It's automatic. And in fact we will be converted to vip a bit before it goes live for free players.

You will be VIP as long as you continue paying the subscription fee. If you stop, you will become a premium player. If you start subscribing again, you'll be VIP again.
For all intensive purposes, EVERYONE who isn't on a trial account currently is VIP. Anyone who has ever had a subscription, but currently doesn't, their account is Premium. Anyone who has never paid before is F2P. The second they spend anything on the game, either through buying paragon points, or buying a month's subscription, they become premium at least for good.
Right now, they are only letting VIPs play the game. Once issue 21 hits, Premium and F2P can get in.

Digression:
I've found that you can do most of the regular content in the game pretty easily with SOs, but if you want to start running solo at higher difficulty, you will want IOs. So, for casual purposes SOs are fine, but for all intensive purposes you want IOs.
VIPs which are current subscribers will continue their access to COH along with several benefits exclusive to them. However for all intensive purposes premium and F2P should still be able to access about 82.667% of the current COH content available in game.

VIP is just what they're calling what everyone is now (everyone not playing on a trial acount at least)
If you stop paying, you'll lose access to some of the features, but you'll still be able to play the game. Which is much better than how it is currently. Currently, if you stop paying, you lose access to the game altogether.

VIP is what they are calling SUBSCRIBERS (ie. those paying for monthly-yearly access).
Those that are not paying the monthly fee are Premiums (potential VIP, but have purchased something in the past).
Those that haven't bought anything are F2P (potential Premiums or potential VIP).

The highlighted portion is not incorrect. Everyone playing the game right now who is not on a trial account is a subscriber, and that's what a VIP is. A subscriber. So Claws is saying that everyone subscribing right now is already a VIP, we're just not called VIPs yet.

If Claws had said "what they are calling everyone who is playing now (except for trial accounts). As it is, the way it is worded would include former subscribers that are not currently subscribed in the everyone group (everyone not playing on a trial account at least group).
Is it nitpicking? Certainly. And some will nitpick every little thing. Some will admit when they make an error of some type. , Some will admit when they stated something incorrectly, even if unintentionally. Some will admit when they misinterpreted what someone else said or posted. Some will not admit to making mistakes. Some will never admit that their interpretation of what was said or posted was wrong.
