Here's Part 1 of Today's Facebook Freedom Friday Q and A

Q. Is freedom coming out today?

A. City of Heroes Freedom will launch later this year.

Q. Just curious if Dominators are getting love soon, or is the wait until Issue 22?

A. Dominators won't be included in this round of Power Set Proliferation, but stay tuned in the future!

Q. When is the proliferation going down? I'm stoked for a non-mastermind poisons toon.

A. Power Set Proliferation 3.0 will be included with Issue 21!

Q. Dont know what power set proliferation means but hey I already love the game.

A. Power Set Proliferation means that certain archetypes will be getting powers that you used to only be able to get with other archetypes. These powers get tweaked and balanced and made to fit with the theme of that AT.

Q. How come there's nothing for Dominators in Power Set Proliferation 3.0?

A. Dominators aren't in this round, but we haven't forgotten about them!

Q. Can you discuss why Illusion never made it to Doms, or is that part of the tight lips around later, also, how soon do you guys envision finishing off with proliferation, i.e how long until every AT can play every powerset applicable to their them?

A. We're not talking about Dominators for this particular round of Powers Proliferation.

Q. Is there a particular reason Ice Melee wasn't proliferated to Stalkers? Do Assassin Strike animations require that much development time?

A. Certain powers that would have required new animations (such as with Ice Melee) weren't within the scope of Proliferation 3.0.

Q. Powerset Diversification is always great! In terms of this round, can you give any more details about what powers are in Dark Manipulation? Does it get Dark Regeneration? Or Shadow Fall perhaps?

A. Dark Regeneration and Shadow Fall are a bit outside of the scope of a Blaster Manipulation set. The powers currently in the set in beta are: Penumbral Grasp, Smite, Death Shroud, Shadow Maul, Soul Drain, Touch of Fear, Dark Consumption, Dark Pit and Midnight Grasp. These powers are subject to change in the beta.

Q. I mostly want to know when too.

I'm really excited to see Poison finally being available to others!

Thanks for fixing Energy Aura! I may try it now.

Also happy that MMs get a new set. Sonic isn't the most exciting thing to me since most of the bubble sets feel similar to me to play, but at least now it isn't a PITA to bubble all your pets and team! So that makes it a lot better

And for people who didn't read the original announcement, some of your questions are answered here: http://www.cityofheroes.com/news/ne...se.html

A. When: Issue 21!

Q. Has there been any changes to regeneration to make it compatible with the hit points of a brute? What about the super reflexes for tank? (A slight hit point increase would do wonders for tanks with super reflexes, in my opinion)!

A. The rate of health regeneration will be the same for Brutes as it is for Scrappers. So, it will take the same amount of time for a Brute to go from 0 to full health as it will for a Scrapper.

Q. Will the dev team leave some powers that are unique to that AT or is proliferation going to distribute the powersets across the board for the applicable AT?

A. We’d like to eventually proliferate every set that makes sense to be brought over for the appropriate archetypes.

Q. Did regen need to undergo any mechanics changes to port over to brutes? Like a higher base regen? Or maybe a Valkyrie uber MoG?

A. The rate of Health Regen for Brutes is the same as it is for Scrappers.

CoH - We're talking specifically about Power Set Proliferation today.

Q. Where do I get information about what exactly will be discussed here. I looked on the boards and I see nothing.

A. We announce the topic both on Facebook and on the forum. Today, we're talking about Power Set Proliferation 3.0, which you can read more about here: http://boards.cityofheroes.com/showthread.php?t=265044

Q. City of Heroes Answering person: What is your favouite new combo out of the 3.0 proliferations?

A. Personally, I'm looking forward to Dark Blast for Blasters, and Regeneration for Brutes.

Q. Is there any chance we will be seeing dark/ or /dark controllers in the near future?

A. Can't talk future specifics right now, but again, we look at powers that make sense to port over to specific ATs.

CoH - And that wraps up part 1 of today's Freedom Friday! Thanks to everyone for joining us, and remember that part 2 will start at 1 p.m. Pacific time, and run until 3 p.m. Pacific time!

Here's Part 2 of today's CoH Facebook Freedom Friday Q and A

Q. When does CoH: Freedom go live? There, got that out of the way at the top of the list :-p

A. Later this year.

Q. From late in the previous thread: will Brutes get Quick Recovery in their /Regen?

A. Yes, Brutes will have Quick Recovery.

Q. Is there a list somewhere of what power set pro 3.0 entails?

A. Yes! You can check out the list of which sets are being proliferated in this Intrepid Informer: http://www.cityofheroes.com/news/new..._power_se.html

Q. The reason Dominators aren't getting proliferation, but super secret treatment is because Dark Miasma and Illusions are being combined to create a Dark Illusions set. Please say True.

A. We're not discussing Dominators in this particular round.

Q. This is not a Freedom subject, so at least there's a chance I'll go to sleep before 2AM this week. Unless I play too much Cthulhu Saves the World.

A. The Power Set Proliferation will be coming with Issue 21, which launches with Freedom. That makes it a Freedom topic!

Q. In the last discussion, you told us what powers are in the Blasters' Dark Manipulation Secondary (as of now, in beta, which could of course change).

Can you tell us what powers are currently slated to be in the Blaster version of Dark Blast?

A. Current powers for Dark Blast (subject to change):
- Dark Blast
- Gloom
- Aim
- Moonbeam
- Tenebrous Tentacles
- Abyssal Gaze
- Life Drain
- Blackstar

Whoops, left out Umbral Torrent! That is also currently in the set.

Q. Will Katana for Brutes have "Divine Avalanche" ?

A. Brutes will get Divine Avalanche.

Q. [Could not find the question attached to this answer]

A. No bonuses to Eagle’s Claw, yet, although it is something that is being looked into. There will not be any changes to Super Reflexes in any of its iterations at this time.

Q. [Could not find the question attached to this answer]

A. Yes. It will have the damage of Night Fall and the Knockback of Torrent

Q. So whats the current list for dark manipulation?

A. The current list for Dark Manipulation is:
- Penumbral Grasp
- Smite
- Death Shroud
- Shadow Maul
- Soul Drain
- Touch of Fear
- Dark Consumption
- Dark Pit
- Midnight Grasp

Q. Will poison be renamed to something else for Controllers? I ask because when Empathy was moved to Corruptors and MMs the name was changed to Pain Manipulation to stay in line with the theme of Villains. So will it be renamed for heroes?

A. Poison will be called Poison for Controllers.

Q. May I ask the order inwhich corrupters receive the psi powers? Are Phantoms going to be available to any other architypes?

A. The order of Corruptor Psychic Blast powers currently looks like:
- Mental Blast
- Subdue
- Psionic Lance
- Psychic Scream
- Telekinetic Blast
- Will Domination
- Psionic Tornado
- Scramble Thoughts
- Psychic Wall

CoH - And that wraps up Freedom Friday for today! Thanks to everyone for participating, and we hope you look forward to trying out all the proliferated powers come Issue 21!

Next week there will not be a Freedom Friday, due to the San Diego Comic Con. However, we will have something in its place, so stay tuned!

A. No bonuses to Eagle’s Claw, yet, although it is something that is being looked into. There will not be any changes to Super Reflexes in any of its iterations at this time.

Q. When you say Night Fall and Torrent are being merged into Umbral Torrent...does that mean it will take on the knockback properties of Torrent?

A. Yes. It will have the damage of Night Fall and the Knockback of Torrent

I think a lot of people want to ask about Dominator because quite frankly, you ask something that you really really want to know.

We all know Dom isn't getting any set this time but what is the plan? I don't see why it would hurt to talk about future plan ideas unless there is none right now?

Yes, I do want to know why Dominator isn't getting Illusion Control and if they plan to make a Dark Illusion (much like Empathy VS Pain Domination) Control. It doesn't hurt to hear those "plans".

In fact, I think knowing future plans gets me excited about the future. :P

What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.

Empathy is not Pain Dom and vice-versa. That's one argument that still bothers me every time I see it...

The devs specifically said they designed Pain Dom to be Empathy for Villains because they were not going to port Empathy to villains. I think it is likely they will eventually port both now, since defenders are no longer necessarily heroes and corruptors are no longer necessarily villains.

Why Blasters? Empathy Sucks.
So, you want to be Mental?
What the hell? Let's buff defenders.

Considering Poison was considered 'villain only', and now it's being ported to Controllers...

Here's the first part for today's Freedom Friday Q&A

Q. Can we use our reward points towards unlocking the new powers instead of doing all those trials over and over again?

A. There will be some exclusive powers that come with being a Tier 9 VIP in the Paragon Rewards Program, however if you’re talking about Incarnate powers, the way to get those is through Incarnate content.

Q. In addition to Beam Guns and Street Justice, have there been plans to unveil any additional powersets with the Paragon Rewards Program?

A. The powersets we’ve revealed so far are Time Manipulation, Street Justice, Beam Rifle, and Titan Weapons.

Q. Paragon Rewards, is it the new system that replaces the current vet rewards system?

A. Yes, the Paragon Rewards program replaces the existing Veteran Rewards program. Your current Veteran Rewards will carry over into the Paragon Rewards program.

Q. Is 9 tiers the maximum for the Paragon Rewards system or will more tiers be added?

A. There is Tier 9, and Tier 9 VIP. Tier 9 VIP will be the top tier, and will have exclusive, rotating rewards.

Q. Are veteran rewards chosen per character or per account?

A. Both! There will be rewards that have a per character use, and also account-wide rewards!

Q. How much will it cost to be a VIP member?
Q. How much does the VIP subscription cost?

A. VIP subscription is the same as the current subscription price for City of Heroes (About $14.99 USD)

Q. Do you have to be around an 80 month veteran in order to become tier 9, or can it be a little bit less? Also, if not, then how can we get to Tier 9 from say Tier 7.

A. Tier 9 roughly translates to an 84 month Veteran status. However, you will be able to reach tier 9 even if you’re not an 84-month veteran by acquiring Paragon Reward tokens

Q. Is there going to be a max number of Paragon Reward Tokens and max number of Paragon Points that one can accumulate and hold or is there a cap for them?

A. There will not be a cap on Paragon Points or Paragon Reward Tokens

Q. What can I not buy with Paragon Rewards?

A. Each slot in the Paragon Rewards program unlocks its own benefit, so you can chose which rewards you’d like to earn. We’ll discuss in detail what all the benefits per tier are at a later date.

Q. Are the vet rewards unlocked per character or per account? For instance can I take certain picks with one character, and another set with a different one? Or are they picked once and the “consumable” rewards just claimed when on each character?

A. The Paragon Rewards tree is account-wide, but for things like consumables at Tier 9, they would be claimed per character through your global e-mail. These can be claimed by any character on your account.

Q. I heard that Tier 9 VIP will include ponies. Will they be customizable because I want a blue one.

A. There are currently no plans for Tier 9 VIP ponies

Q. Is there a maximum number of reward tokens that a player can have at the start of the Paragon Rewards scheme, taking into account the 29 earned via existing vet rewards, and the 7 “yearly bonus” rewards?

A. The amount of Paragon Rewards Tokens a player will start with will depend on Veteran status. Veteran players will receive 1 Reward Token per Veteran Badge, and 1 reward token for every 12 months you have subscribed.

Q. Will the badges for the Galaxy City change once it is becoming a tutorial zone? And will we still be able to get vet badges that have been currently released even after Freedom comes out?

A. There will still be ways to receive Veteran Badges after Freedom launches.

Q. Are you able to say anything else about Tier 9 VIP? Like, will there be anything else there besides the costumes (love those by the way)?

A. There will be costume pieces, exclusive powers, and other in-game rewards. We’ll talk more about them in the future

Q. I have the 33 month veteran badge, will I be able to unlock controllers? In the past you have said people around the 3yr mark “should” be able to unlock them. Also, will premium players have access to time manipulation?

A. If you’re a 3yr Veteran you will likely have access to controllers and masterminds.

Q. Are there already plans to expand the T9 and T9 VIP offerings? Possibly even lower trees as more gets added.

A. Tier 9 VIP rewards will continuously rotate, so there will be multiple rewards you can receive in that tier.

Q. Can tokens be purchased with cash in the online store? Is there anything that will be offered through the new rewards program that won’t be for sale in the new store? I have used some of my respecs granted as vet rewards, when you go through and grant tokens for the months – do you subtract out tokens for vet benefits that I have already used or just give me x # of tokens equating to x # of months played? Thank You.

A. You will not be able to purchase Reward Tokens with Paragon Points. There will be Reward Program benefits that are not available via the Paragon Market. The number of tokens you receive is equal to Badges earned, even if you have claimed the Veteran reward.

Q. Will there be rewards in the form of bonus powers/abilities that are permanent to a character? If you included the Chain Gun temp power I would be in heaven!

A. We’ll discuss what the specific rewards you can earn through the Paragon Rewards program are at a later date

Q. Can you convert Paragon Points, the currency used for the Paragon Market, into Paragon Reward Tokens and vice versa?

A. Paragon Reward Tokens and Paragon Points are not interchangeable—you will not be able to purchase one with the other.

Q. I’m getting a bit confused by Paragon Rewards, and Paragon Points. (so much Paragon) Paragon Rewards replaced the VIP rewards system. Will the Paragon Points replace/affect the current information/merit/hero merit marketing system, or will it just have the unique acquisition method and maybe unique purchasables?

A. Paragon Rewards replaces the Veteran Rewards program. You receive Paragon Reward Tokens, and you can use them to receive account-wide and per-character benefits on the Paragon Rewards tree. Paragon POINTS are the currency you can use to purchase items in the Paragon Market.

Q. For the Reward Tokens that are going to be granted will it be going off of your current vet reward badges or actual paid time? The reason why I ask is because there was a bug I think last year or so where vet rewards where being added earlier than they should be.

A. Veterans will receive one Paragon Reward Token per Veteran Badge, and one Paragon Reward Token per 12 months subscribed.

Q. When the reward program hits, will those of us who have been subscribers since Day 1 reach Tier 9,or will there be some more time to go?

A. If you have been playing since Day 1, you should be able to choose Tier 9 rewards.

Q. You say “for things like consumables at Tier 9, they would be claimed per character through your global e-mail. These can be claimed by any character on your account.” Can you please clarify? Is it you claim it on each character on your account, or you can claim it once on any character?

A. yes, you would claim a consumable once on the character of your choice.

Q. @City of Heroes that doesn’t answer the question though. I asked what was the maximum number of tokens that you could take through into the new scheme from the existing Veteran Rewards scheme.

A Player can currently earn 36 tokens (29 from Vet badges, 7 from the yearly bonus), and yet you stated on a Ustream slide that a player could only carry through a maximum of 29 Paragon Reward tokens (which is basically anyone who has played the game for 6 years +)

So the actual question I would like an answer for to is this: Have you removed the limitation that you stated here: http://img.photobucket.com/albums/v4...dator/pr12.jpg
I am asking this, because depending on what you read you get conflicting answers

A. That slide is outdated. there is no cap

Q. So when is it going to be free to play and I’m still lost in regards to the fact I’ll love my vet rewards that I have already claimed.

A. City of Heroes Freedom will launch later in the year. If you have previous Veteran Rewards, you will NOT lose them; your Veteran Rewards badges will be converted into Paragon Rewards Tokens, plus 1 Paragon Rewards Token for every 12 months you were subscribed.

Q. Will we be able to purchase Paragon Points with Paypal?

A. We’re discussing the Paragon Rewards program today (Paragon Points are for the Paragon Market), but the answer is yes.

Q. you mentioned claiming consumables through global e-mail. Does this mean you’ll be increasing the number of emails we can have at one time from 20? I use my global email constantly and already run into the 20 cap. Thanks.

A. Paragon Rewards will appear as either Character Items or Account Items tabs under global email; these have no limit. So, as an example, if you were to take a consumable from the Paragon Rewards Program, you would receive a Character Item in your Global email. You could then log onto any character, access the Character Items, and claim that consumable on that character.

Q. [Could not find the question]

A. All Veteran Rewards are going to become Paragon Rewards, so instead of getting a reward every three months, you will get a Paragon Reward Token to spend every month of subscription once Freedom launches, plus an extra token per year subscription!

Bummer. I kind of figured it might be the case, but I must admit I am not happy about it. The fact that the Vet rewards applied to every character I made was an important feature of the program. I am saddened it is being altered for some of the newer reward choices.

Those tabs do not currently exits in our email. Are they going to be added or are the current Certification and Vouchers tabs being renamed (or are you simply referring to those tabs with the wrong names)?

I'm guessing certificates (account) and vouchers (character), as that is an apt description of them.

I believe that specifically refers to the repeatable Tier 9 rewards (not Tier 9 VIP), which are consumeable (limited use) items such as enhancement boosters and unslotters, etc.

Everything else I can remember from the Comic Con build was global like the existing vet rewards, and the Celestial stuff for Tier 9 VIP was global as well.

I know what they are referring to (although I have not gotten any true confirmation on if the respecs are still account wide or not, but I feel it is likely they will remain account wide). But the current Vet rewards give us consumables that are account wide such as respecs, xp bonuses, and small merit rewards. I would have preferred the new PR system to follow that structure, rewarding and encouraging alts.

Yes, I understand that the new consumables could be viewed as "different" from the old consumables I mention. I still do not like it. It is an area (and just one small area) where the new system is providing less than the old. That said, I am likely not going to sweat it at this point.

I have some opinions on the consumables I have seen so far, but for now I am going to hold onto them until I learn more about them.

Well, the "new consumeables" are the same ones that you'd purchase through the store using real money. The "old consumeables," like the recent reward that gave you 5 charges of patrol XP, will remain global.

I don't know specifically about respecs--I didn't think to check that at Comic Con--but since they're account-wide now, I don't see why they wouldn't be in CoH Freedom.

Well I asked - TWICE - about whether or not the new powersets (excluding time manipulation) would be restricted to those with T9 only, and no answer, so that pretty much confirms it as far as I'm concerned.

Very disappointing.

I'd really appreciate an official response to the question of whether purchasing a long-term subscription plan will result in getting the reward tokens up front. It has been implied on these forums (based on a post by Positron) that under the new program, this will indeed be the case.
