Don't worry, this is balanced out by the fact that their guns only deal lethal damage. i mean, what's up with that? The bullets are glowing blue, they have something on them called 'a power pack' and apparently all it amounts to wildly fired lead sprays that can only hit one target with a grouping like a map of cold places in Death Valley at high noon.

I was just running a few missions on my new Praetorian brute, and I was fighting some Resistance fighters. Something seemed odd, so I started watching them. That's when I noticed that most of the minions are AR/Energy blasters, and when they use their punches from their secondary, only their left hand glows, and they do one-handed punches while keeping their rifle out, and if you back away from them, they go back to shooting you without having to redraw their weapon.

It all looks familiar to me as I'm reading this, but I never stopped to think about it myself, I just smash...
Tbh the not putting weapons away and not having to redraw thing is something I'd like to see used much more widely, not just when it comes to these sets.
I'd find for instance a set like Icy Assault a whole lot more interesting if you could hit something with Ice Sword, then fire an Ice Bolt with one hand while keeping the ice sword in the other and then follow up with Ice Sword Circle again without having to redraw (or in this case 'reconstruct'?) the ice sword.
Especially since (I haven't played with sound for quite some time anymore, but iirc this used to be the case...) the ice sword makes its own chilly sound for as long as it's out. I personally find it a bit of a disturbing factor if you have such an effect going before and after, but it has to vanish and leave some emptiness for no particular reason while you're using a different power.

I can only hope that this, like Cimerorans and Shields, is the devs using an NPC group to test something that might get carried over to players in the future.

Is it just me, or does this sound like a powerset would have a ranged and melee attack early on? Say like two other superhero MMO's out there?

2 or 3 melee attacks doesn't make melee your secondary.
Even though I prefer the Assualt set for Dominators when you have a mix of both range and melee. AR/MA or DP/MA as an Assualt set would be nice.

Maelstrom's DP/MA combo is nothing new among signature NPC characters. They get their own costume pieces and power set combos for exactly that reason: to make them signature. Granted, I would be OVERLY ECSTATIC if some kind of natural-based secondary involving martial arts (obviously different from Devices) was released for blasters. But because this is a signature character we are talking about, and they are notorious for having unattainable-by-players power set combos, I refuse to up my hopes.
However, this lack-of-redraw thing intrigues me, and is something I have overlooked. Considering we already have access to gear from Resistance NPCs, I find it to be more plausible that this could be a functionality test, before actually being tested for player models.

The Swords have a rifle built in so they don't need to redraw when switching between Melee and Range.
