Why is the present still there?

The present on top of city hall and also behind it? Why is it still there? Last 2 days i've seen 3 different cases of people pull the WL towards liberty. 2 of those times there were actually a few of us at 50 to stop it, last time just now though, it wiped out all the low levels.

Clearly this is an obvious griefing tool and needs to be removed ASAP. NOT FUN!

Welcome to COH:Freedom!

And yeah, I agree. Heck, make Atlas and Mercy a WL-free zone, and make the frostlings, etc. all "GM-coded" so the (for instance) level 36s sitting in Atlas that someone didn't bother cleaning up aren't insta-death for the lowbies there.

If you've only played an AT once (one set combo) and "hate" it - don't give up. Roll a different combo. It may just be those sets not clicking for you.

I believe those presents have been there in the previous years. I know there was one on top of City Hall.

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

The Devs don't care - that's why they let the WL spawn inside the station at Imperial City

Those frostlings that spawn are as high as the zone's level, not the player's level.

Also, the WL is a GM, so it will fight toons at their level, and therefor can't one shot anyone.

That is patently not true. I've seen -several- Winterlords in Atlas, in Cap, and other zones where the Frostlings were way way -way- higher level than the zone cap. I was personal witness to a spawn just under the Atlas statue that was over a dozen level 50 frostlings. The newbies were, to say the least, not pleased.

The initial batch of Frostlings with him are Zone level, as he fights someone, he will summon up more frostlings at the level of who he is fighting. So if a lvl 50 takes some potshots at him, he summons up some lvl 50 frostys.

opening a present spawns frostlings that are the zones level

is the winterlord triggered from presents or just on its own?

either way, the winterlord spawn has different rules than the normal present spawns

Yeah. Last year I had 'fun' with a WL and his level 50 Frostlings sat on top of a contact in Praetoria.

The Winter Horde that spawn from the presents are fixed to the upper limit of the zone's level. In case of Atlas Park, this is level 7.

The power [Snow Men] used by the Winter Lord will summon some Winter Horde according to the combat level of the player it's used against, which can result in level 50 minions following it around.

I wonder if it could be tweaked so the summoned minions use a minion version of GM code...

I believe what you are thinking of is akin to the spawns in a zombie apocalypse, it already exists.
