Why I never see Elecs/?

Thanks for the derailing guys In the end, I made an Elec/Psy, and Im happily laying chaos in the enemy files with the knockback, the sleep patch, and the enddrain aura.
What could be the sooner I could have permadom? I have one or two sets of lvl 30 basilisks laying around with some LotG

One of my most favorite thing to do with Elec is slotting Jolting Chain. I fill that thing up with so many awesome Procs sometimes for me that one powers makes my Elec/ shine.

I have heard this is actually a good use of jolting chain. Never tried it. Spamming the hell out of fences with reactive always did me good.

1.Devastation-chance to hold (15% for 8 seconds)
2.Decimation-chance of build up (5% chance for 5.25 seconds 68% damage buff to all)
3.Energy Manipulator-chance to stun (mag 2 10% chance)
4.Force Feedback-chance for +Recharge (10% chance for 100% recharge to all for 5 seconds)
5.Entropic Chaos-10% chance for 5% heal.
All of these can be placed in Jolting chain along with a few other yummy procs but these 5 I think would be the most used. the Tempest and the Javelin Proc wouldn't help you much.
I use all of them except for the 5th one...now imagine a lot of these procs firing when you use Jolting chain...sounds great right? Now imagine the chances of them proc'ing once you spam JC every 3 to 4 seconds...Oh yeah and let me tell you they fire A LOT.
Force Feedback doesn't do anything in Jolting Chain, and I think that Decimation doesn't either. Energy Manipulation's mag2 stun is unimpressive in my testing, but Devastation is fantastic.

The procs that have really changed things for me is FF and Devastation. No only does FF show a little icon when it fires but your power tray lights up when it fires as well.
Are you trying to say the 5 second 100% recharge duration is to short of a window to help with your toon's recharge?
Being a chain power, the effects that only help the caster (self heal, recharge, build-up) should only go off on the initial cast, rather than at every jump - though when you're using it every four seconds, that might not be too shabby.

Thank God Devastation-Chance to hold has a chance to fire for every time it jumps.
I like the suggested changes to Ice Control, by the way.
it has gone from unconscionable to downright appalling that we have no way of measuring our characters' wetness.

To the OP: a few. I have one, and I know two others, and seen a few more.
I personally enjoyed my Elec/Elec, more for conceptual reasons, but it certainly made playin' my Elec/Storm controller easier.

I love Elec/ and is my favorite primary for doms/trollers. I am close to having 3 lvl50's with Elec/.

Not trying to revive an old Thread, but I have an Elec/Elec Dom at level 43, and so far she is hands down the easiest Dom I've leveled. The control powers do have a few quirks, but they combine well with Elect. attacks. My Dom is a End Draining machine, I open with Static Field, Then Tesla Cage each mob and burn them down one by one. If Mobs are tightly packed, I use Paralyzing Blast and /or Synaptic Overload to hold the second mob untill I can finish off the first. I generally solo while leveling, and I haven't ran into any enemy group she can't handle easiely. Heck, I've I've even had to turn up the Difficulty, becasuse it was too easy. To any who care, I recommend Elec/Elec.

And I'd disagree with the OP anyway, I see electric all the time. I definitely notice them because I find all the flashing graphics of the powers annoying personally, first time I find a powerset that way (sonics never bothered me like some people).

Yeah. I tend to either use the dark palette or the desaturated colors on the far left of the bright palette, so that the strobing effect is less distracting.
Speaking from experience on both counts.
