This is where I feel it gets a little complicated. Keep in mind, winners will be Elite Bosses with most likely no surrounding group (definitely won't have data room for custom enemy group)...
You're a Hero entering a warehouse owned by Malta, intent on acquiring some item.
VillainWinner (example) is there as well...
What's their motive not knowing that you'd be there going in?
Were you spotted entering and they show up (triggered) to simply challenge you?
They friendly to Malta or hostile to both you and them?
If VillainWinner is a Rogue or Vigilante, they may be Ally to your Hero. But will they betray if they learn your motive?
Allies to me in this situation (being level 50 EBs) I see not being hostage/captured. In my mind, they've been around the block and know their limits. Now, if the winner chooses Ally and is cool with being hostage/captured... that's up to them.
These are the issues that I forsee, without giving the winners some kind of insight as to how I plan to inject them into the mission.
If a winner doesn't like A/E and never plays the arc, but trusts that I'll use them respectfully... then it's simple.
If a winner does play the arc they're present in and wants me to modify how they're used... I will.
Anyhoo... it's lunchtime for me...

@The Hopebringer, Level 50+3 Scrapper, can be played as: Fire/Dark, Dark/Shield, or Dark/Dark to play to the character the best.

Brutticus is a character with a strong but one-sided sense of morality and prone to snap judgements and uncompromising decisions, so she could be used as both an ally or an enemy to the character in question. Having grown up in a world where survival at any cost is the norm, she is used to applying extreme violence and rugged determination in practically every situation, so she will not back down from any fight, no matter how difficult, or indeed how stupid.
Brutticus' morality revolves around protecting the weak from the horrors of nature and from the malice of the strong, so she will naturally regard strong people with suspicion and mistrust unless given reason to feel otherwise. If she is given reason to believe a strong person is somehow at fault, she's very likely to choke-slam said person into a wall before getting his end of the story.
Despite growing up in a world without spoken language, Brutticus has learned to speak fluent English, though she speaks plainly and directly without much unnecessary eloquence. I don't want to supply specific suggested lines she could say, but any curt, to-the-point, firm and possibly aggressive dialogue should fit her.

You should also look into fixing the typo in the line:
Characters will be used in the most respectful manner and attempt to stay true to their "doncept" or "background".
I generally try to not nit-pick on people's typos, but this one is highlighted in quotes and part of what amounts to an announcement

I like the character, but isn't it Paragon City, and Kings Row is part of the city, not a city all unto itself? Or have I been mistaken this whole time?

I always thought of it as a suburb or maybe a subsection of the larger Paragon City, much like what most real major cities have. To a fellow resident of the city you might say you live in, say, Brooklyn or Manhattan, but to someone else you might say you live in New York City. Seems like sort of the same thing here.

I realize not all zones are parts of Paragon City as well, at least that's my understanding of Striga.

Just checked back on this to see you don't have anybody from Protector. Even though I'd love to have Toy in this (as he's my main), I think there's going to be more than enough Virtuites in the running. I can provide a Hero or a Villain from protector, whichever you'd want more.
