Try using a driver sweeper. Here are some rough steps:
1) download and install the driver sweeper, but don't run it yet.
2) download and have the new drivers ready, but don't install it yet
3) uninstall the current drivers
4) reboot into Windows safe mode, and don't let the system install any drivers after reboot
5) run the driver sweeper to remove all remnants of old drivers
6) reboot
7) install new drivers. -
I'm guessing here. Another possibility is that your sound configuration on your machine is setup differently than your speaker setup.
For example, your sound is setup for 5.1 surround sound, but you only really have two speakers.
So, in Windows, go into the Control Panel and double-click Sound and check how your speakers are setup. -
We are not aware of any open issues with nvidia cards and "that openGL crash that a bunch of others are getting".
Can you elaborate on the OpenGL crash?
Do you get the "City of Heroes has encountered a problem and needs to close" window and fill out the "Describe what you were doing when the error occurred" and click the "Send" button?
In many cases, the issue is with the OpenGL drivers for your video card on your machine. Sometimes, this can be resolved by uninstalling your drivers, running a driver sweeper tool, and re-installing your drivers. -
It's is just a warning/reminder that new drivers may be available. If you are not experiencing any problems, you can safely ignore the warning.

Oops, I missed that it was a Mobility GPU. Yes, the Vista and Windows 7 driver are the same. They both use the same drivers. As WarLordMars pointed out, the only difference is between 32-bit and 64-bit driver version. You need the 64-bit.

and click View Results. This takes you to a page with the latest version. Scroll down and click "Previous Drivers". -
The bottom line is that the game client installed on your machine is not up-to-date. You do not have to uninstall the game in order to bring it up-to-date. Just install NCsoft Launcher and it should find your out-of-date game installation and bring it up-to-date.

It sound like you are using a desktop shortcut icon which always launches CohBeta?
Try going to the Start Menu->All Programs->NCsoft->NCsoft Launcher. -

The advantage of having the full version of the game there instead of just the piggs, is that there is a good possibility that the Launcher can patch the game to bring it up-to-date instead of having to re-download and replace entire files if you've copied an older version of the game. -
Just copy your CityOfHeroes folder from your old machine to C:\Program Files (x86)\NCSoft\CityOfHeroes (or C:\Program Files\NCSoft\CityOfHeroes if you are not using a 64-bit OS) and install and run NCsoft Launcher and you should be good to go.
I don't know why some guides tell you to only copy the piggs folder. In my opinion, that's a waste of time since it is not much more to just copy the entire CityOfHeroes folder and saves time because the Launcher will not have to download the executables and dlls.
Again, it is safe to copy the entire CityOfHeroes folder. You can safely exclude the CityOfHeroes/logs folder if its contents are large. You could also exclude the folder with your username, but you would lose your playernotes.txt file.
Regarding Test and Beta, just copy the CohTest and CohBeta folders to the new machine. -

You could also try the game's safe-mode which can be enabled by right-clicking on the game in the Launcher and selecting Properties and checking the "Launch in Safe Mode" box.
Also, having the Launcher exit after launching the game may help. In the Launcher, go to File->Settings and in the General Tab, set "After launching a game:" to "Exit Launcher". -
It should be fixed in a future patch.
