The Coming Storm *IS* Rularuu.

Some more interesting info.

* Some of the Explore Badges in the Shard mention that the land defies gravity, and floats there. The only other place we see this is Ouroborus. Is it an alternate version of The Shadow Shard?
* Some of the Explore Badges talk about Rularuu essentially attempting to control you. At one point, you almost give in to his madness, and even start chanting rulaRUUruLARuuRUlaRuUU before you realize it's you chanting it.
* There are a couple of Explore Badges in the red water. It turns out that the water messes with your memories.
* Who's at the back of the ruined Ouroborus in Mender Ramiel's first mission?

I loved the original Shadow Shard invasion !!! I miss this.. I was making a whole story arc in AE based around the Tsoo and the Shadow Shard but I couldnt make level 50 Tsoo.

The hard things I can do--- The impossible just take a little bit longer.

If numbers are so much more important than a teammate who is fun to play with, forget about the game altogether and go play with a calculator instead. -Claws and Effect-

I know that when I got to the top of the ruined tower in the wrecked version of Ouroborous and saw Rudalak the Mad lookin' back at me in all his colossal redness, even my nigh-omnipotent future self had a moment of "... huh."

The first Rikti invasion transformed the look of Paragon City, so something on a similar scale could open lots of interesting new things looks-wise for the game world.
Paragon Explodes and everyone ends up with animated hair?

Bolded for emphasis. So our characters in-game hang out in Ouroboros and speculate on the nature of the Coming Storm just like we do on the forums. It doesn't mean anything.

Pocket D, which is NOT part of the Shadow Shard.

That's just god-moding in a poorly executed attempt at creepiness. I've spent hours in the Shard without going mad, I'm not going to start now just because an explore badge says so.

So, don't drink it. Tell your friends not to drink it. Just to be on the safe side, don't swim in it either. Tell your friends. Although, again, I have swum in it in the past, with no ill effects.

Now, if some of my powers were suddenly greyed out because I'd "forgotten" I had them, or the Rularuu started conning friendly and other player characters started conning hostile, or I was hit with a debuff or a temp power of some kind...then I'd buy that the Shadow Shard is messing with my character. But don't tell me the game is doing something to my character and expect me to buy it when obviously nothing is happening, and nothing will continue to happen no matter how much time I spend standing on the badge.

Remiel admits this when you do the arc to unlock the incarnate system.

Uber Talgrim - level 50 emp/dark defender
Uber Rod - level 50 dark melee/regen scrapper
Rod Valdr - level 50 invuln/SS tanker
Talgrim - level 50 ninja/dark mastermind

OMG!! Please add these costume designs now!

I don't think the STorm really has anything to do with the Eyeball baddies or the Praetorians. I think there is something else we are not seeing.

Enjoy your day please.

I didn't think so, as I read everything and I didn't see it.

Unless it's redside only, but what sense would that make.

Of course, if the Rularuu bring with them brand-new mission maps and tilesets, then I will welcome those floaty eyeball freaks with open arms.
Is this in the lore some where? I mean I know it's been said for a while now, but is this in the game, or just a well known thing?

Most of those badges talk about how things are worse in some spots than others, like the chanting because the mood of the Shadow Shard is particularly strong there.

Or all of them in the Storm Palace are location specific, lock of hate etc.

It's not like everywhere you go in the shadow shard will drive you nuts, just some places, and maybe not everyone.

Also it's badge text, it's for flavor, I have a hard time seeing it as "god modding".

Mender Ramiel says outright that one of Mender Silos' former aliases is that of Nemesis.

He also cautions you that this was a LONG time ago.

I'm glad someone else saw parallels there too.

Also, Rularuu Brutes are totally Mindless Ones.

I look forward to smashing them in the Coming Storm.

There are a few locations in the Shard, the monuments of Pain and Agony if I recall correctly, that have massive debuffs. Though they're actually a bit hard to stumble across even if you're looking for them.

It's the wording. The "you do this" and "you feel this" and "it reminds you of the time you did this" (even if I never did that. Mostly because, you know, I'm a Rogue and the badge was written with only heroes in mind). If they wanted to give the impression that the Shard messes with people, they could have written it without the player character's reaction. I'm a level 50 character after all. I'm awesome. I can shrug it off. Average Joe maybe can't.

They do not explode, so they are mere cheap copies of Mindless Ones.

We've known for quite some time that Silos was Nemesis since Hero 1 told us the anagram was intentional and that they had originally asked the voice actor who did Silos in the i11 trail to do a Prussian accent "for obvious reasons,"but yes, as the others have said its know in game:

People change, and the Menders of Ouroboros follow a leader who knows that what he did in the past was wrong and is trying to correct those mistakes.

This^^. I figure the badge text is another misdirection. Like how a lot of people thought the Faultline revamp/Rikti invasion was the new moon zone.

My name is Mender Ramiel, and I am from a far future version of Ouroboros. In this future, I have seen the efforts of Mender Silos here in this time period have some real effect. The Coming Storm is weakened, and it seems that this is because of the powered beings of this time unlocking their inner Incarnate, the same power that fuels Statesman and Lord Recluse. I have traveled back to this time to inform Mender Silos of this.

* I have another question.

Although I am a time traveler, my time is not infinite; what else can I answer for you?

* Who is Mender Silos?

Mender Silos holds many secrets, and he likes to think his identity is one of them. Many have ventured that he is actually Lord Nemesis, and I can confirm that as one of his previous aliases.

But I must caution you, the Lord Nemesis of this time and Mender Silos may be the same person, but they are hundreds of thousands of years removed from one another. People change, and the Menders of Ouroboros follow a leader who knows that what he did in the past was wrong and is trying to correct those mistakes.

* What is the Coming Storm?

Some things you will just have to learn for yourself. And besides, if we are successful here in Ouroboros, the Coming Storm may never come to pass.
The rest of his dialog, available on the wiki, is well worth reading carefully for anyone interested in CoH lore.

One interpretation is that while Mender Silos / Lord Nemesis is a master of the Xanatos Gambit, he's far less good at Xanatos Speed Chess, and the possible interference from multiple alternate universes at seemingly random (unpredictable from within our universe) times forces him to play a much more off-the-cuff game than he's comfortable with.

Another weird interpretation is that Mender Silos / Lord Nemesis isn't actually that good a planner after all, just one of the first people to abuse time travel to give himself clues and suggestions. When he's actually forced into a situation involving complex plots at war and competing time travelers that defy predestination, he starts doing far less well. Ouroboros is primarily an attempt to get all major time travelers aligned into either a fairly predictable path, or in direct opposition to that path, to make reality easier to retroactively foresee.
