IIRC, it was the start of last year where we had about ~4 months of free server transfers (though there was a weekly limit), allowing people to frequently move around, resulting in a setup similar to what you're asking for...

...but since you've brought up an important point... If server transfers were free for 4 months, why not indefinitely? Who am I paying for my transfer? A technician? NCsoft? Anybody?

The first round of free transfers was done during the 2009-2010 Winter Event when GR was first scheduled to be released sometime in the first quarter of 2010 Jan-Mar. When that didn't happen they had an additional week of free transfers the first week Going Rogue launched in August 2010.
And most everyone promtply left their 'tumble-weed' servers in favor of the big 2, Virtue and Freedom swelled at the new arrivals while the other servers suffered. Infinity used to be quite happening before that round of free transfers got everyone scrambling to move entire stables of toons.
While part of me wishes I'd been sub'd at the time so I could've too, the other half is glad I didn't.
What your really asking for is a single global server. As it wouldn't be used as much to join a group on Liberty as it would to take your Liberty toon to the teams on Freedom. Resulting in even more vacant servers.
Which is part of the reason I can't get excited about the EU/NA merge until I see 1st hand the results. If it ends up depopulating Defiant and Union I really doubt it'd be worth it to those that feel connected to their 'home' Likewise with me on Infinity. I'm hopeful that the merge means I'll have more people to team with but the turnabout on that is, If I do other servers are suffering because of it.
Maybe someday they will do away with the servers and just have 1 entity but I doubt it.

There were a few people that took the opportunity to get the hell off Freedom. A lot more people moved onto Freedom and Virtue. And of course the remaining PVP community coalesced onto Freedom almost entirely, as I understand it.

I don't know what SCR means or MB or Golden Gate, someone recently invited me for a Mo Khan and i blinked twice and thought OK, sounds South East Asian but i'll give it a whirl. Where do you people pick up these abbreviations and where do the uncool kids learn to be cool?

MB = me. I have several replies that have been copied and pasted (given, in one instance, the "copypasta" nickname from Castle, I believe it was.)
Golden gate = bridge in san francisco.

Most abbreviations (except perhaps some obscure ones) can also be found on the wiki.

Actually, yes, it does. It also shuffles between other servers. Believe it or not, not everyone wants to be on Freedumb. |

Interestingly enough, Freedom is the only server I don't have any toons on as well...
Infinity is home, Virtue is vacation and Liberty is Praetorians.
But altitis means I've got one or two on various others.
*My praetorians have all been paying for a vacation lately as the pool of avail. players on Liberty at 3am is well... somewhat lacking. At least on Goldside.

I've never been kicked off a team or tf because I'm the one running the show.
If you want rough, non-stop action come to Freedumb.
If you want someone to hold hands with, go with one of the others.
To address the OP it seems if they ever allowed a universal server access people would have to rename some of their alts whether that name was already taken on the server they attempt to log on to.
The more likely solution to the name issue created by cross-server access would be to tag each character on every given server with a tag on the name tied to the server from which the character originates.
In closing I will say Freedumb is not 100% rough 'n tumble gaming. I have seen some folk holding hands under Atlas.

They did actually test this briefly during i18 open beta (they said they wanted to test "new server technology"). Not being able to choose your server but being able to join teams cross server. It seemed to work ok but they havent spoken about it since.
Milehigh: I'm sure we're all terribly impressed with your vigor and burliness.
Freedom has a greater percentage of crappy teammates and crappy TF's than the other servers I inhabit, but I'm sure the mistake is mine for wanting to enjoy my game.

I'm thrilled with the combining of our two glorious servers, NA and EU but ya know what? I don't wanna log into my server and then log into my toon, I want it done the other way around, let me log into my global toon and then choose the server of my choice.
"Hmmmm, it's Monday and I'm playing in England today and it's 11.45am who the hell is on? Someone in the States sure is, oh geez, I've only got a level 3 Corruptor on that server, whereas my level 50 Brute who is craving shards and big teams is stuck on the server where the only thing that happens is the occasional tumble weed blowing across the screen!" Sure I hear ya cry, pay for a transfer! I'm not tight, I don't mind paying but while one server closes it's eyes and bids the community goodnight, another is waking up and raring to beat the crap outta the Warriors (hey at level 1, they're hard!)
Imagine, just imagine a world where you could log onto the busiest server with your favourite toon... or suddenly come across an RP server, where you found one of your toons fitted perfectly and you said "brb, just bringing something more appropriate"
