Undo the invite cooldown!
Yeah I noticed this while trying to form an ITF today. Very very annoying.
Tho I haven't yet noticed this new feature myself, I would guess it was put in to help minimize the irritation blind invite spammers can cause. Kind of a passive way to deal with an issue (like some of the trial account restrictions) rather than letting it escalate to GM involvement.
Until I actually try putting a team together I'm going to reserve judgement on if I find it as personnally annoying as getting spammed with blind invites.

I think what it's actually done is set it so that, until the person you invited last accepts or declines, you cannot ask anyone else..I think?
In a way I can see some merit...and also a huge pain sans le derriere. So, yeah, lose it again please.

I think Techno may be right, it seems to me to be limited to one invite at a time as best I can tell. As soon as it is accepted you can issue another.
I don't know about that.
Last night I was putting together a team, mainly of vent folks.
One of the first people I invited was afk, and folks got their invites during the time she wasn't accepting or declining.

Even though this change can be annoying to people who are legitimately tossing out invites very quickly I also suspect that the Devs will never change it back because it's ultimately solving the "bigger" problem of spammed blind invites.
You can thank the idiots who rudely spammed unwanted invites for this new feature we all have to live with.

As we all know the Devs have a tendency to listen to the "vocal minority" if that minority harps on an issue long enough.

Recipe Storage
Personal Apartments
Ignoring AE exploits instead of fixing them
Implemented open world PvP
Wheres the oft requested Underwater and Moon zones
Raised the level cap
Wheres the Base love
Animal Skeletons so we can play cats and dogs
Merge the Servers
Just to name a few of the topics the "vocal minorities" harp about.
Maybe my perceptions are skewed but I don't get the feeling they listen to the vocal minorities.

Whew, had to get that out. I agree, with all the TF incentive they've given us, why would they place such a nuisance in getting them started? The way they had it before (not inviting the same person too soon) was much better.

Sadly the fact that bases have received almost no improvement since they were introduced doesn't surprise me very much. The Devs' primary concept for them was to be places for massive PvP battles and we all know how well that turned out.

As I implied something like a cooldown to discourage invite spamming was a relatively simple thing to implement. On the other hand no matter how many people have been complaining about base improvements the amount of work the Devs would actually have to do to "fix" bases properly would be huge. It'd probably almost be on the order of requiring another $30+ retail expansion pack just for bases alone.

I'm sure there are a handful of random things that could be done for bases fairly easily. But I still contend to handle ALL of the systemic problems bases have would pretty much require its own retail expansion or at least an entire Issue dedicated to it, neither of which I see happening anytime soon.

One example
There is a floor tile that can be used to create a raised floor. In a 2x2 room 4 tiles can cover the entire space. The problem with the tile is that only one side has a skin. Looking up at the tile from underneath the tile is invisible. This forces builders to use hundreds of desks to create an opaque floor.
Adding a skin to the bottom of the floor tile would eliminate the need for hundreds of desks to make floors, save hundreds in prestige, and drastically lower the number of items it takes to build a base, because there is a limit that if exceeded causes bases to crash.
This invite cooldown is a huge pain for me. I can form a team fast, and with the new cooldown I am never certain whether or not I've actually invited them without looking at the error message.
Then I have to reply to the people saying to wait a minute while I try to sort out who's actually gotten an invite and who I 'missed', and then the tells start coming if I actually got them a reserved space or not.
If the devs are worried about the issue of spamming invites, they should put out a checkmark on the team invitation dialog to 'permanently decline' invites from that person. If an inviter gets enough of those perma declines on their account then the system should institute this speed limit on them for a few days.
The cool down is frustrating.
Alternatively, I wonder if it's feasible to set it so that you can't receive an invite from the same person twice within a time frame. Make it a minute or so, if not longer. As an additional caveat, should you "zone", the timer would reset. Specifically for those instances where you get an invite right as you're zoning.

I19 seems to have implemented a limited rate at which you can invite people to a team - not the same player, as it was prior, but any player. I don't see any reason for it, and it's nothing short of frustrating when trying to invite a bunch of people from tell/broadcast replies.
