. Plus he arbiter outfit doesn't allow for much variation except with the head. Whoever made the NPC may not have been thinking that the hair/glasses combo had already been used
I think they just honestly reused the model and didn't care. A lot of the new Spring Fling stuff shows a lack of attention to detail.
He just wants to be cool like his role model Sands.
I'm also going with "they didn't care" because I find it marginally preferable to "they didn't know".
They knew. It was one of the first things we pointed out in Beta.

Besides, it could also be a jab at Ms. Liberty's 'undercover operation' being that she's just wearing a change of clothes (with the same color scheme as her costume) and going by her real name. 'Distance from Paragon/Longbow' indeed.
Heck, their bio's also seem to mention very similar things.

When I saw Arbiter Hawk using the same look as Arbiter Sands on the beta server, I figured it was a placeholder. Aaaand, here it is in the live game.
Hey devs: this is careless and amounts to fail. Which of you approved the copy/paste slop?
I think they missed a good idea in having NUMEROUS women sending Valentines to Sands and you can misdirect them to Hawk. Ranging from:
"Arbiter of my heart, how I long to know the cold strength of your embrace once more"
to
"You two-timing SKUNK, you told me you had Arbiter duty tonight and yet I SAW you in Pocket D chatting up that bint Trina!"

I did the villain-side version of that arc first, and my reaction to the contact was pretty much "Wow. Somebody got lazy, didn't they?"

Really, I'm quite torn now about how I want to imagine things are on the whole Sands vs. Hawk front... the part of me that likes laughing at stupid things wants Hawk to be an imitating fanboy, while the part of me that comes up with crazy theories likes DLancer's idea that they really are the same person, while the fangirl part of me wants them to be twins.

What's weird about this is that there has been a bit of time spent on Ms. Liberty's new model - they've either ported over bits of the clubwear pack to fit the NPC rig, or used a player rig, and ported over a sword and scabbard for it - which could be significant

Make up a 'cover identity' that just consists of a name change and see how many people he can fool with it; he does seem arrogant enough to think it'd work (and given how villains/rogues don't really interact with him much at all until that point, at least AFAIK, it could work).

What i'm surprised at is that they didn't use Arbiter Hawk to show case some of the male Clubwear, maybe with a few Arachnos things on him to remind you "Yes, this is an Arbiter"

So they both like independent, dangerous operations with nonstandard M.O.'s and strange but effective tactics. Some great ideas here. I still kind of like the thought of him being just a Sands fan (and perhaps a wave of Sands fanboyism is spreading throughout Arachnos; soon we'll see more of him everywhere!), or it being a clone- Sands is narcissistic enough that I could see him making clones of himself.
I do like the notion that it actually is Sands, pretending not to be Sands (and I can't believe that one didn't occur to me.) What would be even better is if we start seeing Sands pop up elsewhere in the game as "Arbiter X".

Maybe this is the next Signature Story Arc- "Will the Real Arbiter Sands Please Stand Up?"

So, went to play the new Spring Fling content tonight, blueside, and while strolling around Pocket D, I noticed Arbiter Sands on the villain side, thinking- "Oh, he must be the redside contact for Spring Fling."
Only, he's... Arbiter Hawk?
Who is this new guy, and why does he look exactly like our favorite cool Arachnos villain Arbiter Sands?
Are they twins? Is Hawk a clone? Is he Protean? Or is he just some guy copying Sands' cool look?
