ED: by the by, I did obtain the xml file, and followed the steps, but that didn't fix the looping issue.
what about those of us who get the "waiting for locked file: nclauncher.exe" message when the launcher is loading?

If the problem persists, try uninstalling the Launcher and making sure your Launcher installation directory is removed (remove it if necessary) and make sure you have the latest installer (from here: http://us.ncsoft.com/en/launcher/ncsoft-launcher.html ) and try installing again.
Is there a way to pick the default city of install?
Every time I launch it, it seems to default to city of heroes -beta version and starts downloading the update. I can cancel but it's getting annoying.
I don't suffer from altitis, I enjoy every minute of it.

My internet IP isn't static...so it can change with a router reset(it doesn't always but still...)
External IP and DNS settings.
If you're not sure, send it all. Better for us to have too much information than not enough.
How will this interfere/interface with STEAM?

As of 0800 EST i have been unable to get the game to launch from the old launcher, no matter what i do. So i proceeded to stroll over to the forums and see what i could find, i noticed that Avatea had a post stating the following two points, which have me wondering...
"We will be discontinuing support for the current City of Heroes updater soon so bear in mind that when that happens, customers who have not upgraded to the NCsoft Launcher will be unable to log into the game using the City of Heroes updater!"
"Question 9: I'm on a Mac. Does the NCsoft Launcher work for that?
Answer 9: There will be a Mac OS version of the updated NCsoft Launcher. We will be giving you more information on this as soon as possible."
So, if i understand this, all of using the Mac version of the game are paying to not be able to play now because you have chosen to block login from the previous loader, but fail to give part of your community (no matter how small it may be) the ability to log in to a game that they are paying a monthly fee for?
I think it would be reasonable to at least have a general time frame of when we can expect this.
The old launcher (CohUpdater) is still fully supported and should be working at this time. The Mac version of the NCsoft Launcher (and Steam compatibility) will be available before CohUpdater is deprecated.
My understanding is that Mac and Steam players will have the opportunity to get the Wisp Aura.
If you have a copy.nclauncher.exe file in your Program Files\NCsoft\Launcher folder (or wherever you installed the Launcher), try deleting it.

ok, i just ran the entire process again intending to list specifically everything the launcher says and does and came across something new. this time, and this is the first time it's ever done it, all game servers are red dots. so, now i cant even get the new launcher to be ready to run the game. That said, in the past the game servers have always been green dots that, when you click play after selecting one, another message comes up that says the launcher needs to be restarted for updates. restart now/load/error code-1/loop:restart later/launching game/fail/game is broken and cannot repair itself, sorry(paraphrase).
this is a consistent and unfailing cycle. after all this(lately), i'll go through the control panel:add remove programs and unistall ncsoft launcher, then go through windows explorer and delete the folder itself to remove any left over remnants, then delete new cohupdater.exe from live/test/beta folders and rename all old.cohupdater.exe files so i can at least play while my frustration subsides.
this is a process ive been going over since i first posted that i had this problem some 3 days ago. during that time, ive gone so far as to uninstall the entire game itself, the same way i uninstalled the launcher. ive taken all your suggestions and done my utmost to follow directions, uninstalling various other .net frameworks and updating drivers and other files and reinstalling .net/msxml files to latest and most complete versions. so far the only thing that has changed is what i cited earlier in this post; that the servers now show red dot.
what other information can i send to try getting some resolution for this?

I don't know what happened exactly, but now it works. If it was after I submitted the IP I am currently using to log into CoX, then that must've been the thing

Well that's it. This is beyond foolish.
If they want me to get the Games.xml file, and somehow its being prevented based on my IP and location, why not post it to a public download site like Megaupload?
I've uninstalled and reinstalled COX 3 times now and this stupid launcher more than half a dozen times.
If this wasn't ready for primetime, they should have just waited until it was.
I don't get why this is such a huge issue. I've had launchers from plenty of other games that did updates and never had a problem like this.
Meanwhile, even with just the launcher installed and COX completely uninstalled, the properties box on COX still says that the game does not support patching through the NCSoft launcher. Hooray!

What exactly is this ncsoft launcher? Today I was able to get a game login prompt through the firewall. This is very bad, very bad!! :-) I'll probably start losing weight now because I'll be playing on my lunches.
Edit: I can get to the login and I can select a server but I get a "cannot connect to DBserver"
what other information can i send to try getting some resolution for this?

I had the infinite loop thing with the launcher, did a fresh install, it now launches the patcher, cool. I dont have my wisp aura though, and I have been fighting with this thing since the announcement. I have been escalated to other supports with nothing but "we'll look into it, let me redirect you", and by now I havent heard back from them.
If the launcher installed and updated itself properly, it should not be starting the old patcher. Have you checked to see if you can get the file listed in this post:

That's because your Games.xml is out-of-date and you are unable to connect to the NCsoft Launcher patch server. We can get this resolved fairly quickly if you could Private Message the information we've asked for to one of the community members.

Do I need to send another PM to someone else? Is there anything else that would help? Because its not like I didn't follow the advice I was given here.

Friend is getting this error when he tries to install:
Internet File\ Content. IES\4SIO4565\COH_Installer[1].exe abnormal program terminate

As far as I know he isn't in the Beta. In fact he's never used test either to my knowledge.

Confirmed; his only install is the normal server. Which was/is working. But trying to install the new launcher; fails.
