Hard Lock Crashing/Display Driver
In a nutshell, this is becoming a common issue for us ATI users.
Try using catalyst 11.2/11.3/11.4 to start.
You don't have to do any other adjustments graphically in COH or any other part of your system that you may have tweaked or overclocked. From the prior posts on the freeze/crash issue it's strictly driver related starting around the time of the sever merge and it's just a matter of trial and error until the right ATI driver for you is found.

Thanks. I already rolled back to 11.2 at the time of my original post. Didn't help at all. Onwards to 11.3 and on.
This why I stick with Nvidea. Never once had a problem with their cards in the 7 years I have played this game or on any other game either. ATI drivers and their constant crashes are the devil.

Yeah my only thing was this motherboard doesn't support Nvidia SLI which is something I originally wanted for CoX, so ATI Crossfire was only option.
Well, I've gone through 11.5-11.2 drivers. While some were more stable than others crashing still happened from time to time. Gonna try 11.1 and then move on to the 2010 drivers. *Sigh*
I would say it is definitely the ATI driver as I and many others have the same issue. Some have had success rolling back and some have not. You may want to try completely uninstalling the driver and re installing 11.2.
Edit to add: I did note you already rolled back, I was thinking maybe components of the newer driver were still on the system.
Last time I checked, this game doesn't support crossfire.

I would sugjest looking at a possible memmory issue. Try running with just one of your DIMMs in place then launch the game see if the same issue happens again. If it does or doesn't switch to the other DIMM and try again.
I had a similar issue to yours a few months back. I tried just about everything including replacing the Graphics Card it wasn't till I tried each of my 4 DIMMs one at a time till I found that one was bad and every so often the system would write or read to it while playing the game and caused the video drivers to crash

Bit of a longshot, but are you running asus smartdoctor or any other programs for overclocking the graphics? I had a lot of hard locks etc on various games (including city) and tracked it down to Asus smartdoctor. I also had some issue with MSI afterburner, so now all I use is CCC.

As an update the most stable driver appears to be 10.10. I still get a crash every know and again, but with this driver I can at least enjoy some hours of playtime before I get the boot. The problem is, City of Heroes isn't the only game I play/intend to play. So having such an older driver isn't ideal to me. Still working with the tech support to see what I can do. Outside of totally replacing some piece or pieces of hardware.

If it crashes on all of them, then memory is probably not the issue. If only one of them causes a crash, then that's likely your problem and it will need replacing.
It is known that there are an infinite number of worlds, simply because there is an infinite amount of space for them to be in. However, not every one of them is inhabited. Therefore, there must be a finite number of inhabited worlds. Any finite number divided by infinity is as near to nothing as makes no odds, so the average population of all the planets in the Universe can be said to be zero. From this it follows that the population of the whole Universe is also zero, and that any people you may meet from time to time are merely the products of a deranged imagination.
In simplest terms, you'll want to unplug the machine and open it up. Then locate your memory and remove all but the one in slot 0. The slots should be marked on the motherboard though the type may be quite small. Hook it back up and run it and see how it performs for awhile. Obviously, less memory will likely cause a drop in overall performance but you're looking for the error so that's a lesser concern. Crash or no, keep swapping memory sticks in slot 0 until you've tested them all. Each run should be until you crash or at least long enough to be reasonably certain one isn't going to happen.

Best of luck. If you could please, post what step comes next in the sequence after "uninstall your anti-virus"? I was curious, but that was the point where I found a stable set of drivers and my ticket was closed.

1) Never, EVER "uninstall your anti-virus". This is a standard response on the support checklist which should have been removed ages ago.
2) Aside from that - It's most likely a driver problem. Having the same problem aswell, just with City of Heroes, occuring very randomly.
I did notice that selecting different costumes when trying to load them can cause long delays aswell.
Getting this issue with an NVidia 560 TI, which is immensely frustrating as CoX is the only game giving me this error. It's bloody irritating.

The tech support from NCSoft told me today that they have discovered (through alot of files sent from me to them) that I apparently have two ATI Radeon HD 4670s but one is considered an X2 and has "double the GPUs and more than double the memory." Supposedly the problem could be happening from the lack of compatibility between the two despite both technically being 4670s.
Now how they discovered this is beyond me because when I asked how I could figure out which one was which when they both show the same exact memory my ticket has been mysteriously removed. i've been having a slight issue with the client locking up after a couple hours of playing.
Generally no error message, it just freezes and then i have to kill it in the task manager when i get bored of waiting for it to do something.
Currently running Win7 64 bit with 4 gigs of RAM and an ATI EAH4870.
The last couple of times it indicated that CoH was using about 1,833,068K. (At least the last time when i wrote it down. The other times i know it was somewhere around 1,800,000K.)

I have this sort of error with a factory overclocked nvidia card before. The problem went away when I created a profile of the card running at nvidia stock clocks and switched to that profile whenever running CoH [and a handful of other games].
Just a thought, at least for the person experiencing it with their nvidia card .

I have recently returned to CoX and was frustrated on my return to find the game virtually unplayable for me. I never had this problem in the past (though I played on a laptop then) and it is rather annoying. I currently have a support ticket open regarding this topic though I thought perhaps some players and some moderators could also shed some insight.
While playing the game sometimes seconds after just logging on or after hours on hours of playing I will receive one out of a possible two problems. Either the game will freeze for a moment the screen will go black and then recover into a blank white screen showing my desktop with the error message "Display AMD display driver has stopped responding and has recovered." At which point I can simply end CoX via the task manager.
The second problem is a complete hard lock of my system forcing a reboot. There are two ways this crash happens. Either the game freezes for a second and is followed by some randomly colored screen or it simply doesn't freeze and the screen pops up instantly. Either way I cannot do anything other than force a restart on my computer.
I have searched the internet and tried various "fixes" but nothing seems to truly work for CoX. I had this problem with another game and simply disabling Catalyst A.I. did the trick, this fix however will not work for City of Heroes. I have updated drivers, rolled back drivers, updated BIOS, updated Windows 7, etc. I have also attempted a fix I found on the internet involving disabling ULPS in the registry. To my surprise it was already disabled for me. Waiting for tech support till after the holiday has becoming frustrating so I decided to post here. I have attached a CoH Helper as well as a Hijack this log. Hopefully someone can come up with a solution.
