I suspect it would require a dramatic reworking of the existing power and movement animations.

If feasible and deemed worthwhile to pursue, I bet it would have to be a temp power like Walk. Detoggle powers, not able to use powers, and no back costume options would be shown.
I'm guessing Spad is right about the effort needed to create this for players.
However, I'd like to see this with some NPC's. It would come in handy for retro-tales involving the original Freedom Phalanx. One of the original Freedom Phalanx was in a wheelchair, as I recall: the brainy half of Vambrace. (the hero Vambrace was actually a team: one guy in the power suit, the other guy running the show)
I would like to see wheel chairs be added to costume legs. I don't know if this can be done technically. I just know in rl I'm in one.
Now for the fantasy. I am rolling down the street in King's Row, have a hellion try to "take a bat to my skull", take a swig of my potion (ty super science booster pack!) and *poof* turn into my tank and beat "the tar" out of him. /smile |

We already have a Rocket Board, I'm assuming a wheel chair might be able to use the same tech to disable our powers, keep us moving at a set speed and disable jumping. I'd pay for such a power. Not much, mind you, but I'd pay for it

On the contrary, I so would! Now, please understand that I don't believe people in wheel chairs are weird, but the I love weird concepts like the OP describes. The idea that a hero in his/her secret identity is an actual invalid, yet is able to become a strong and able crime fighter via super power handwaving is amazingly cool, I'd say. Actually, that's pretty much who and what MechaMaid from the Spinnerette comic is.

I'd use it for one of my characters.
I'm in agreement that it probably would have to be a temp power like Walk is, in that it shuts off your powers and such. If you're cool with it working like that then I see nothing standing in the way of them doing it, other than the time it would take.
But then again, BaBs coded the Walk power in his spare time, so you never know.

I think it's a good idea as a starting point. Meaning there would need to be more to it that just 'a wheelchair'. In the same way that monstrous legs have multiple options, I think multiple ideas with the same pose would be necessary, especially since there would need to be bypass code put in to replace all the leg-based animations with something else.
Uhm... Let me think. Could do a old-fashioned genie with a smoke cloud instead of legs. The Snake body. I could see spider legs being tagged into the same model. That's all that occurs off the top of my head.

This is not to be taken as non-support for the idea, but personally I don't think I would use a wheelchair option.
ROCKET chair, on the other hand? I would so be up for some of that.

Get over it. Just because someone wants a Wheel Chair and uses Prof X as an example of someone that fights while in the chair doesn't automatically mean that he wants to use Telepathy as his choice of Power Sets.
This will be impossible to do, purely because of one thing.
Paragon City is barely a handicap accessible place. I don't even think City Hall has a ramp.
Actually I was thinking along the lines of a hover chair but rockets work too especially for a more Steam Punk feel. That way players could get the most out of the travel powers.

Ultimately, as has been said, I think the animation requirements on this basically kills it. If "wheelchair movement" were available, it would likely have to be of the "no-powers usable" variety because otherwise every power in the game would need to be given an in-chair animation and I don't think the devs would be willing to commit that much work from their animation department for what it essentially a cosmetic change.
And since the argument is already being made that adding a wheelchair that doesn't allow you to use your powers is "too discriminatory" against the disabled community, I'd doubt they'd bother opening that can of worms at all.
