Really? It was obvious to me it was Sands incognito... like that whole "put on glasses and no one recognizes him" schtick from comics. I thought it was kinda funny.
Obviously I was wrong. The devs are horrible lazy slack jaws who couldnt be bothered to make a single contact character because they were too busy not listening to the playerbase again.
Disgusting and sad.

They just have different name because it would be confusing to have two arbiters with same name.
